1.0 Purpose:
This directive establishes the LCC Pakistan physical security program for safeguarding personnel
and company assets.

2.0 Scope:
The purpose is to assist Head Office and Regional offices in establishing appropriate physical
security measures necessary to protect personnel, company property, and information.

3.0 Responsibilities & Authorities:


 Deputy Management Representative, Manager Procurement and Projects Administration and
Manager Administration are responsible for all Security Management System.
 Chief Executive Officer reviews & approves the Security related issues, policies & procedure
and gives guidelines for the good security program.

4.0 Procedure
Physical security programs shall be implemented within Head Office, all Regional Offices and field
based on pertinent Federal and local regulations, and policies and the guidance that is established
for the specific facility and jurisdiction. These programs shall be continually and effectively
monitored by the Management, at a minimum, a physical security program shall include:

A. Building perimeter and access control program. Based on the following measures
may be used to control building, office, or parking access: armed guard and patrols,
use and display of LCC Pakistan or building passes, personnel and package
screening, visitor control, exit package checks, monitoring of sites & offices.

B. Procedures to take immediate, positive, and orderly action to safeguard life and
property during an emergency.

C. A comprehensive and continuing security awareness and education effort to gain


the interest and support of senior management, employees, contractors,
consultants, and visitors.

D. Periodic inspections and risk assessments that include current security design
criteria of facilities to ascertain whether a security program continually meets
pertinent LCC Pakistan (Pvt.) Ltd. standards or regulations.

E. TRANSPORTATION

Site Transport
 Only vehicles necessary to the site operation shall be permitted on site.
 Journey route will be strictly followed & driver is not allowed to change the route
until or unless the approval of top management to avoid the terrorism activities.
 Driver is allowed to return back if there is some risk in the field. He is allowed to
take immediate turn to safeguard lives of the accompanying staff.

 The site route will be pre decided by keeping in view the locality situation to be
visited, daily activities of political parties (Strikes) and terrorism related activities.
 In tribal areas of Khyber Pashtunkhwa company vehicles are allowed to travel in
daylight only. If team is late, they are advised to reach at nearest safe station
before sunset.
 It shall be ensured that only authorized and competent personnel are allowed to
drive vehicles.
 Loads shall be within the safe weight limit for the vehicle and shall not project
beyond the vehicle body in such a manner as to present a hazard to other
vehicles, pedestrians or adjacent structures.
 Staff shall not be carried unless a proper seat is provided.
 Personnel shall not get on or off any vehicle whilst it is in motion.
 All vehicles shall be parked on level ground with the hand brake applied. Keys
shall be left in the ignition unless at an authorized car park.
 Vehicles shall not block access or emergency points.
 All drivers of vehicles shall be in possession of a valid driving/operating license
for the class of vehicle.

14.1 Speed Limits


During the project laid down speed limits for the vehicles will be strictly followed.

14.3 Drivers’ Responsibilities


Drivers’ responsibilities include:

 Take responsibility for the vehicle, the load and passengers being carried.
 Understanding of the travel arrangements and journey.
 Checking of the vehicle prior to the start of the journey.
 All company vehicles must have first aid boxes and allowed to travel
after motor vehicle inspection by regional office.
 Ensuring that all personnel in the vehicle are wearing seat belts.
 Shall not pick up or carry unauthorized personnel.
