REACTION PAPER FOR GROUP 5 AND 6

PERSONAL REACTION
Both groups were able to deliver their reports well. The first group points talked about
Presidential Decree No. 1594 and Republic Act No. 9184. The Presidential Decree No. 1594
known as Prescribing Policies, Guidelines, Rules, and Regulations for Government Infrastructure
Contracts and Republic Act No. 9184 is known as The Government Procurement Reform Act.
They explained each topic in a way that everyone can understand.
Meanwhile, the second group discussed the Uniform General Conditions of Contract for
Private Construction or CIAP Document 102. Just like the first group, they presented it well in
the class with their clear and summarized presentation but the topic is incomplete as per our
professor said.
SIGNIFICANCE OF THE STUDIES/ ISSUES AND CONCERNS
The significance of the study mainly focuses on the codes and ethics of civil engineers.
As a professional, a civil engineer must know the codes for profession and the ethics he must
have, and how he will apply these codes and ethics on the field. It is basically teaches us how to
be an efficient and effective civil engineer. It is also important for civil engineers to maintain and
advance the honor and integrity of the profession by being serving their clients properly with
honesty and quality of work.
PROBLEM

 What are the governing principles on Government Procurement?
 What are the rules and regulations regarding Government Procurement?
 How can the government improve the transparency of the bidding of their
projects?
Group 6
 What is the CIAP Document 102?
 How to promote fair Contractual relationship in the construction industry?
 What are the best practices in the industry that will enhance the fairness in
contracts in the construction industry?
OBJECTIVE
Group 5
 To know the processes in Government Procurement
 To promote the transparency of every Government Project
 To know the how a government procurement was done as future Civil Engineers /
bidders.
 Group 6
 To understand further the CIAP Document 102
 To promote fair Contractual relationship in the construction industry
 To promote the practices that will enhance the fairness in construction industry.
TIME CONTEXT
 September 2014 – “The controversial Torre de Manila condominium in Manila
 February 19, 2018- “Prescribing the use of the DPWH Procurement Manual in the
Procurement Contracts for infrastructure, consulting services, and goods and services”
 May 2019- “Philippines submits request for observer status in WTO committee on
government procurement”
VIEW POINT
 Department of Justice (DOJ) – under the executive department of the Philippine
Government, responsible for upholding the rules, regulations, and laws in the whole
country
 Government Procurement Policy Board – thoroughly studies all the procurement
procedure required for every project
 Department of Public Works and Highways- responsible for government’s infrastructure
projects
 DMCI Inc. – responsible for the construction of the controversial Torre de Manila
COURSES OF CONSIDERATION
Group 1
 Proper knowledge about the contract for both the Engineers and Clients
 Other understanding about different ethics
 Broad knowledge for Philippine Codes
Group 2
 Proper information about the bidding processes
 Broad discussion about the problem regarding infrastructures
 Better understanding of the government to the situations of the people who are
having a hard time adjusting to the ineffective plan especially in transportation.
ALTERNATIVE COURSES OF CONSIDERATION
Group 1
 New knowledge about the Civil Engineering codes of ethics
 Essence of ethics as professionals
 Rules connected to the profession Civil Engineering
 Group 2
 Better solution for transportation problems (ex. Traffic) in the cities.
 Implement rules that are applicable for both parties of the project

investment analysis, making investment recommendations, taking investment actions,
and engaging in other professional activities.
CONCLUSION

 To act as an honest Engineer regarding to their field

 Practice and encourage others to practice in a professional and ethical manner that will
reflect credit on themselves and the profession.

 Ethics tries to create a sense of right and wrong in everyone and often when the law fails,
it is the ethics that may stop people from harming the society or environment.

 Treat everyone fairly without any discrimination against their position
