➢ Sukhna Lake
• The Punjab and Haryana High Court has declared Sukhna lake (Chandigarh) as a living entity
recently.
• The court invoked its parens patriae jurisdiction to declare the lake as a legal entity for its survival,
preservation and conservation having a distinct persona with corresponding rights, duties and
liabilities of a living person.
• All the citizens of Union Territory, Chandigarh, are hereby declared as loco parentis (in the place of
a parent) to save the lake from extinction. Sukhna Lake is a rain-fed lake, located within Chandigarh
and its catchment area falls both in Punjab and Haryana
• The lake was constructed in 1958 and is spread over 3 sq km. An area of 2 km to 2.75 km around
the lake has been declared as an eco-sensitive zone by the Chandigarh Administration.
• All activities in this area fall under provisions of the Environment Protection Act.
• The court has completely banned new construction in the catchment areas falling in the states of
Punjab, Haryana and Union Territory Chandigarh as well as in the Sukhna Wetland and Sukhna
Wildlife Sanctuary.
• Earlier, the Uttarakhand High Court declared the rivers Yamuna and Ganga as legal or juridical
persons, enjoying all the rights, duties and liabilities of a living person.
➢ Environment Protection Act, 1986
It empowers the government of India to lay down standards for emission or discharge of
environmental pollutants from various sources whatsoever, provided that different standards for
emission or discharge may be laid down under this clause from different sources having regard to
the quality or composition of the emission or discharge of environmental pollutants from such
sources.
➢ 10 More Wetlands From India Declared As Ramsar Sites
• On January 28, 2020 Ramsar Convention Has Declared 10 More Wetland Sites From India As Sites
Of National Importance. Ramsar Sites Are Those Which Are Declared Under The Ramsar Convention
Signed In 1971 To Preserve Wetlands Of National Importance.
• Thus India Now Has A Total Of 37 Ramsar Sites.
➢ New Ramsar Sites In Punjab
• 10 Ramsar Sites: The 10 Newly Added Ramsar Sites Are As Follows:
• Nandur Madhameshwar: This Is The 1st Ramsar Site Of Maharashtra.
• Keshopur-miani, Beas Conservation Reserve, Nangal: These 3 Ramsar Sites Are Newly Added To
Punjab. Apart From These 3 Sites, Punjab Already Has 3 Ramsar Sites. Thus The Total Ramsar Sites
In The States Counts To 6.
• Nawabganj, Parvati Agra, Saman, Samaspur, Sandi And Sarsainawar: These 6 Ramsar Sites Have
Been Newly Added To Uttar Pradesh (Up) Apart From 1 Ramsar Site It Already Had. Thus, UP Now
Has 7 Ramsar Sites.

The Punjab Cabinet Gave Its Approval To A Punjab Right To Business Bill, 2020, A Law Aimed At
Ensuring Ease Of Doing Business For The Micro, Small And Medium Enterprises (MSME) Sector.

The Punjab Department Of Industries Was Preparing To Bring An Ordinance, But Since A Special Session
Of The Assembly Has Been Called, The Right To Business Bill Will Also Be Brought Before The House On
January 17.
Under The Law, An MSME Unit Can Be Set Up After ‘In-principle’ Approval From The District Bureau Of
Enterprise, Headed By The Deputy Commissioner. Approval for units in approved Industrial Parks will

➢ Chandigarh Railway Station Is Fifth In The Country And First In North
India To Inaugurate Navigation Facilities For Visually Impaired
On January 5, 2020 Navigation facilities for visuallyimpaired was inaugurated in Chandigarh railway
Station in Mohali, Punjab by Shri Gurinder Mohan Singh, Divisional Railway Manager- Ambala Division.
It is fifth in the country and first in North India to have this facility for visually impaired.
Mysuru Railway Station in Karnataka was India’s first visually impaired-friendly railway station
inaugurated
in Nov 2015.
A New State-of-the-art DNA Analysis Centre Has Been Set Up In Central Forensic Science Laboratory,
Chandigarh. The Centre Has Been Set Up Under The Nirbhaya Fund Scheme With An Allocation Of Rs
99.76 Crores. It Holds The Annual Capacity To Examine 2000 Forensic Cases Relating To Sexual Assault,
Homicide And Paternity Check.
➢ India To Host Commonwealth Shooting And Archery Championships In
2022
On February 24, 2020, The Commonwealth Games Federation (CGF) Has Approved The Proposal From
Commonwealth Games India (CGI) To Host The 2022 Commonwealth Archery And Shooting
Championships In Chandigarh.
The National Rifle Association Of India (Nrai) Will Largely Bear The Cost For Shooting Championship
And The Archery Event Would Be Funded Solely By The Government Of India.
➢ Padmashri Awardee & Eminent Punjabi Novelist Dalip Kaur Tiwana
Passed Away At 84
On January 31, 2020, Padma Shri Awardee And Renowned Punjabi Novelist, Dalip Kaur Tiwana
Passed Away At The Age Of 84 Due To Old Age Ailments. She Was Well Known For Novels ‘Teeli Da
Nishaan’ And ‘Sooraj Te Samandar’. She Was Also A Former President Of The Punjabi Sahit
Akademi.
Born In Ludhiana, Punjab On May 4, 1935, Dalip Retired As Professor Of Punjabi, And Dean, Faculty
Of Languages, From Punjabi University, Patiala, Punjab.
Awards: She Won Padma Shri In 2004 For Literature And Education. She Also Won Several Other
Prominent Awards Which Includes Sahitya Akademi Award In 1971 For Novel Eho
Hamara Jivan. Saraswati Samman In 2001 For Novel Katha Kaho Urvashi Etc.

