he 12th BRICS Summit, hosted by
Russia this year was held for the first
time in virtual format in the face of the
Covid-19 pandemic on 17th November,
2020. The virtual summit provided the
much needed platform to discuss several
issues including terrorism that confront the
World community.
The BRICS grouping comprising Brazil-
Russia-India-China-South Africa, which
together account for 41 per cent of the
world population, focused mainly on
economic recovery, in the face of the
global recession triggered
pandemic. The five nations account for 50
per cent of the world economic growth, 30
per cent of the world land area and 13.24
per cent of the voting power in the UN.

website says that job postings under

period saw a 56 percent increase. The report
further said that between 10000 to 14000 jobs
have been added during past six months.
There are about 1.5-1.6 million employees in
the sector spread across distribution,
manufacturing, retailing and logistics. Out of
these about 800000-900000 are in the

are always in demand. People fall ill and take
medicines to recover from their illness. Even

D EMOCRACY IS PERHAPS one of the most used and
abused words in political thinking. Its definitions are
myriad and it means different things to different people
depending largely on their background, intellectual
temperament and level of political consciousness. There is
no one definition of democracy. Nonetheless, the first
thing that democracy implies is the recognition that the
ordinary citizen, every individual in society, is endowed
with reason and ingenuity and can determine for himself
what is best for him. Every adult citizen is capable of
governing himself and of managing his affairs the way he
deems fit. No one, howsoever good or able, has any right
to rule over another person without his or her consent. In
a democracy, sovereignty vests in the people; citizens are
their own masters. They are participants in the
government of the civic society. They have an inalienable
right to rule themselves, or to be ruled in the way they like
and by the fellow citizens they choose. They are thus both
the rulers and the ruled.
Democratic polity recognizes the equality of all citizens
and the 'one man, one vote' principle is based on that
recognition. All citizens, whether educated or illiterate,
experts or technocrats, industrialists or labourers are
equal. They have the same rights. Democratic polity
protects the freedom of thought and expression of every
man and woman. Every individual citizen, irrespective of

skin, religion, sex, method of worship, faith, race, etc., is
equal in the eyes of law, and has freedom to express his
views and in elections to vote without fear or favour as he
or she likes.
Democracy also recognises the fact that from time
immemorial human beings have been fighting with each
other for power or for supremacy of ideas and so on. In
earlier times, they fought with bows and arrows; later they
fought with bullets and other increasingly dangerous arms.
Democracy tries to substitute a more civilised manner of
fighting. It is substitution of the methods of discussion and
persuasion for methods of armed conflict. The ballot
substitutes the bullet; we sit together, we talk and we
discuss. We try to persuade and win each other by force
of our conviction, ideas and arguments.
According to the Western scholars, the first
democracies were known to have evolved in Europe, The
concept of democratic State and of citizenship itself may
be said to have taken shape when ethnicity-related, tribal
or kinship bonds began to give place to territorial loyalties
or the fellowship of those living in a particular area. A
fundamental premise of democracy is that it is based on
self-rule by a people inhabiting a particular territory.
The Greek word 'demos' literally meant 'the people' and
'Kratos' meant 'government' or 'rule'. Democracy thus
meant Government by the people as against monarchy or
dictatorship which were autocratic rule of one person or
aristocracy or oligarchy which were rule by the few. The
movement from kinship-based 'ethnos' to territorially
delimited 'demos' was a great advance in human
civilization even though not all the inhabitants of an area
at once became citizens or co-sharers in the democratic
experiment. History records that in the fifth and sixth
centuries before Christ, there were some small self-
governing City-States in Greece.
The system of government was that of direct popular
democracy; the citizens assembled together and decided
issues of governance. Thus, people exercised their power
directly in deciding matters of State and this kind of polity
could be called direct popular democracy. Aristotle in his
celebrated treatise on Politics defines democracy as
follows:
"a Democracy is a State where the freemen and the
poor, being in the majority are invested with the power of
the State... The most pure democracy is that which is so
called principally from that equality which prevails in it; for
this is what the law in that State directs; that the poor shall
be in no greater subjection than the rich; nor that the
supreme power shall be lodged in either of these, but that
both shall share it. For if liberty and equality, as some
persons suppose, are chiefly to be found in a democracy,
it must be so by every department of government being

