Subject: Background Information
As director of the USAID-funded ProRep project, I would like to thank you personally for agreeing to take
part in our observational study visit to the 2012 US Elections. The theme for the program is focused on
the scope of our project: representation. ProRep seeks to strengthen Indonesian civil society
organizations, supports public policy research, and works to ensure that legislative processes become
more effective, transparent, and representative of citizens’ interests.
The observational study visit to Washington, DC and Orlando, Florida will begin with an introduction to
American government, to be followed by meetings with local officials, journalists, and representatives of
both major political parties. In addition, the delegation will visit to both parties’ campaign headquarters,
phone banks, rallies, and polling stations; we will also be visiting campaign headquarters and other key
sites the day of the election. There will also be an opportunity to visit historical sites, while our office in
Washington, DC will facilitate a wrap up session to facilitate lessons learned and next steps sessions for
the group.
The program is being coordinated with the American Council of Young Political Leaders [ACYPL]. ACYPL is
a nonpartisan NGO recognized as the pre-eminent catalyst for introducing rising political and policy
professionals to international affairs and to each other. Their mission is to promote mutual
understanding, respect and friendship and cultivate long-lasting relationships among the next
generation’s leaders.
Representatives from our Chemonics office in Washington, DC will accompany the delegation to most of
the meetings and assist participants with completing required USAID forms. Chemonics’ representatives
will also facilitate a wrap-up session to draw out lessons learned from the visit. Ms. Margarita R.
Seminario will be your point of contact in Washington DC and Ms. Yoenarsih Nazar, Senior Specialist for
the ProRep Project will travel with the delegation and serve as facilitator.
Enclosed you will find travel logistics information including: air travel, airport transfers, per diem, local
ground transportation, security, travel insurance, emergency contacts and some other information we
hope you find useful.

In Jakarta: A ProRep officer will hand you 2 taxi vouchers to cover taxi transfers
In Washington, DC: ACYPL will provide transportation to and from airport / Chemonics staff
will accompany the delegation
In Orlando, FL ACYPL will provide transportation to and from airport / Chemonics staff
will accompany the delegation
Exit tax: A ProRep program officer will provide you with 150,000 IDR to cover the
exit tax at the Jakarta airport. Please make sure you keep the receipt (in
the back of your boarding pass).
Boarding passes: Please save all boarding passes; Chemonics staff will collect them.
Per Diem: Upon arrival in the United States, you will receive per diem in US dollars
from ACYPL to cover meals and incidentals – like laundry or phone calls.
In addition, you will receive a breakdown specifying the number of days
in the US and the per diem rates for the cities visited. Please note that
you do not need to provide receipts for these expenses and that some
meals will be paid by ACYPL or another host. See schedule for details.
Baggage restrictions: In general, United Airlines will accept up to two pieces of checked
baggage with a maximum weight of 50 pounds (23 kg) per bag and a
maximum outside dimension of 62 inches (158 cm) per bag. Outside
dimension of a bag is equal to the width + height + depth of the bag
added together. Additional checked bags or any bags that exceed these
allowable weights and dimensions are subject to applicable checked
baggage service charges. If your baggage needs require you to check
additional baggage, or baggage that is over the listed size and weight,

Hotels: The cost of the hotel room and taxes are paid by the ACYPL directly. The
program will specify where breakfast is provided and where you need to
use your per diem to pay for breakfast.
Electrical voltage: The official voltage for the USA is 120 volts with most electrical goods
operating at around 110 volts. All of North America operates on a 2
pronged North American outlet. If your home appliances operate on
higher voltage than the 110 volts available in North America, it may take
them longer to charge and hair dryers may take longer to heat up and
be less powerful.

Travel insurance: Enclosed please find information and your health and accident coverage
