Subject: Existing Sewage Seepage - Two Locations on Valdez Road
Dear Mr. cate:
The purpose of this correspondence is to make you and other
" City of Calabasas officials aware of the potential effect
that the current improvements being constructed on Valdez Road
will have upon a health hazard which currently exists on
Valdez Road.
I am referring to the constant flow of raw sewage which has been
seeping onto the surface of the ground in two locations on Valdez
Road. Those locations are located and identified as follows:
1. In front of the last house, North side, Westerly end of
Valdez Road; house is painted white in’color.
The flow/seepage of sewage is both in front of and to the
West of the driveway of the residence and can be seen
flowing on the surface of the ground.
2, At the Westerly end of the (proposed) new paved road for
Valdez Road, immediately adjacent to the South edge of
pavement.
The flow/seepage of sewage is easily observed at this
location, as it is ponding at said location. Every so
often, the sewage can be observed bubbling up from the earth
at that location. After ponding, it runs downhill on valdez
Road.

It is my understanding that recent testing of the sewage from
both of the above locations has been completed and that the test
results indicate that both locations contain levels of sewage
contamination which constitute a health hazard.
My current concern is that unless these two flows of sewage are
stopped, the construction of the new storm drain line on Valdez
Road is going to act as a conduit to carry raw sewage downstream
into the creek bed alongside of Old Topanga Canyon Road.
And, since I have personally observed children playing in the
creek bed area downstream from Valdez Road, I felt that I should
make the City aware of the potential health hazard which could
present itself, once the storm drain line has been completed.
fo be more specific, the storm drain line being constructed on
Valdez Road will run past both of the locations where sewage is
flowing. And, once the storm drain line has been completed, the
sand and/or gravel bedding placed under the storm drain pipe will
become a subdrain system to carry the raw sewage downstream to
the headwall/outlet and percolate into the existing creek
adjacent to Old Topanga Canyon Road.
As a comparison; prior to commencement of this project, the flow
of sewage went downhill in the creek which ran along the South
side of Valdez Road, and into the creek which runs along the West
side of Old Topanga Canyon Road.
We will start installation of the storm drain line tomorrow,
11/2/94 and we should be past the two subject locations within
30 days. And, once we are past those locations, the above
described flow of sewage will undoubtedly commence.
While I do not know what action the City may wish to take on
this matter, I felt that I, as general contractor for the City,
should make you (City Officials) aware of the pending potential
for acceleration of a health hazard to the public.
If you wish to meet in the field to observe these conditions
please feel free to contact me. I will make myself and/or my
project superintendent available to you.
Note: As a point of information, our firm was given advance
notice of the existence of raw sewage in the Valdez Road area,
prior to commencement of construction. As such, we have
provided our employees with applicable safety training and