Awards: In 1996 Jawasnt Bestowed With Sahitya Academy Fellowship Award For His Book “Pakhi”
(Hand Fan) And In 1998 For His Novel “Taushali Di Hanso” (Laughter Of Taushali) He Received The
Sahitya Academy Award.

On January 8,2020 Dhadi folk singer Idu Sharif 80 years old died at Manji Majra,Chandigarh as he

suffering from paralysis. Idu Sharif was born in the village Lalodi of Nabha in Patiala,Punjab. Idu

➢ Online lottery scheme sales banned by Punjab govt to check illegal sales
• On january 31,2020 the govt of punjab has banned the sale of all types of online lottery schemes
under section 5 of the lotteries (regulation) act 1998 in order to check for illegal sales.
• The act will not only check illegal lottery business but will also boost punjab’s tax and non tax
revenue.

The punjab agri export corporation recently launched the ‘punjab kinnow’ brand at the kinnow
festival in abohar. This brand of kinnow, which is considered the ‘king fruit’ of punjab, is also said to
be “pesticide-free”. Punjab being the largest producer of kinnow in the country, such branding will
attract more consumers. Punjab’s kinnow has several nutritive values including limonin, which
helps control cholesterol level and has anti-cancer properties, which the consumer should be

❖ Eastern Dedicated Freight Corridor
The World Bank has offered financial assistance to the last remaining portion of the Eastern Dedicated
Freight Corridor (EDFC) between Sonnagar (Bihar) and Dankuni (West Bengal), which India is originally
slated to construct in the private public-private partnership (PPP) mode.

West Bengal to Ludhiana (Punjab).

❖ INTRODUCTION BUDGET
• Budget:
o A budget is an estimation of revenue and expenses over a specified future period of time
and is usually compiled and re-evaluated on a periodic basis.
• 'Union Budget' Definition: According to Article 112 of the Indian Constitution, the Union Budget of
a year, also referred to as the annual financial statement, is a statement of the estimated receipts
and expenditure of the government for that particular year

the first finance Minister of India.

❖ PUNJAB BUDGET 2020-21
• Punjab Finance Minister Manpreet Singh Badal presented Punjab govt’s Rs ₹1, 54,805 crore budget
for financial year 2020-21 in the state assembly.
• Fiscal deficit is targeted at Rs 18,828 crore (2.9% of GSDP).
❖ Agriculture:
• Crop loans of up to Rs 2 lakh taken by small and marginal farmers, as well as landless labourers
will be waived.,
• Rs 8,275 crore has been allocated for providing free power to the agriculture sector.
• ‘Paani bachao paisa kamao’ scheme to be extended for giving direct benefit transfer of
electricity to the agriculture sector.

• Rs 200 crore allocated for agriculture diversification.
• Government to promote Maize; sugar mills at Gurdaspur and Batala to be upgraded. Rs 100
crore allocated for providing support to sugarcane farmers.
• New horticulture estates to be set up at Amritsar, Pathankot, Kotkapura and Patiala.
• Two new agricultural colleges to be set up in Gurdaspur and Balachaur
❖ Education
• The Education sector gets Rs 12,488 crore in the budget.
• Allocation 8 per cent of total budget.
Education in government schools would be free of cost up to class 12. Earlier, education up till
class 8 was free and only girls students had free access to education till class 12. Now all
children to get free education.
• Rs 100 crore allotted for digital education in government school classroom
• 19 new ITIs to be established at a cost of Rs 75 crore; Rs 41 crore allocated for government
polytechnics at 5 places.
• Allocation for education (grant in aid) in Universities increased by 6 percent.
• A law college to be set up at Patti and an open university in Patiala
❖ HEALTH SECTOR
• Rs 4,675 crore allocated for the health sector.

