GOVERNMENT REGULATION OF THE REPUBLIC OF INDONESIA

NUMBER 67 OF 2013

CONCERNING

STATUTE OF UNIVERSITAS GADJAH MADA

BY THE GRACE OF ONE AND ONLY GOD

THE PRESIDENT OF THE REPUBLIC OF INDONESIA,

Considering: that to implement the provisions of Article 66 section (2) of Law Number
12 of 2012 concerning Higher Education, there is a need to stipulate a
Government Regulation concerning the Statute of Universitas Gadjah Mada;

Observing of : 1. Article 5 section (2) of the Constitution of the Republic of Indonesia


Year 1945;
2. Law Number 12 of 2012 concerning Higher Education (State Gazette
of the Republic of Indonesia of 2012 Number 158, Supplement to the
State Gazette of the Republic of Indonesia Number 5336);

HAS DECIDED:

To stipulate : GOVERNMENT REGULATION CONCERNING THE STATUTE OF


UNIVERSITAS GADJAH MADA

CHAPTER I

GENERAL PROVISIONS
Article 1

In this government regulation:


1. Universitas Gadjah Mada hereinafter abbreviated as UGM means a Higher
Education State-Owned Legal Entity.
2. Statute of UGM means a basic regulation on UGM management providing a
basis for drafting regulations and operational procedures at UGM.
3. The Board of Trustees hereinafter abbreviated as BOT means an organ of
UGM that drafts and stipulates general policies of UGM.
4. Rector means an organ of UGM that leads the administration and
management of UGM.
5. Academic Senate hereinafter abbreviated as AS means an organ of UGM
that develops policies, gives consideration, and exercises supervision in the
academic affairs.
6. Audit Committee hereinafter abbreviated as AC means a specialized working
organ under the BOT that functions independently to evaluate both internal
and external audits on the administration of UGM for and on behalf of the
BOT.
7. Board of Professors hereinafter abbreviated as BOP means an organ of UGM
which serves to give advice, guard moral and ethical integrity of civitas
academica and develop thoughts and views in relation to strategic national
and/or international issues in order to support the role and contribution of
UGM for the welfare of the nation and mankind.
8. Faculty means a collection of resources, which can be classified according to
department, which organizes and manages academic, vocational, or
professional education within one cluster of disciplines of science,
technology, and /or art.
9. School means an academic unit equivalent to Faculty, which is in charge of
administering and /or coordinating diploma program or graduate program
(master’s degree and/or doctoral degree).
10. Department means an element of Faculty/School, which administers
academic, vocational, and / or professional education for undergraduate and
graduate (master’s and doctoral) degree.
11. Faculty Senate hereinafter abbreviated as FS means a body which has an
authority to define policies and regulations of BOT within the Faculty.
12. Study Program means a unity of educational and learning activities that have
a specific curriculum and learning method with a kind of academic education,
professional education and /or vocational education.
13. Dean means a chairman of the Faculty or School at UGM who is authorized
and responsible for the administration of education in the faculty or school.
14. Lecturer means a professional educator and scientist that is responsible for
transforming, developing, and disseminating science and technology through
education, research, and community service.
15. Professor means the highest functional position for a lecturer at UGM.
16. Students means learners at the Higher Education level at UGM.
17. Campus Master Plan hereinafter abbreviated as CMP means a planning
instrument that is part of general policies of UGM and serves as a basis for
stipulating policies, procedures, and administration the duties of the Three
Pillars of Higher Education which is developed in a planned, integrated and
systematic manner.
18. Minister means a minister of the government who has responsibility for
educational affairs.
19. Ministry means a ministry of the government who has responsibility for
educational affairs.

Article 2

(1) The vision of UGM is to be a pioneer of excellent and innovative, world-class


university, which serves the interests of the nation and humanity imbued with
cultural values of the nation based on Pancasila, the Indonesian philosophical
foundation and state ideology.
(2) The missions of UGM are to implement education, research, and community
service, as well as preservation and development of science which is superior and
useful for people.
Article 3

UGM is administered based on Pancasila and the 1945 Constitution of the Republic
of Indonesia, as well as Indonesian culture embodied in spiritual foundation, national
foundation, democracy foundation, social foundation and familial foundation.

Article 4

UGM aims to

a. realize UGM as a national institute of science, culture, and higher education which
instills and teaches science and culture to students for the survival and life human
beings in general, for the development of the nation and the people in particular, as
the incarnation and the implementation of Pancasila and the 1945Constitution of the
Republic of Indonesia, and for the achievement of the ideals of the Declaration of
Independence as defined in the Preamble to the 1945Constitution of the Republic
Indonesia; and
b. create human beings who have ethical awareness and responsibility for the welfare of
Indonesia in particular and the world in general, in a sense of having a spirit of
Indonesian nation, Indonesia culture, having basic awareness based on Almighty God
and based on just and civilized humanity, being democratic, being instilled with
reality and truth, being smart, creative, skilled, able to communicate and have
environmental awareness to perform responsibility for the development, preservation
and development of culture, social life, as well as the future of the nation and state of
Indonesia in particular and mankind in general.

CHAPTER II

IDENTITY

Part One
Status, Domicile, and Anniversary

Article 5

UGM is a Higher Education State-Owned Legal Entity which administers academic and
non-academic affairs autonomously.

Article 6

UGM is domiciled in Yogyakarta.

Article 7

19 December 1949 is the anniversary of UGM.


Article 8

UGM has identity as:


a. a national university;
b. a university of struggle;
c. a university of Pancasila;
d. a university of the people; and
e. a university of cultural center.
