Subject: Criminal Complaint against Ms Deepika Singh Rajawat D/o


R/o Srinagar for committing the offences punishable under sections 153A,
295A of IPC and section 67A of the IT act for promoting enmity, doing acts
prejudicial to maintenance of Harmony, outraging religious feelings of
Hindus and publishing sexually explicit materials.
Respected Sir,

1. I am a follower of Hindu dharma. (Introduction of complainant).

2. That on 19.10.2020 at 11:45 PM, Ms Deepika Singh Rajawat through her


verified twitter account (blue tick) posted a scandalous cartoon. The
Cartoon was depicting on the left side, a Hindu man forcefully opening
the legs of a naked woman as if he was about to rape her and on the right
side, the same Hindu man touching the feet of a well-dressed woman,
worshipping her and seeking her blessings. On the left side the caption
was “rest of the days” and on the right side “during Navratra”. The
cartoon was signed by a cartoonist called Lokesh Puja Uke. A copy of the
screenshot of the tweet is attached with the complaint as Annexure 1.

3. That the cartoon depicts all hindu men as rapists, who rape woman freely
throughout the year except on nine days of Navratra. Hindus are also
depicted as a hypocrite bunch who worship woman for 9 days and rape
the rest of the time.

4. Ms Deepika Singh Rajawat also wanted to depict that only Hindus are
responsible for rape throughout the country. This is evident from the fact
that on festivals of other religion like Eid, she posts messages of good
wishes and ‘seviyan’on twitter. On 4.06.2019 at 09:54 PM, she posted a
picture of ‘seviyan’ and wishing everyone a happy Eid on twitter. A copy
of the screenshot of the tweet is attached with the complaint as Annexure
2.

5. That rape, sexual harassment, assault etc. against women is major


problem throughout the world and it has no co-relation whatsoever with
Hinduism. Hinduism, on the contrary, is the only major world religion
that view divine as feminine and not only as masculine. It is commonly
held value among Hindus that Gods reside in places where women are
respected.

6. That the said cartoon was posted with the sole intention to provoke the
Hindu community, to hurt their sentiments, to create feelings of
disharmony, hatred and ill-will amongst them and to breach public peace
and tranquillity.

7. Ms Deepika Singh Rajawat intentions to outrage the feelings of Hindus


and to insult Hinduism is also clearly evident from the fact that the
cartoon was posted right around the time when Navratra began.

8. That the aforesaid facts clearly shows that actions of Ms Deepika Singh
Rajawat are clearly punishable under sections 153A, 295A of IPC and
section 67A of the IT act for promoting enmity, doing acts prejudicial to
maintenance of Harmony, outraging religious feelings of Hindus and
publishing sexually explicit material.

It is, therefore, most respectfully prayed that on the basis of


the above facts a FIR should be registered against Ms
Deepika Singh Rajawat.