alike open to all; but as the people are the majority, and
what they vote is law, it follows that such a State must be
a democracy."
With the gradual increase in the size and population of
the political units and ultimately with the advent of the
modern nationstates, it became impossible to arrange for

more and more complex. All forms of direct democracy,
therefore, soon became practically extinct from all over the

cents or whether schools should remain closed for half-
days or full days on Thursdays, and the like may still get
decided by a popular vote.
There, may be a few referenda on major constitutional
or international issues in some places, but, by and large,
the only issue on which the people at large in different
countries vote these days at periodic intervals is selection
of their representatives.
Modern democracy thus has of necessity to be indirect
or representative democracy. And, in a representative
democracy, the right to choose the representatives or to
get elected to public office assumes fundamental
importance. For, in such a system effective power of
governance is vested in and is exercised by the
periodically elected representatives only. That there are
many countries which Citizenship Values in a Democratic

themselves democracies, but where governments still
may not be really representative of the people, is another
matter.
Also, there may be many variants of representative
democracy which may all be equally legitimate. All the
adult citizenry of the country may elect one person and for
a fixed term vest all the powers of governance in him; he
would be a popularly elected representative of the people.
The system would be democratic and representative but it
would not be parliamentary. The term 'parliamentary'
refers specifically to a kind of democratic polity wherein
the supreme power vests in the body of people's
representatives called Parliament or known by some
similar name. The parliamentary system is one in which
Parliament enjoys a place of primacy and pre-eminence in
the governance of the State and the executive authority is
fully responsible to the directly elected representatives of
the people.
Parliamentary Government is Government by
Parliament. Parliament is the supreme representative
institution of the citizenry. It embodies their will and
remains responsible to them and responsive to their
needs and aspirations. Parliament, however does not and
cannot itself govern the country. There is, therefore, the
Council of Ministers which constitutes the political
executive or the Government of the land. The Council of
Ministers is drawn from Parliament and remains part of it
and constantly answerable to it. Thus, in a parliamentary
system. Parliament and Government are not two separate
competing centres of power. The Government is a part of
Parliament. The relationship between the two is that of the
part to the whole, of the agent to the principal or of the
servant to the master. However, in Britain where the
system of parliamentary democracy may be said to have
had its birth and evolution, we have a constitutional
monarchy while United States which is a Republic works
under the Presidential system.
Republic Defined
The concept of 'republic' is that of a State in which the
public or the people are supreme, there is no privileged
class and all public offices including the highest are open
to every 87 citizen without any discrimination. There is no
hereditary ruler and the head of the State is elected by the
people from among themselves for a fixed term. He is
usually called the President of the Republic. For Cooley, a
republican form of government is "a government by
representatives chosen by the people." In the words of
Justice Hidayatullah: "A Republic is a State in which the
supreme power rests in the final analysis with the people
and not with a single individual like a king or the like."
Democratic Republic may, therefore, broadly mean a State
with an elected head and a government by the
representatives of the people. According to Madison in the
Federalist:
"(Republic) is a government which derives its powers
directly or indirectly from the great body of the people, and
is administered by persons holding their offices during
pleasure, for a limited period, or during good behaviour."
The Constitution of India has tried to bring about a
happy marriage between British Parliamentary system
and the U.S. Presidential system. It is in the widest sense
that the Preamble speaks of India being a 'Democratic
Republic.' With the commencement of the Constitution on
26 January 1950, India ceased to be a dominion and no
more owed any allegiance to the Crown. The head of the
Union is a President who is elected for a fixed term by an
electoral college of the representatives of the people. All
citizens are equal in the eyes of law, there is no privileged
class and all public offices are open to every citizen
without any distinction of race, caste, sex or creed.
