Senior Program Monitoring Specialist: Environmental and social Performance

Department/Project: Green Prosperity (GP) Project


Report to: Director, GP Project

Introduction

The Unites States of America acting through the Millennium Challenge Corporation (“MCC”) and the
Government of the Republic of Indonesia (the “Government”) have entered a US$600,000,000
Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through
economic growth in Indonesia through three projects: The Green Prosperity Project; the Community-
based Nutrition to Prevent Stunting Project; and the Procurement Modernization Project. The
Government of Indonesia, acting through the Millennium Challenge Account Indonesia (MCA-
Indonesia) intends to apply a portion of MCC Funding to eligible payments under this contract. Any
payments made under the proposed contract will be subject, in all respects, to the terms and
conditions of the Compact and related documents, including restrictions on the use and distribution
of MCC Funding. No party other than the Government and MCA-Indonesia shall derive any rights
from the Compact or have any claim to the proceeds of MCC Funding.

Green Prosperity Project

The Green Prosperity (GP) Project will provide a combination of technical and financial assistance to
support rural economic development that raises real incomes of Indonesians in a manner that
reduces reliance on fossil fuels, improves land management practices, protects natural resources
capital, and, complements efforts to reduce emissions from deforestation and environmental
degradation.

The GP Project will involve local communities and local governments in activities to improve the
clarity and implementation of government policies and regulations that support low carbon
economic development, as well as, building capacity of local communities with regard to natural
resource and environmental management. The GP Project will be guided by an integrated river basin
management approach, focusing on sub-watersheds area where the imperative of shared water
resources contributes to common objectives among neighboring communities and the
interdependence of economic activities.

The Green Prosperity Project consists of four core activities: an investment facility, Participatory
Land Use Planning (PLUP), technical assistance and oversight, and “Green Knowledge” capacity-
building.

The programmatic goals and objectives of the GP Project will be achieved through the
implementation of four discrete but inter-related activities. Each of these activities is described in
the Compact and briefly defined below:

1. Participatory Land Use Planning


Investment in administrative boundary setting, updating and integration of land use inventories, and
enhancing spatial plans at the district and provincial levels.

2. Technical Assistance and Oversight


Provision of technical assistance and project oversight to help eligible districts and project sponsors
and community groups identify and develop potential investments in sustainable, low-carbon
economic growth, and prepare funding applications to be submitted to the Green Prosperity Finance
Facility.

3. Green Prosperity Financial Facility Activity


A financing facility that will provide both commercial-scale financing and grant funding of low-carbon
development projects to support investments in two thematic areas: renewable energy and natural
resources management.

4. Green Knowledge
Provision of technical assistance and support for strengthening local, provincial, and national
capacity to drive forward Indonesia’s nation-wide low-carbon development strategy within the
context of the GP Project.

The investment facility, known as the Green Prosperity Financial Facility (GPFF), is the project’s
centerpiece activity that provides commercial and grant financing to support economic development
projects in two thematic areas:

• Renewable Energy, including small operation (less than 10 megawatts) hydropower and
bio-waste (agricultural waste) to energy, biogas, and solar.
• Sustainable land use and natural resource management, including sustainable
agriculture, forestry, fisheries, and watershed management.

The design, development, project preparation and implementation of the above GP activities will
consider good environmental and social sustainability practices. In achieving this, all GP Project
activities and investments (sub-projects) are subject to developing and implementing an
Environmental and Social Management System (ESMS) and an Environmental and Social
Management Plan (ESMP) that adheres to Government of Indonesia (GOI) environmental and social
laws and regulations, IFC Performance Standards, MCC Environmental Guidelines and the MCC
Gender Policy.

Objective of the Assignment

MCA-Indonesia requires the services of a Senior Program Monitoring Specialist under an


Individual Consultant basis (the Consultant) to monitor and review all environmental and
social aspects related to project implementation of the GP projects, particularly on the
environmental and social performance aspect of the GP Project. S/he will report to GP
Director (or to other individuals as appointed by the GP Director) and will be assigned to the
Environmental and Social Performance (ESP) team on a daily basis.

The Consultant will work closely with the ESP Director and the ESP team actively assisting to
manage, supervise, monitor and review the environmental and social performance tracking,
oversight and sustainability of the GP Project activities and investments, including the
development, review and implementation of the Landscape-Lifescape Analysis (LLA), the
ESMS, the Environmental Impact Assessments (EIAs, if applicable) and the proper execution
ESMP. The Consultant shall ensure that all activities and its environmental and social aspects
meet Government of Indonesia laws and regulations, and meet applicable MCA-Indonesia
environmental and social performance and safeguards requirements, including MCC
Guidelines on Environmental and Social Assessment, IFC Performance Standards and MCC
Gender Policy.

In undergoing his/her assignments, the Consultant will continue to work together with and
provide expertise and know-how to the GP Project team, the Project Management
Consultant (PMC), and the Grant Administration Support Team (GAST); and will assist in
developing reports related to environmental and social performance and sustainability.
When needed, the Consultant will also work closely with other MCA-Indonesia project
teams during project development, implementation and monitoring to ensure that all
environmental and social aspects are adequately addressed throughout the project cycle.

