Executive Summary
This document is intended to outline the Safety Management feature capabilities part of the EBS Maintenance to help asset maintenance in industries or
work areas that are hazardous in nature.
Workers servicing or maintaining machines / equipment may be seriously injured or killed if hazardous energy is not properly controlled. Injuries may
include electrocution, burns, crushing, cutting, lacerating, amputating, or fracturing body parts, and others
To have a safe working environment while maintenance, there are certain standard procedures followed like lock out/tag out to the equipment’s/technical
objects thereby isolated electrically or separated mechanically from other parts of the technical system while maintenance work or special tests are
performed.
To follow the document, user must have prior knowledge on Oracle EBS – EAM product.

Positional Asset: Positional assets represent the equipment used to change the operational status of a maintainable asset to isolate it from its
surroundings or energy sources
Permit: Permit or Work Permit refers to the certificate or form that is used as part of the overall system of work devised to meet specific requirements of a
given work place, used to control certain types of work that are potentially hazardous.

Work permits are often mandated by regulatory authorities in industries or work areas that are hazardous in nature. These permits are required to comply
with safety in the work place.
Isolation: Is a setup of steps or procedure used to isolate and reinstate machinery and equipment of their energy source. It is important to ensure the
isolation of machinery/equipment from potential uncontrolled energy sources during maintenance work to ensure safe working condition.
LOTO – Lock Out and Tag Out: Is a safety procedure which is used shop floor to ensure that machines are properly shut off and not able to be started up
again prior to the completion of maintenance or servicing work. This is ensured by means of attaching physical locks or placing tags indicating that the
equipment should not be operated until the devices are removed.
Work Clearance: Work Clearances are Isolation procedures that are created for a defined duration, to take care of a specific instance of isolation.
To accommodate the dynamic business needs, safety management module is flexible to work with the Permits and work orders. As given in below flow
chart, Permit can be created from work order or associate permit from existing work order / associate work order from permit.
This includes creating end-to-end record of the permit and work order for internal & statutory compliance.

In this scenario we will explain how to process option 2. It starts with creating a work order and initiate the permit from the work order. Maintenance planner
responsible in creating the preventive maintenance work order, noted that the asset (Heavy duty transformer) which require maintenance to be performed
in hot work conditions, so user would create the permit from the work order module with type hot work and send it to maintenance manager for approval.

Work permit allows associating one or more than one work order, to handle the scenarios maintenance work involving activity to be performed for multiple
associated assets and of different departments.

In this scenario we will show how to process isolation of asset for maintenance of work order and complete it through processing work clearance and
permit. This involves creating the Isolation, Work clearance, permit procedures and execute the work order with the work clearance and permit details.
Note: Approvals have also been defined for Work Clearances; however, in this flow, the User has authority to Release the Clearance. If you have the
requirement to follow the approval process at different levels, you may setup using the AME setup

In the process flow, we have a Planned Work Order for Pump Overhaul with associated Work Clearance and Permit.
During the Work Clearance Establishment, a leak is discovered in one of the valves. A Follow-up "Reactive" Work Order to repair the leak is then created
and completed.

In this flow, we will explain the safety management feature in EAM. This will give you a quick overview on how to navigate to Isolation, Work clearance,
Permit modules and associate the safety details to the work order.
Note: Approvals have also been defined for Work Clearances; however, in this flow, the User has authority to Release the Clearance. If you have
requirement to follow the approval process at different levels, you may setup using the AME setup

Once the Isolation, Work Clearance and Permit are defined and associated, we can begin the business flow that has been provided as an example of a
LOTO process
In the process flow, we will explain a simple and straight forward flow of safety maintenance of the equipment under hot conditions, so we will have a Work
Order created for Pump Overhaul with associated Work Clearance and Permit.
There are many options when using Safety as part of work operations, with the help of example flows, you may configure the process flows as per your

Known Issues
In isolation update page, copy establishment sequence option will not copy the Flex fields
Safety Management actions are not included in Asset log
Visibility of the approval history is shown only till final approval
ERES- E-Record generated for work order completion will not show the safety details
Safety management details support for documents does not include below:
o Work Order permit & clearance details are not given as default view in work order detail report
o Permit will not be copied when copying work order
o Attachments will not be copied when permit is copied
o Long text attachment will not be printed on work permit report

Will Establishments/Re Establishments are available under maintenance user work bench work Queue?
o No – Though we can assign the resource at establishment record, these are not shown under the workbench work queue
Can user see more details of the assets like, asset attributes, activities assigned to the assets?
o No – At safety management modules, user can view the asset description, location, department and validity details only
Is there a dependency between work order release and permit release using work flow
o No – Work order release and permit release work independently
