The country is facing a garbage crisis that can harm to the health of Filipinos and impends to cause

irreparable to our environment. Philippines is one of the largest who encounter problems for the
garbage waste per year. But how our countries solve these problems? The Department of Environment
and Natural Resources (DENR) strived to progress its management of solid waste through the passage of
the ecological solid waste management act or RA 9003. Mandate to the local government unites or LGUs
to attain the waste decrease through the launching of an integrated solid waste management; the plans
based on what we called 3R’s or reduce, reuse and recycle. The goal of these 3R’s; to educate the
consumer behaviors, to limit their consumption of non-renewable resources, also help to community
and the natural resources. The LGUs has hard time to implement the provision in RA 9003 because they
have a law-income and have only limited funds hence they are only used as storage for segregation in
every barangay. Other mandates to reduce the waste are by using a paper bag or brown paper bag for
the groceries and for wet market they are allowing to use a plastic bag but not tolerating for double. But
based on my observed this all-mandates can’t all citizens be followed because there are some
consumers are doing the instruction, but a lot of Filipinos have no care to the commands.

In la union the range of the solid waste and improper waste management are increasing because of the
waste that not decomposed properly, and they burn garbage everywhere without the permission of the
Department of Environment and natural Resources (DENR).In the hallway and every side of the highway,
we can see a lot of garbage that stray. The Local government unites (LGUs) can’t provide a lot of storage
for segregation in every crossing because of a law-income. Also, the beach is in dangerous because of
the tourist leave behind their trash on the beach that will affect to the species besides that many of the
species will die because of the actions that not proportionate. The Provincial Government of La Union
(PGLU) conducted ‘Pagna, Pagna para iti Basura ‘they are walking to pick up the garbage to the hallway
or in the side of highway. Also, the Beach has a lot of waste they conducted the costal clean up in every
barangay. The Department of environment and natural resources of La Union has also declared the 3R’s,
But it is not enough to stop the growth of garbage waste because in another day the hallways, highway
and beach can bring again to the previous outlook in this place. When the Garbage are continuing to
progressive; the landfill site will reach the full capacity, it takes a long year to be turned into green
spaces such as parks and community grounds and the nature are in dangers.

In this case of study, I will give more time on how the garbage can be useful in our places. How this can
be a substitute to fuel in the generator.