Scope of Work

The specific tasks to be completed are an illustrative and may include but not be limited to the
following:

1. Provide assistance in the review and monitoring the development and implementation of
the ESMS and ESMP for GP Project activities and investments to ensure that they meet
environmental and social performance and safeguard requirements under Indonesian laws
and regulations, MCC Guidelines on Environmental and Social Assessment, MCC Gender
Policy, and IFC Performance Standards.
2. Assist in overseeing the review of environmental and social performance of GP activities and
investments in relevant to project level Monitoring and Evaluation (M&E) plan and
associated work plans/output for each component/activity (as reflected in the results
framework) and project financial accountability report for all GP
activities/investments/projects, Assist in providing M &E inputs on Implementation Progress
Reports (IPRs). This include assisting the ESP team to coordinate monitoring and evaluation
as well as audit activities for the GP Project.
3. Assist in monitoring the project’s progress through field visits, and provide feedback on
project activities by tracking the progress, in coordination with the Window Holders in the
GP unit.
4. Assist the ESP team in developing the ESP Sustainability Plan, Project Closure Plan and
Compact Closure Report with focus and framework towards Compact completion,
particularly for the GP Project.
5. Develop regularly scheduled reports of the management, supervision, monitoring and
review of environmental and social performance for GP Project activities including periodic
reporting in related technical areas.
6. Performs other tasks as may be identified throughout the duration of the Compact and as
assigned by the GP Director and the ESP Director.

Deliverables

1) A brief monthly progress report describing all assignments handled by the Consultant during a
specific monthly period.
2) Specific recommendation reports that include findings, analysis and recommendations on
specific projects and assignments (such as but not limited to due diligence, regular visit to
verify deliverables, project monitoring and project closure.).
3) Final Completion Report with a compilation of all monthly reports and additional reports
assigned to the Consultant, which includes recommendation and lessons learned.
4) Other reports as may be required by the GP Director or the ESP Director.

Deliverables Due Date


1. Monthly Progress Report To be submitted no later than five (5) working
days after the end of the monthly reporting
period.

2. Specific recommendation reports To be submitted no later than five (5) working days
after the end of a/an task/field visit/assignment.
Such reports shall be incorporated and attached
into the respective monthly report of the
assignment.
3. Final Completion Report To be submitted upon end of contract, or fifteen
(15) working days prior to Compact end date,
whichever comes first.

The Consultant will submit two copies of each deliverable in English both electronic and hard copy.

Duration, Level of Effort and Place of Performance

The level of effort of the IC will be a maximum of 225 days over a period of nine (9) months or until
the closing date of the Compact (Compact end date) on April 2, 2018. The Consultant will be based in
the MCA-Indonesia Office, in Jakarta, Indonesia. An option period may be exercised by MCA-
Indonesia depending on the Consultant’s level of performance and budget availability. The option
period and level of effort will be negotiated with the IC based on the rates of the base contract. If
the extended period is negotiated, the contract date cannot go beyond the Compact Closure which
is April 2, 2018.

Working Facilities to be Provided by MCA-Indonesia

1. Office space will be provided to the IC in MCA-Indonesia Office in Jakarta Indonesia.


2. Domestic travel-lodging expenses in the provinces: Airfare for domestic travel within
Indonesia, lodging in the field and other cities excluding Jakarta or where the Consultant is
assigned at the request of MCA-Indonesia
3. Airport tax associated with domestic travel-lodging expenses beyond Jakarta area when
domestic travels are requested by MCA-Indonesia.

Facilities to be provided by the Selected Candidate

The IC shall provide all other necessary equipment and expenses as needed to perform the services
except as specifically stated above to be provided by MCA-Indonesia. This includes but is not limited

to: computer, any other equipment that is required by the Consultant to perform his/her
assignments.

All data collected by the Consultant during the contract will be continuously shared with MCA-
Indonesia and incorporated into the GIS database that MCA-Indonesia is developing.

Qualification

The Consultant shall have the following qualifications:


 A bachelor’s degree (or equivalent) in environmental science, environmental engineering,
natural or social sciences, sustainability, or related discipline. An advanced degree (Master
degree, or Doctoral degree) is an advantage.
 A proven understanding of and skills in project management cycle, including project design
and project monitoring and evaluation.
 A minimum of eight (8) years of professional experience in a related field, including
approximately five (5) years of demonstrated experience managing, preparing, overseeing,
and/or reviewing environmental and social impact assessments for infrastructure, energy,
and/or natural resource management projects, or projects of similar nature.
 The Knowledge of Indonesian environmental and social laws and regulations, including those
relevant to strategic environmental assessment (Kajian LIngkungan Hidup Strategis – KLHS),
environmental impact assessment (Kajian Dampak Lingkungan – AMDAL or UKL/UPL),
peatland restoration, greenhouse gasses, workers and public health and safety, natural
resource management, stakeholder engagement, public consultation, land acquisition and
resettlement, indigenous people, cultural heritage, and gender issues.
 Proven experience with international best practices regarding environmental guidelines and
safeguards, particularly the IFC Performance Standards, including familiarity with the
management of environmental and social management systems (ESMS) and environmental
and social management plans (ESMP), environmental and social impact assessments (ESIA),
stakeholder engagement, public consultation, grievance mechanism, workers and public
health and safety, land acquisition and resettlement, indigenous people, cultural heritage,
and gender issues.
 Computer proficiency in Microsoft Office (Word, PowerPoint, Excel).
 Fluency in Bahasa Indonesia and English (verbal, reading and writing), including the ability to
translate documents between both.
 Willingness to undertake regular field visits to remote areas.