• which is 15% higher for Health and Family Welfare in 2020-21 against 2019-20.

• The State shall soon commence establishment of the Satellite Centre of PGI at Ferozepur and
upgradation of the existing Medical Colleges at Patiala, Amritsar and Faridkot.

• New scheme “Kasturba Gandhi Mahila Yojana” with the objective to converge the benefits
under all existing women-centric government schemes being run by various departments of the
State.

• new scheme, “Mata Tripta Mahila Yojana” is proposed where in new initiatives / programmes
would be taken by the State to cover the 32 aspects which have hitherto remained uncovered
or were partially covered under any existing Centrally/State sponsored women/girl child-
oriented schemes.

• The Government has launched a new program “Friends of Punjab” to seek participation of NRIs
of Punjabi origin in development and growth of Punjab.

• The Smart Village Campaign has been started in Punjab with the aim of improving conditions in
rural areas by supplementing government schemes for building infrastructure and providing
essential amenities in health, education and environment with convergence of MGNREGA

• Punjab Pendu Awaas Yojna shall be implemented in the rural areas of the State with an aim to
provide a grant to owners of ‘Kutcha Houses/Semi Pucca Houses’ for upgrading them into
‘Pucca Houses’.

• Rs 650 crore for rejuvenation of Buddha nallah; Rs 60 crore for rejuvenation of chotti and badi
nadi in Patiala.

• Finance minister announced that the retirement age of employees will be reduced to 58,
withdrawing the practice of giving extension in service. He says this will enable the government
to recruit youth

• Punjab’s debt is expected to go up to a whopping Rs 2.48 lakh crore by March 2021.

➢ Punjab Prohibits Online Supply Of Food From Fbos Not Possessing Hygiene
Rating
On March 1, 2020, Punjab government’s Food and Drug Administration has prohibited Online Food
Supply Aggregators (OFSAs) related to those Food Business Operators (FBOs) who are not
possessing hygiene rating, by invoking provisions under Section 18(1)(a) of food Safety and
Standards Act, 2006 to ensure safe food to public. It also prohibits OFSAs from sourcing the food
from FBOs where rating is less than three out of five. The prohibition orders would be effective for
one year beginning April 30, 2020.

❖ Sutlej-Yamuna Link Canal Project
Recently, the Chief Minister of Punjab has warned the Centre of political unrest in the state if asked
to proceed with the Sutlej-Yamuna Link (SYL) canal project.

➢ Punjab has staked claims to Yamuna’s waters and also reiterated the need for a tribunal on
water sharing.
• € 1960: The dispute can be traced back to the Indus Water Treaty between India and Pakistan,
allowing the former ‘free and unrestricted use’ of Ravi, Beas and Sutlej.
• € 1966: Creation of Haryana from the old (undivided) Punjab presented the problem of giving
Haryana its share of river waters.
• For Haryana to get its share of the waters of the Sutlej and its tributary Beas, a canal linking the
Sutlej with the Yamuna was planned (SYL Canal).
• Punjab refused to share waters with Haryana stating it was against the riparian principle which
dictates that the water of a river belongs only to the State and country or States and countries
through which the river in question flows.
• € 1981: Both states mutually agreed for the reallocation of water.
• € 1982: Construction of 214-km SYL was initiated in Kapoori village, Punjab.
• Kapoori Morcha, an agitation to protest against the proposed sharing of waters was launched which
gave way to militant uprisings in the state.
• 2002: SC directed Punjab to complete the work in its territory.
• 2004: Punjab Assembly passed the Punjab Termination of Agreements Act

terminating its water-sharing agreements and thus jeopardising the construction of SYL in Punjab.

• 2016: SC started hearings into a presidential reference (Article 143) to decide on the legality of the
2004 Act and declared that Punjab reneged on its promise to share the waters of rivers. Thus, the
act was termed constitutionally invalid.

➢ Article 143: Advisory Jurisdiction


• The Constitution under Article 143 authorises the President to seek the opinion of the Supreme
Court in the two categories of matters:
• On any question of law or fact of public importance which has arisen or which is likely to arise. The
SC may tender or may refuse to tender its opinion to the President.
• On any dispute arising out of any pre-constitution treaty, agreement, covenant, engagement,
sanador other similar instruments. Here, the SC must tender its opinion to the President.
• In both the cases, the opinion expressed by the Supreme Court is only advisory and not a judicial
pronouncement. Hence, it is not binding on the President.
• The references made by the President under Article 143 are decided by a Bench consisting of at
least five judges.

• € Cauvery Water Disputes Tribunal, 1992.

