Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop
policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the
agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
In March 2018, the Ministry of Agriculture and Fisheries (MAF) and the FAO signed an Agreement for Provision of Technical
Assistance ‘Strengthening the Monitoring and Evaluation Capacity of the Ministry of Agriculture and Fisheries’ (MAF M&E), with
closing date on 31st of December 2021.
Strengthening the Monitoring and Evaluation Capacity of the Ministry of Agriculture and Fisheries Project is designed to
strengthen M&E capacity of the MAF through development of an M&E System and building capacity to operate, maintain and
use the M&E data for improved planning, programming and decision making.
The Project will support setting up a framework for the MAF’s internal results-based management to improve responsiveness to
stakeholders, accountability, transparency, and the focus on tangible results. Achieving this will require 1) strengthening MAF’s
capacity to utilize and maintain the system and 2) development of a results-based M&E System. The expected outcome of the
project is that MAF will use the developed M&E System to inform evidence-based policy planning and decisions.
Reporting Lines
The Consultant will work under the guidance of the MAF M&E Project Coordinator.
Technical Focus
FAO is seeking a Strategic Planning Consultant (National) to support implementation of the M&E project at the Ministry of
Agriculture and Fisheries. The position requires close cooperation with the Project Team and Directorates National (DNs) and
Directorates General (DGs) of the Ministry of Agriculture and Fisheries.
Minimum Requirements
Minimum Masters level University Degree in social sciences, economics, planning, international development or similar;
Familiarity with the main international strategic development documents and guidelines, such as Strategic Development
Goals and Agenda 2030;
Good knowledge of Timor-Leste strategic documents and guidelines, such as “Timor-Leste Strategic Development Plan 2011-
2030”, “MAF Strategic Plan” and other strategic documents of the Ministry of Agriculture and Fisheries;
Fluency in Tetum and English.
Technical/Functional Skills
General professional experience: (i) minimum 10 years of professional experience; (ii) proven track record of facilitated
training, conducted interviews, consultations etc. on high professional level (national experts, local and central government);
(iii) ability to transform ideas and discussions into synthetic, written conclusions; (iv) general computer skills (Word, Excel
and Power Point).
Specific professional experience: (i) outstanding understanding of logical framework concept, results chains and indicators;
(ii) experience with annual planning process of the Government of Timor-Leste.
Further qualifications: (i) high level of conceptual and analytical thinking skills; (ii) self-driven and able to work independently
with minimum guidance; (iii) attention to details is highly desirable.
