RESOLUTION REQUESTING THE BAGUIO WATER DISTRICT TO INSTALL SUBSIDIARY WATER

PIPELINE FACILITY TO THE COMMUNITY RESIDENTS OF PUROKS 2 AND 3, BARANGAY
DONTOGAN, BAGUIO CITY.
WHEREAS, Section 17, Basic Services and Facilities, of the Local Government Code 1991
provides that, “ Local Government Units shall likewise exercise such other powers and
discharge such other functions and responsibilities as are necessary, appropriate to efficient
and effective provisions of basic services and facilities.”
WHEREAS, the installation of subsidiary pipeline facility, capable of pumping up water
supply to elevated areas at Purok 2 and 3 at Barangay Dontogan. The Community request is
urgent and necessary, in order to provide sufficient supply of potable water, as one of the
basic services to promote health, sanitation and development for the community.
WHEREFORE, we support the long overdue request of the residents of Purok 2 and 3 thru
the initiative of their representative Ms. Gemma Guerero.
NOW THEREFORE, on motion by Kagawad Joel Codnita, duly seconded ;
RESOLVED, AS IT IS HEREBY DONE, APPROVED THIS RESOLUTION, this 03 rd day of December,
2018.
RESOLVED FURTHER, to forward copies of this resolution to the, Manager of the Baguio Water
Districk for their consideration and implementation.

REQUESTING THE MANAGEMENTS OF GREEN VALLEY HOTEL, RESORT AND SOUTH CHINA
SEA SUBDIVISION TO ALLOW THE ENTRY, PASSAGE THRU THEIR SECURITY CHECK POINTS,
ACCESS ROADS THE WATER DELIVERY TRUCKS WITHIN BAGUIO CITY TO DELIVER WATER
SUPPLY FOR THE BARANGAY CONSTITUENTS, HOUSEHOLDS AT PUROK 2, 3 AND 9.

WHEREAS, Section 17, Basic Services and Facilities. The Local Government Code provides that “
Local government units shall endeavor to be self-reliant and shall continue exercising the powers
and discharging the duties and functions currently vested upon them. They shall also discharge the
functions and responsibilities of national agencies and offices devolved to them pursuant to this
code. Local government units shall likewise exercise such other power and discharge such other
functions and responsibilities as are necessary, appropriate, or incidental to efficient and effective
provision of the basic servicies and facilities enumerated herein. ( b ) Such basic services and
facilities include but are not limited to, the following; ( 1) For a Barangay: ( v ) Maintenance of
barangay roads, bridges and water supply systems; “

WHEREAS, considering that availability water of supply is an important, urgent basic daily
human needs which will promote, enhance better health, sanitation, back yard food
production, beautification, development, economic, social wellbeing of the barangay
constituents.

WHEREAS, the only access to the Delivery of Water Supply by truck for Puroks 2, 3 is thru
Green Valley Hotel, Resort Check Point and its access roads, While the Water Delivery of
Purok 9 or Pitlawan area is thru Green Valley Hotel, Resort Check point, main Access road
and passing thru South China Sea Subdivision Access roads.

WHEREAS, the Barangay Council thru the Urgent request, appeal of constituents as initiated by Ms.
Remedios Poclan of the affected residents shall consider, appreciate, uphold your approval on their
Urgent Request for Humanitarian considerations. And your favorable acts shall be greatly regarded
as your Corporate Social Responsibility for the benefit of the affected barangay residents, your
neighbor.

WHEREAS, the Water delivery trucks are required by BFP to conduct community service ( to be
regarded also as their community or social responsibility ) by providing water to refill Fire trucks in
case of fire any where in our Barangay, including your Hotel Resort area.

WHEREFORE, on motion of Kagawad Joel M. Codnita, it was moved and duly seconded by all;

RESOLVED AS IS HEREBY RESOLVED AND APPROVED, this 17th Day of January 2019 to forward
this Barangay Dontogan Resolution No.01-019 Requesting the Management of ___________ and
_____________ to allow the entry, passage of Licensed Water Delivery Trucks at their check points,
private subdivision roads to deliver water supply of the Barangay constituents at Puroks 2, 3 and 9.

RESOLVED FURTHER, to provide copies of this resolution to concerned parties, including the
Constituents of Purok 2, 3, 9 and Securities and Exchange Commission, City Government of Baguio,
Baguio Water District for their information and appropriate implementation, Action..