• 2020:SC has directed the Chief Ministers of both states to negotiate and settle the SYL canal issue
at the highest political level to be mediated by the Centre.
• Punjab has asked for a tribunal for fresh time bound assessment of the water availability. Punjab
holds that there has been no adjudication or scientific assessment of river waters in the state till
date. The availability of Ravi-Beas water has also come down from the estimated 17.17 MAF in
1981 to 13.38 MAF in 2013. A fresh tribunal would ascertain all this.
• Reasons for Punjab’s Unwillingness: Punjab is facing severe water crisis due to overexploitation of
its underground aquifers for the wheat/paddy monocycle.
• According to the Central Ground Water Authority’s report, its underground water is over-exploited
in about 79% of the state. Punjab feels that it has utilised its preciousgroundwater resources to
grow the crop for the entire country and should not be forced to share its waters as it faces the
threat of desertification. Also, the youth of the state may start feeling that the state has been
discriminated against once the construction of the canal restarts.
• Pakistan and secessionist organisations like Sikh For Justice could exploit the situation to foment
trouble in the state.
❖ Punjab govt launches ‘Pride of Punjab’ partnership of State Govt, YuWaah for youth
development
• Chief Minister Amarinder Singh launched the ‘Pride of Punjab’ programme through video
conferencing.
• The programme is a partnership programme between the Department of Youth Services and Sports

• On September 11, 2020 Department for Promotion of Industry and Internal Trade (DPIIT) released
the 2nd Edition of ‘States on Support to Startup Ecosystems 2019’ . The Rankings are based on
providing a Strong Ecosystem for promoting Startups.
• Gujarat emerged as the best performer among Category X.Gujarat topped the rankings in the 2018

❖ PK Mishra Panel to Initiate Action in Advance For Managing Air


Pollution in NCR
• On September 18, 2020, a high-level task force led by Dr Pramod Kumar Mishra, Principal Secretary
to the Prime Minister reviewed the action taken by agencies and firm up plans for the coming
harvesting and winter season during a meeting with Chief Secretaries of Delhi, Punjab, Haryana,
Rajasthan and Uttar Pradesh, Secretaries of different departments/ministries of the central
government including M/o of Environment, Forest & Climate Change, Agriculture, Road, Petroleum
and Central Pollution Control Board (CPCB).
• Its objective was to initiate proper precautionary and preventive measures in advance for the
management of air pollution in the National Capital Region (NCR).
• The meet notified that incidence of stubble burning has reduced by more than 50% in the last two
years and the number of Good Air Quality Index (AQI) days have gone up.
• The meeting reviewed the main sources of air pollution, measures taken and the progress made by
the State Governments and various Ministries was carried out.
• As Reserve Bank of India (RBI) included residue based power /fuel plants under priority sector
lending (PSL) therefore both State and Central Governments will jointly work out action plans for
rapid deployment of such units
• The importance of effective implementation of the existing in-situ management of crop residue
scheme of the Ministry of Agriculture by the States was highlighted.
• State Governments mandated for the deployment of new machinery for farmers in the current year
before the start of the harvesting season.
• Government of National Capital Territory (GNCT)-Delhi was requested to ensure measures to
control local sources of pollution with a support of the Ministry of Agriculture.
• To control stubble burning, it was stressed that an adequate number of teams should be deployed
at ground level to ensure that no stubble burning takes place especially in the State of Punjab,
Haryana and Uttar Pradesh (UP).

