1. Scope

1.1. General

This Pakistan Standard specifies the Minimum Energy Performance Standard (MEPS)
and Labelling requirements for LED lights that can be connected to main power. Such
LED Lights that are normally used in households & buildings for general lighting
purposes and street lighting are included within the scope. This standard applies to the
following products:

a) LED Bulbs
b) LED Tubular Lights
c) LED Downlights
d) LED Street lights

These are the minimum performance requirements and under no circumstances


absolve the products from fulfilling requirements of other PS and applicable standards.

2. Terms and Definitions


For the purpose of this document, the terms and definitions given in PS:IEC 62504 and
PS:IEC 60050-845, as well as the following apply:

Test voltage, current or power:


Input voltage, current or power at which tests are carried out.

Efficacy:
Efficacy (lm/W) is the amount of light emitted measured in lumens (lm) by a lamp for
each watt (W) of power consumed.

Luminous flux maintenance factor:


Lumen maintenance factor
Unit: %
Ratio, expressed as a percentage x, of the luminous flux emitted by the light source at a
given time in its life to its initial luminous flux emitted.
Maintained value:
Photometric and electrical characteristics at an operational time under standard test
conditions, including stabilization time.
Displacement factor/power factor:
Expressed by cos 1, where 1 is the phase angle between the fundamental of
the mains supply voltage and the fundamental of the mains current

3. Performance Criteria:
The performance of the applicable LED lights shall be gauged under the following
criteria and shall be determined in accordance with the relevant standards.

4. MEPS Requirements
The minimum performance standards requirements are deliberated in this section.

4.1. Minimum Efficiency/Efficacy Level


Efficacy of lighting products is measured in lumens/watt. Lumens being the unit of Flux
(Φ), the unit to measure output light of the product.

4.2. Standby Power.


This criterion applies to lamps/lights when the lamp is not emitting light, however the
power is still connected as the lamp switches to a standby mode waiting for a signal
from the end-user to switch-on again.
The value proposed is: a maximum standby power of 0.5 watt.

4.3. Luminous Flux Maintenance & Early Failure Rate


Lumen maintenance factor (LMF or L) as light output remaining after a certain time.
This is an important parameter for the lifetime of a light source. When the light source
has lost more than 30% of its light output, it is considered that the lamp has reached its
end of life. All lights covered under this standard must comply with LMF of 70% of
initial acceptable lumen output at the minimum rated lifetime.

4.4. Early Failure Rate


Lumen output shall not be less than 70% of the initial lumen output value with the
failure rate not be more than 5% of the sample population after minimum 1,000 hours
of operation.

4.5. Minimum Lifetime


Life time of LED lamp is defined as the total time for which a lamp has been operated
before it becomes useless or is considered to be so according to specified criteria.
Lamp life is usually expressed in hours and as an average time at which point, half of
the lamps concerned are expected to have failed or become useless according to
specified criteria.
This document specifies the criteria for determining the useful life of the LED lamps
under section 5.3. The minimum operating time required for each type of LED lamp is
provided in the document below.

4.6. Color Rendering Index


Color Rendering Index (CRI) limits for all LED lamps must not be less than 80. For
street lighting, the CRI of 70 or above is considered to be sufficient.

4.7. Correlated Color Temperature (CCT)


Considering the possible negative effects of high CCT on health including blue light
hazard, the CCT should ultimately be limited to 5,000 Kelvin for all light sources and
applications. The maximum limits for CCT for all LED Lamps covered under this
document are as under:

4.8. Chromaticity Tolerance:


This criterion specifies the deviation allowed in light’s correlated color temperature. For
all LED light sources, a deviation of +/- 300 Kelvin is allowed.

4.9. Operational Voltage Range


The LED bulbs, tubes, down lights, and street lights should be able to operate for an
input voltage range from 160 Volt AC to 250 Volt AC.

4.10. Compatibility
This criterion is specifically for LED Tubular lamps.
All LED tubular lamps should be compatible with fluorescent tube light fixtures of the
following sizes:

 Two feet (2 feet or 600mm)


 Four feet (4 feet or 1200mm)
 Five feet (5 feet of 1500mm)
The LED tubular lamps should be able to operate on existing magnetic and electronic
ballasts.

4.11. Power Factor


All LED lamps, tubes, and downlights should follow the understated criteria for power
factor:

All street lights should have a power factor of 0.9 or higher.

4.12. Flicker
The flickering of lights is gauged using ‘Pst LM’ where ‘st’ stands for short term and
‘LM’ for light flicker method, as defined in relevant standards. A value of Pst LM = 1
means that average observer has a 50% probability of detecting flicker, therefore all
the LEDs lamps/lights covered under this standard and operating directly on mains
supply, shall follow the criterion as under:
Pst LM ≤ 1.0 at full load and a sinusoidal input voltage.

4.13. Photobiological Risk Group


Photobiological risk groups are defined in IEC 62471, with additional information given in IEC
TR 62471-2 and IEC TR 62778. There is a potential risk of retinal damage when the blue light
radiance is too high. The standards specify four risk groups defined as a function of the
maximum permissible exposure time, given below:

The LED lamps should fall within Risk Group rating of RG0 or RG1.

