These linkages of events from the time the evidence was collected/seized
through the time the evidence becomes part of the legal proceedings and
provides a history of physical transfer of the evidence. Proper handling
supported with proper documentation, assert integrity of the evidence.

Link 1 refers to the proper handling, custody and disposition of evidence,


provision of Section 21, RA 9165 and its IRR as amended by RA 10640 shall be
strictly observe. The Seizing Officer is designated and is responsible for the
inventory and initial custody of all Drug and Non-Drug evidence during the Anti-
drug operation.
Seizing Officer must conduct the following;
1. Physical inventory
2. Markings of evidence with his/her initials indicating the Date, Time and
Place where the evidence was seized
3. Photographs of every pieces of evidence must be taken upon discovery
without altering its position where it was situated, and evidence should
be secured and preserved in a suitable bag or container by the Seizing
Officer in the same place of anti-illegal drug operation in the presence of
a. Suspect
b. Public official
c. Any representative from Media
Whom shall affix their signatures and given copies of the inventory.
The Seizing Officer shall properly accomplish the Chain of custody Form prior to
the turn over of inventory of evidence.

Second Link is the immediate turn over of all evidence to the Investigation
Officer. The Investigator-On-Case shall issue an acknowledgement receipt upon
receiving the evidence. All the phases of turn-over of evidence must have
corresponding documentation receipts to show continuance of the process.

Third link shows that Drug evidence shall be turned-over properly by the
Investigation Officer within 24 hour to the PDEA Laboratory services or PNP
Crime Laboratory with proper acknowledgement of receipt and inventory of
seized evidence. Forensic laboratory examination shall be done by the Forensic
examiner and shall issue an immediate partial laboratory examination report
stating therein the quantities of seized drugs. However, if the forensic examiner
can accomplish the examination and certification, Final certification shall be
issued immediately.

The last phase of the diagram shows that upon issuance of Certification
from PNP Crime Laboratory and suspect/s have been presented for
Inquest/Preliminary Examination, criminal information shall be filed by the
Prosecutor before the Court.