❖ GeM and Punjab Government inks MoU to set up Project


Management Unit
• Government e-Marketplace (GeM) under Department of Commerce, Union Ministry of
Commerce & Industry and Government of Punjab, signed a Memorandum of Understanding
(MoU) to set up a GeM Organizational Transformation Team (GOTT) Project Management Unit
(PMU) in the state.
• Punjab is the 1st state which will establish GOTT PMU for effectively utilising this
transformational initiative towards inclusive, efficient and transparent procurement. Among
CPSUs, as of now only Steel Authority of India (SAIL) has already signed MoU for setting up of
PMU. Many other states and CPSUs are in process of setting up GOTT PMUs.
• It is estimated that through initiatives of GOTT PMU, Government of Punjab will be able to
transact around Rs.1700 crore in terms of annual Gross Merchandize Value (GMV) on GeM
platform in 1st year and over Rs.3000 crore per annum, over a period of time.
• Importance: To further strengthen and enable Government departments towards a market
based procurement, Department of Expenditure under Union Ministry of Finance has advised
Ministries and Departments of Central and State Governments to consider services of GOTT on
an outcome based self-sustenance model. GOTT will assist buyer agency to redesign
procurement processes and enhance competencies to derive maximum benefit from online
marketplace.
• About GeM: It is the national public procurement portal that was launched in August 2016.
Since then it has transformed public procurement landscape in country with transparency,
efficiency and inclusion. It has facilitated procurement worth more than Rs.34,000 crore of
goods & services by various Government Departments, Organisations and Public Sector
Undertakings (PSUs).
❖ RBI Appoints AK Dixit as New Administrator of PMC Bank;
Succeeds J.B. Bhoria
• Reserve Bank of India (RBI) appointed AK Dixit, ex-General Manager of Union Bank of India(UBI) as
the new administrator of Punjab and Maharashtra Cooperative (PMC) Bank Limited with effect
from September 23, 2020. He succeeds J.B. Bhoria, ex-chief general manager with the central bank
who stepped down from the post of administrator on September 22, 2020, due to health reasons.
• Administrator was appointed in the exercise of the powers conferred on RBI as per Banking
Regulation Act, 1949 under subsections 1 and 2 of section 36AAA and Section 56.
• To assist the administrator, an advisory committee consisting of senior bankers / chartered
accountants was also appointed.
• On September 23, 2019, PMC Bank Limited, a Multi-State Urban Cooperative Bank was placed
under All-Inclusive directions under sub-section (1) of Section 35 A and Section 56 of the Banking
Regulation Act, 1949.
• In other words, PMC bank limited was placed under the administration of RBI.
• The directive is presently valid till December 22, 2020.

❖ Supreme Court appoints Former Justice M B Lokur as one-man


panel to prevent stubble Burning
The Supreme Court has appointed Justice (retd) Madan B Lokur, a former judge of the apex court,
as a one-man monitoring committee to prevent stubble burning in the states of Punjab, Haryana
and Uttar Pradesh.

• These states are known as the main source of pollution in Delhi-national capital region (NCR).
• The new committee will monitor the stubble burning and take preventive steps.
• The panel shall submit its report on stubble burning within 15 days to the apex court.

❖ Punjab CM Amarinder Singh Launches Construction of 750 Rural


Stadiums
• On October 2, 2020 Punjab Chief Minister Amarinder Singh virtually launched the construction of
750 Rural Stadiums and Playgrounds in Punjab. The stadium will facilitate youths to channelize their
energy in a constructive manner.
• It is being built at a cost of INR 105 Crores under Punjab’s ‘Rural Transformation Strategy’ and
‘Tandarust Punjab Mission’.
• A target of at least five stadiums in each block to be completed by 2020-21.
• The village stadiums will be named after eminent sports persons to inspire youth.
• The project will also include renovation of ponds, street lights, parks, gymnasiums, community
halls, drinking water supply, model Anganwadi Centers, smart schools and solid waste management
system.
• This initiative is part of the Smart Village Campaign launched in 2019.

❖ Punjab Cabinet Approved Dr BR Ambedkar SC Post Matric


Scholarship Scheme
• On October 14, 2020, the Punjab Cabinet headed by Chief Minister Captain Amarinder Singh
approved the launch of state’s Post Matric Scholarship Scheme “Dr. BR Ambedkar SC Post
Matric Scholarship Scheme” to be effective from academic session 2021-22. This scheme will
replace the Centre’s “Post Matric Scholarship Scheme”, which became defunct in 2018, to
facilitate Scheduled Caste (SC) students to pursue higher education in government and private
institutions.
• The outlay of the scheme is estimated to be about Rs 600 crore. Of this, the tentative liability of
the Government institutions would be about Rs 168 crore and the remaining Rs 432 crore
would be borne by the private educational institutions and the government.
• The income criteria is also revised under the new scheme. Now, the combined income of both
parents for a student to avail assistance has been enhanced from Rs 2.50 lakh to Rs 4 lakh.
• Eligibility: The scheme will be applicable to persons belonging to SC, who are domiciled in
Punjab and have done matriculation from Punjab (including Chandigarh). All central/state
government and private institutions in Punjab (including Chandigarh) will be covered under the
scheme.
❖ Punjab CM Launched Phase 2 of Urban Environment Improvement
Programme
• On September 24, 2020 Punjab Chief Minister Amarinder Singh virtually launched the phase-II
of Rs 11,000 crore Urban Environment Improvement Programme (UEIP), from Bachat Bhawan,
Ludhiana in Punjab. The project envisages development of the state’s infrastructure and
efficient service delivery systems to the urban population.
• The state has spent Rs 3,000 crore in the first phase of UEIP scheme.

doing business for MSMEs(Micro, Small & Medium Enterprises) in Punjab. The agreement is
supported by Omidyar Network India (ONI) under its ReSolve Initiative. Dr KP Krishnan, Chair of the
GAME Taskforce on MSME, who is a former Secretary, Government of India will lead the project
• The project will be primarily supported by ONI, and includes experts from GAME, The Centre for
Civil Society, and Avantis Reg Tech.