4.14. Warranty
All LED bulbs, tubular lamps, down lights, and street lights should come with the
following warranties:

5. Testing Standards
The criteria set under section 5 of this document can be tested using the standards

6. Registration of Products & Energy Labels


The National Energy Efficiency and Conservation Authority (NEECA), has developed
a scheme for registration and energy efficiency labeling of LED bulbs, tubular lights,
down lights, and street lights. NEECA is the focal agency to implement energy
labeling scheme for appliances/ products in Pakistan.

6.1. Scheme Starting TIme


The registration shall begin from February, 2020 while the implementation of the
scheme shall start in July, 2020. It can be renewed/extended.
NEECA will review the Pakistan Energy Label scheme periodically to determine the
need for revision or amendment or termination of the scheme and necessary
action(s) shall be taken accordingly by NEECA when deemed necessary.

6.2. Outline of Registration Scheme


The registration scheme will follow four basic steps as under:
1. Vendor Registration
2. Product Registration
3. Award of Label & Stickers
4. Monitoring Verification Enforcement and Market Surveillance

6.3. Vendor Registration


The manufacturers/assemblers or importers of relevant products shall apply to
NEECA for registration as vendor/company according to the laid down criteria
and requirements described in this document & Annexes.
a) The company manufacturing, assembling or importing LED lights and products shall
register itself with NEECA using the registration form provided in Annex-01 along
with all required attachments, proofs and records.
b) Application shall be submitted along with “Vendor Registration License Fee” as
prescribed, in the form of a nonrefundable Payee Account Demand Draft, in favor of
“National Energy Efficiency & Conservation Authority”.
c) The application form shall be duly filled in/ answer all the questions raised in the
form, by giving correct/ appropriate information, accompanied with Energy
Efficiency test results and required supporting documents as mentioned in the
application form.
d) The received application shall be checked for completeness of documents and will
be registered/ logged by NEECA. The applicant authorizes NEECA or any entity
authorized by NEECA, to visit & enter the premises of their facility for verification at
any stage and shall cooperate with NEECA.
e) The result of evaluation shall be communicated to the applicant within 30
working days after the approval/ rejection by the competent authority. In case
of rejection, reasons for such rejection shall also be communicated to the
applicant.
f) The applicant can make a review request for reassessment of the submitted
application in the light of observations of the NEECA, or entity authorized by
NEECA. The decision of the reviewing authority will be communicated to the
applicant accordingly.
g) Applicant shall be solely responsible for ensuring the accuracy of the
information provided to NEECA.
h) NEECA reserves the right to review and cancel the Vendor registration.

6.4. Product Registration


After approval of vendor/company registration by NEECA, the companies/vendors
shall be allowed to register their products in order to get permission to use/ affix
“Pakistan Energy Label” on the specified product according to the laid down criteria,
terms and conditions as described in this document, its annexes, or communicated by
NEECA.
a) The applicants shall submit duly filled, signed and stamped form along with all
required attachments, proofs and records. The application form is appended as
Annex-02 to this document. A separate form for each brand, model and product
shall be submitted.
b) Application shall be submitted along with annual “Product Registration License
Fee” as prescribed, in the form of a nonrefundable Payee Account Demand Draft, in
favor of “National Energy Efficiency & Conservation Authority”.
c) The application form shall be duly filled in/ answer all the questions raised in the
form, by giving correct/ appropriate information, accompanied with Energy
Efficiency test results and required supporting documents as mentioned in the
application form.
d) The received application shall be checked for completeness of documents and will

be registered/ logged by NEECA.


e) The result of evaluation shall be communicated to the applicant within 30
working days after the approval/ rejection by the competent authority. In case
of rejection, reasons for such rejection shall also be communicated to the
applicant.

application in the light of observations of the NEECA, or entity authorized by
NEECA. The decision of the reviewing authority will be communicated to the
applicant accordingly.
g) Applicant shall be solely responsible for ensuring the accuracy of the
information displayed on the label or any public claim for label level and quality of
equipment and use of label only for labeled equipment/models.
h) If during the tenure of the scheme, for a particular Pakistan Energy Labeled
model of the product, there are changes in the energy efficiency parameters of
the product or any other information on the label, then a fresh application shall
be submitted and it will be processed accordingly.
i) The liability of Applicant will continue till registered/labeled products are available
in the market.
j) NEECA reserves the right to review and cancel the product registration.

6.5. Criteria for Grant of Energy Label:


a) The LED lamp(s) should conform to all the requirements of Pakistan Standard
PS5252/2018, PS5252/2018 and with all their amendments, as applicable to
participate in Pakistan Energy Labeling Program. The applicant will submit Test
Report issued by an ISO / IEC 17025 Accredited Laboratory for the particular
model(s) and types of lamps for which grant of Pakistan Energy Label is
required.
b) NEECA, or duly authorized entity, will review the test report submitted by the
Applicants along with the application form with reference to the Energy
Performance Values specified in the table below for lamps operating directly on AC
mains and accordingly the Star Rating for the particular model of the lamp would
be endorsed and approval would be granted by the competent authority. Those
products which meet the minimum requirements as specified in the relevant
MEPS shall be eligible to apply for the use of Pakistan Energy Label. The
performance levels of LED Lamps have been divided into 5 levels/stars among
which the 5 stars is the highest in energy efficiency. More stars mean more
energy efficient product. The performance values of the product shall not be
lower than those specified in the MEPS in any case.
