“It All Flows Into the Savannah” 2021 Storm Drain Mural Project

The Greater Augusta Arts Council, on behalf of the City of Augusta, GA is seeking artists to
design and paint sidewalk murals at 12 locations for the 2021 “It All Flows Into the Savannah”
Storm Drain Mural Project. The project is part of the City's education and outreach efforts to
raise awareness about storm water pollution.

Background: When it rains, storm water runs over pavement, sidewalks, and yards picking up
oil, litter, yard waste, chemicals, and other pollutants. The polluted storm water then flows
down storm drains and through storm water pipes which empty directly into our local creeks,
streams, and rivers without treatment. Storm drains can also become a hot spot for illicit
dumping – trash, grease, pet waste, paint, cigarettes, and more. These pollutants make their
way to the Savannah River, damaging the health of our waterways and adversely impacting
adjacent flora and fauna.

Locations/Size: Storm drains to be painted will be located in the Downtown Augusta area.
(See location listing at the end of this call.) Designs must cover the sidewalk area directly above
the storm drain and may extend to the street-facing mouth of raised drains, and a maximum of
one (1) foot into the roadway, per traffic safety rules. The area covered is dependent on the
roughly half-gallon of total paint provided. There are two exceptions: storm drains on the
Common’s internal streets should have a mural stretch between them. A site visit is
recommended.
Materials and Support Provided: Artists will be supplied with 5 brushes, a gallon of water,
small cups, and 16 oz. of paint each in 3 primary colors, black and white. The paint provided will
be specifically formulated to accommodate foot traffic in an outdoor setting, and may not be
substituted with lesser quality paint by the artist. The City will provide a pop-up tent for the
artist to work under.

Eligibility/Selection Criteria: The Storm Drain Mural Project is open to all local area artists of
all skill levels, including groups and students. If the artist(s) selected are younger than 18, they
will need to have a supervising adult when painting on site. Designs should be bold, original,
demonstrate strong artistic merit and address the themes of storm water pollution,
environmental protection, and local ecosystems. Artists are welcome to submit more than one
(1) design; there is no fee to apply.
When designing your artwork, you are encouraged to consider the following themes:
 Storm water Pollution: “It All Flows Into the Savannah”
 Environmental Protection: The importance of cleaner water and human stewardship
 Savannah River/Augusta Ecosystem: Local wildlife/habitat, natural beauty

Designs must also adhere to the following criteria:


 Use the attached template as a guide to propose design concepts. Be mindful that some
changes to your design may be required to accommodate the specific location.
 Each storm drain is a metal grate in the roadway, with a vertical “mouth” in the curb. The
area that may be painted extends 12” into the roadway, the 8” high mouth in the curb, and
the approximately 60”x60” sidewalk area that leads up to the edge of the sidewalk. The
total sidewalk area you choose to paint is dependent upon your imagination and the
approximately 96 total ounces of high-quality paint you will be provided. Please use the
template as a guide.
 Designs must be painted on the area surrounding the drain and must run to or incorporate
the drain.
 Designs may not contain any business promotions or advertisements.
 Designs may not include any breach of intellectual property, brands or trademarks, or
depictions of illegal activity.
 Designs may not incorporate any physical objects attached to the drains.
 Designs may not incorporate use of any outside paint other than what is provided for
quality and safety control and artwork longevity purposes.
 Designs must be public-friendly.
 Designs may include words appropriate to the themes.
 If the final design differs greatly from the proposed design, the City of Augusta-Richmond
County reserves the right to remove the artwork, and revoke payment for work as a breach
of agreement.

Greene Street, Augusta, GA 30901. Selected artists will be notified by March 30, 2021 and
storm drain murals must be painted by April 5, 2021. Artists will be provided with paint and
receive a $500 stipend for each mural painted.
The project is supported through a combination of City of Augusta Engineering Storm Water
Services Program funds and Georgia Council for the Arts project grant funds.

The Augusta Common locations:
For the drains on the internal streets of the Augusta Common, artists are encouraged to plan a
mural that would span between the two storm drains on the surface of the street. The
sidewalk area does not need to be included for these two locations. See the photo and diagram
below. A site visit is recommended.
