Introduction
In compliance with your request, we have maintained a program of water sampling and testing
during grading operations associated with the Valdez Road landslide repair. Laboratory testing
bas been directed at identifying constituents typically associated with contamination from nearby
sewage sources. The purpose of this sampling and testing was to evaluate possible contamination
of groundwater and surface runoff due to malfunctioning sewage systems reported to be present
inthe neighborhood, This letter addresses results of recent tests performed on a sample obtained
at the southwest corner of 23367 Valdez Road on February 21, 1995

Sampling Procedure
‘The recent sample was collected by a Certified Engineering Geologist from our office using
approved handling techniques, The most recent water sample was collected at the southwest
corner of 23367 where seepage flows onto the ground surface from the annular space around a
white, p.v.c. pipe, The purpose of that pipe is unknown, Discharge from this area collects on the
surface and flows onto the roadway. The sample was collected by immersing a sterile sample
bottle into free flow. All testing was performed by Morning Star Laboratories. A description
and test results for this sample are included as sample Number 11 in Table I. Copies of lab
reports are attached
Discussion
Unlike earlier samples obtained in the Valdez Road arca, Sample 11 tests highly positive for both
E-Coli and coliform bacteria, This suggests a significant health risk, As note previously, earlier
test results indicated high E-Coli but low or nil coliform count. The apparent change, may be a
function of where the previous samples were taken, or indicate that failure of the septic system
may be periodic. Observation of the front yard suggests that the septic tank has a cover that may
be frequently removed for pumping, Failure to pump on a frequent schedule may result in highly
contaminated effluent flowing into the street. In any event, given that ponding from the sewage
system discharge is nearly constant in front of the residence at 23367 Valdez Road, in our
opinion, even one result positive for E-Col is cause for concern
Conclusions and Recommendations
In our opinion, the recent test results suggest a significant health hazard related to the sewage
effluent that accumulates on the roadway south of 23367 Veldez Road. A similar condition may
exist in front of 23408 Valdez Road where obvious greywater discharge and possible effluent
results in a constantly saturated ground and local ponding, We strongly recommend that the Los
Angeles County Health Department review this additional data and seriously consider taking
whatever steps necessary 10 ameliorate any health hazards. A field meeting should be scheduled
between representatives of the County Health Department, City of Calabasas and our office to
review the site conditions and discuss alternative solutions. This office cannot recommend
collection of effiuent and discharge into the storm drain system without a clear finding by County
Health that utilizing such a method will not create a potential downstream health hazard. The
contractor's construction schedule is such that this meeting should take place prior to March 9th,