Scholarship Scheme in Jharkhand has been siphoned off and is not reaching the students.

As per the India Meteorological Department (IMD), there are cold wave conditions over Delhi.

• Cold Wave: A rapid fall in temperature within 24 hours to a level requiring substantially increased
protection to agriculture, industry, commerce, and social activities.

Cold Wave Conditions:

• For the plains, a cold wave is declared when the minimum temperature is 10 degrees Celsius or
below and is 4.5 degrees Celsius (C) less than normal for two consecutive days.

• La Nina is the abnormal cooler sea surface temperatures reported along the equatorial Pacific
Ocean and it is known to favour cold waves.
• During La Nina years, the severity of cold conditions becomes intense. The frequency and area
covered under the grip of a cold wave becomes larger.

Winters 2020: November is expected to be colder than usual after the mean minimum temperature in

❖ Kartarpur Sahib
• Recently, India has criticised Pakistan’s decision to transfer the management of the Kartarpur Sahib
Gurdwara from a Sikh body to a separate trust.
• Gurdwara Kartarpur Sahib, also known as the Gurdwara Darbar Sahib, is located in Pakistan’s
Narowal district across river Ravi. It is one of the most significant historical and spiritual places for
Sikhs.
• According to historians, Guru Nanak Dev (the first Sikh Guru) arrived at Kartarpur between 1520
and 1522, and spent the last 18 years of his life there. It was in Kartarpur where he laid the
foundations of a Sikh religion. The Kartarpur Corridor was opened to the public in 2019.

➢ The Kartarpur corridor connects the Darbar Sahib Gurdwara in Narowal district of Pakistan with the
Dera Baba Nanak shrine in Gurdaspur district Punjab, India.
➢ The agreement facilitates the visa-free movement of Indian pilgrims who would only need a permit
to cross over to Pakistan.
➢ The corridor was built in 2019 to commemorate the 550th birth anniversary of Guru Nanak Dev,
founder of Sikhism.
❖ Guru Nanak Jayanti
• The President of India has greeted the citizens on the occasion of Guru Nanak Jayanti.
• It is a sacred festival of the Sikh community and is celebrated to commemorate the birth

the religious denominations of his times.
• Wrote compositions which were included in the Adi Granth, compiled by Guru Arjan (1563-
1606), the fifth Sikh guru.
• This came to be known as Guru Granth Sahib after the additions made by the 10th sikh guru
Gobind Singh (1666-1708).
• Advocated the ‘Nirguna’ (devotion to and worship of formless divine) form of bhakti.

Relevance of Guru Nanak Dev for Modern India:

€ Building an Egalitarian Society: His idea of equality can be deduced by the following innovative social
institutions, as given by him:

• Langar: Collective cooking and sharing of food.

• Sangat: Collective decision making.

€ Social Harmony:

• According to him, the whole world is God’s creation and all are born equal. There is only one
universal creator i.e. “Ek Onkar Satnam”.
• Apart from it, forgiveness, patience, forbearance, and kindness are the core of his teachings.

€ Creating a Just Society:

• He placed the motto of “kirat karo, naam japo and vand chhako” (work, worship and share)
before his disciples.
• He stood for karma as the basis of dharma, and he transformed the idea of spiritualism into the
ideology of social responsibility and social change.
• He advocated the concept of “dasvandh” or donating one-tenth of one’s earning among needy
persons.

❖ Gender Gap and Sensitisation in Judiciary


Recently, the Attorney General (AG) K K Venugopal, in his written submission to the Supreme Court
(SC), has emphasised the need for greater gender sensitisation among members of the judiciary.

He also highlighted that the figure of female judges has been consistently low across the Higher
Judiciary.

Background:

€ The SC had asked AG and others to recommend ways to improve gender sensitivity towards
victims while laying down bail conditions for sex crime offenders. which end up further harassing,
objectifying their victims.

• The Madhya Pradesh (MP) High Court (HC) asked a man (accused in a case of attempting to outrage
the modesty of a woman) to visitthe home of the alleged victim and request her to tie a rakhi.
➢ Data on Gender Gap in Judiciary:

€ The SC only has 2 women judges, as against the 34 seats reserved for women judges and there has
never been a female Chief Justice of India (CJI).

€ There are only 80 women judges out of the total sanctioned strength of 1,113 judges in the SC and
the HCs.

