Fair

● Rule of law: Everyone is equal in front of the law regardless of their social status, so the law
can be created fairly
● Universal franchise: Everyone has the vote regardless of their position in society so the
parliament can fully represent the people of the nation.
● Regular elections: The parliament must be changed after a period of time, so that no one can
have power for too long. Also, the MP will not act unilaterally and ignore the wishes of their
electorates.
● One vote one value: Everyone has one vote and it is equal to another. Thus, everyone has
the same power as the other.
● Salaries for the MP: Members of parliament must be supported financially so that no
external finance source can influence the fairness of the parliament.
● Parliamentary privilege: Full and frank debate on any issues before parliament is necessary
so everyone can contribute to the fairness of the law.
● Constitutional monarchy: This ensures that no one in the country has the supreme power to
become arbitrary.
● Separation of powers: The separation of power provides the shares in power of the
government, so different arms of the government is responsible for a specific field of power.
Therefore, they can check and ensure balance in the government, and no arm is too
empowered to become arbitrary.
● Bicameral parliament: Two houses of parliament means there are more peer review of a bill.
As a result, the bill is considered in more detail to ensure it is fair and constitutional.

Efficient

● Open parliamentary debate – question time: People can access the parliament scrutiny
session to make judgements on the operation of the government. Thus, changes can be
made in time to make sure the government is efficiently responding to the people’s wishes.
● Right to protest, freedom and political communication: This is the method for people to
express directly their opinions to the parliament, and they are protected to the law. As a
result, the parliament can be more efficient in reflecting the values of the Australian people.