• Out of these 80 women judges, there are only two in the SC, and the other 78 are in various HCs,
comprising only 7.2% of the total number of judges.
• Of the 26 courts whose data was accessed, including the SC, the Punjab and Haryana HCs has the
maximum strength of women judges (11 out of 85 judges) in the country, followed by the Madras
HC (9 out of 75 judges). Both Delhi and Bombay HCs have 8 women judges.

• The HCs of Manipur, Meghalaya, Patna, Tripura,Telangana, and Uttarakhand, do not have any
women in the sitting judges. Currently, no data is centrally maintained on the number of women in
tribunals or lower courts.

€ In the senior designation of lawyers, there areonly 17 women senior counsel designates in the SC as
opposed to 403 men.

• The Delhi HC has 8 women and 229 men designates. Similarly, in the Bombay HC, there are 6
women and 157 men designates.

Importance of Women in Judiciary:

€ The 2030 Agenda for Sustainable Development, and Sustainable Development Goals (SDG 5 and
SDG 16 in particular), address the global responsibility of having gender equality and women’s
representation in public institutions such as the judiciary.

€ Achieving equality for women judges is important not only because it is a right for women, but
also because it is right for the achievement of a more just rule of law. Women judges strengthen
the judiciary and help to gain the public’s trust.

€ The entry of women judges is a positive step in the direction of judiciaries being perceived as
being more transparent, inclusive, and representative of the people whose lives they affect.

€ Women judges enhance the legitimacy of courts, sending a powerful signal that they are open
and accessible to those who seek recourse to justice.

€ Women judges bring those lived experiences to their judicial actions, experiences that tend
toward a more comprehensive and empathetic perspective.

€ Adjudication is enhanced by the presence of women who bring to the fore considerations that
would not have been taken into account in their absence and the scope of the discussion is hence
enlarged, possibly preventing ill-considered or improper decisions.

€ By elucidating how laws and rulings can be based on gender stereotypes, or how they might have
a different impact on women and men, a gender perspective enhances the fairness of adjudication,
which ultimately benefits both men and women.

Suggestions:

€ Courts should declare that such remarks (MP HC issue) are unacceptable which can potentially
cause harm to the victim and to society at large.

€ Judicial orders should conform to certain judicial standards and necessary steps have to be taken
to ensure that this does not happen in the future.

€ The SC must direct the collection of data to determine the number of women judges in the lower
judiciary and tribunals and also to determine the year-wise number of senior designates by all HCs.

€ Greater representation of women should be ensured at all levels of the judiciary, including the SC
and this initiative must come from the SC itself, considering that the power of appointment rests
almost exclusively with the SC Collegium.

• The judges of the SC are appointed by the President. The CJI is appointed by the President after
consultation with such judges of the SC and HCs as (s)he deems necessary.
• The other judges are appointed by the President after consultation with the CJI and such other
judges of the SC and the HCs as (s)he deems necessary. The consultation with the CJI is obligatory in
the case of appointment of a judge other than CJI.
• € The goal must be to achieve at least 50% representation of women in all leadership positions and
there should be a mandatory training of all lawyers on gender sensitisation.
• Judges, who might belong to the “old school” and are maybe “patriarchal” in outlook, should be
sensitised to deal with cases of sexual violence so that they do not pass orders objectifying women
in such cases
❖ Technical Education in Mother Tongue
Recently, the Union Education Minister has set up a task force for preparing a roadmap on
imparting technical education in the mother tongue of students.

➢ The Task force:

€ Chairmanship: It will be set-up under the chairmanship of the secretary, higher education, Amit Khare.

Objective: To achieve the Prime Minister’s vision that students may pursue the professional courses
such as medicine, engineering, law, etc in their mother tongue.

• This is part of the National Education Policy (NEP) 2020 which suggests teaching in regional
language till class 8 and enabling teaching the curriculum in a language which a student is
comfortable in.

€ Function: It will take into consideration the suggestions made by various stakeholders and will
submit a report in a month.

➢ Reasons for imparting technical education in regional languages:

€ Enhances formative learning: It has been observed that the human mind is more receptive to
communication in the language in which it is accustomed to thinking from childhood.

• When explained in regional languages, especially mother tongue, grabbing the concepts or
expression of the ideas by the students becomes fairly easy.
• € Practiced by Many Countries: Across the globe, classroom teaching is pursued in a variety of
regional languages, be it France or Germany or Russia or a country like China, which has over 300
languages and dialects with 8 of them being the major ones.

and international cooperation. Language can become a catalyst for inclusive development. Removal of
the existing linguistic barriers will help in realizing the goal of inclusive governance.

➢ Challenges: Providing technical education in regional languages requires teachers proficient in


undertaking classes in the vernacular medium along with English, textbooks and reference
materials in regional languages, besides technological assistance such as audio translation aids.
➢ Government Initiatives to Promote Regional Languages: The recently announced National
Education Policy 2020 promotes education in regional languages. The Commission for Scientific
and Technical Terminology (CSTT) is providing publication grants towards the publications of
University Level Books in regional languages.
• It was established in 1961 to evolve technical terminology in all Indian Languages.
• The National Translation Mission (NTM) is being implemented through the Central
Institute of Indian Languages (CIIL), Mysore under which the text books of various
subjects prescribed in Universities and Colleges are being translated in all languages of
the Eighth Schedule.
• CIIL was established in 1969 under the administrative control of the Ministry of
Education.
• The Government of India is running a scheme known as “Protection and Preservation of
Endangered Languages” for conservation of threatened languages.
• The University Grants Commission (UGC) also promotes regional languages in higher
education courses in the country and supports nine Central Universities under the
scheme “Establishment of Centre for Endangered Languages in Central Universities”
Recently, an initiativeNamath Basai by Kerala State Government has proved to be very
beneficial in educating children from tribal areas by adopting vernacular languages as
medium of instruction.
➢ Global Efforts:
▪ € The Yuelu Proclamation made by United Nations Educational, Scientific and Cultural
Organization (UNESCO) at Changsha, China, in 2018 plays acentral role in guiding the efforts of
countries and regions around the world to protect linguistic resources and diversity.
▪ € The United Nations General Assembly had proclaimed 2019 as the International Year of
Indigenous Languages (IYIL).
▪ The IYIL 2019 aimed to preserve, support and promote indigenous languages at the national,
regional and international levels.

Constitutional and Legal Provisions Safeguarding Regional Languages

➢ Article 29 (Protection of interests of minorities) gives all citizens right to conserve their
language and prohibits discrimination on the basis of language.
➢ Article 120 (Language to be used in Parliament) provides for use of Hindi or English for
transactions of Parliament but gives the right to members of Parliament to express
themselves in their mother tongue.
➢ Part XVII of the Indian Constitution deals with the official languages in Articles 343 to 351.

▪ Article 350A (Facilities for instruction in mothertongue at primary stage) provides that it
shall be the endeavour of every State and of every local authority within the State to
provide adequate facilities for instruction in the mother-tongue at the primary stage of
education to children belonging to linguistic minority groups.
▪ Article 350B (Special Officer for linguistic minorities): The President should appoint a special
officer for linguistic minorities to investigate all matters relating to the constitutional
safeguards for linguistic minorities and to report to him. The President should place all such
reports before the Parliament and send to the state government concerned.
▪ Article 351 (Directive for development of the Hindi language) provides that it shall be the
duty of the Union to promote the spread of thebHindi language.
➢ The Eighth Schedule recognises following
22 languages: Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Malayalam,
Manipuri, Marathi, Nepali, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telugu, Urdu, Bodo,
Santhali, Maithili and Dogri.
➢ Right to Education (RTE) Act, 2009 says that the medium of instruction shall, as far as
practicable, be in a child’s mother tongue.
❖ Indus Valley Diet
As per a study published in the Journal of Archaeological Science, the diet of the people of Indus Valley
civilization had a dominance of meat, including extensive eating of beef.

The study, “Lipid residues in pottery from Indus Civilisation in northwest India’’, looks at the food
habits of the people on the basis of lipid residue analysis found in pottery from sites such as: Uttar
Pradesh: Alamgirpur (Meerut)

➢ Haryana:
• Masudpur, LohariRagho, Rakhigarhi city (Hisar) Khanak (Bhiwani), Farmana town (Rohtak)
▪ Findings:

€ The study finds the dominance of animal products such as meat of pigs, cattle, buffalo, sheep and
goat, as well as dairy products, from rural and urban settlements of Indus Valley civilization.

€ Out of domestic animals, cattle/buffalo are the most abundant, averaging between 50-60% of the
animal bones found, with sheep/goat accounting for 10% animal remains.

• The high proportions of cattle bones may suggest a cultural preference for beef consumption
across Indus populations, supplemented by consumption of mutton/lamb.

€ At Harappa, 90% of the cattle were kept alive until they were three or three-and-a-half years,
suggesting that females were used for dairy production, whereas males were used for traction.

€ Previously there have been many studies on the food habit in Indus Valley civilisation, primarily
focusing on crops.

between 2600 BC and 1900 BC. It started declining around 1900 BC and disappeared around

➢ Geographical Extent:
• € Geographically, this civilization covered Punjab, Sindh, Balochistan, Rajasthan, Gujarat and

• It extended from Sutkagengor (in Balochistan) in the West to Alamgirpur (Western UP) in the
