new and stricter regulations for handling and storing coal ash. The article thinks that this is
actually not very necessary while the professor thinks different. According to her, the new
regulations are absolutely needed and the reasons for this are in the following paragraphs.

The first reason given by the article who claims that there is no need for new regulation says there
are already regulations exist and using by companies. Coal ash producing companies must have
liner in their landfill and pond. However, the professor in the lecture states that it is true that they
already have liner in every new pond and landfill, but not they do not use in old ones. Old landfills
and ponds are causing significant damage. To be specific, there are lot of chemical things leaking
into ground water and polluting drinking water. To protect people's health, the new regulations
which instruct the companies to have liner in old ponds and landfills as well as in the new ones are
definitely needed.

Secondly, the article says that this new regulations may affect consumers. This will cause
consumers to be afraid of these coal ash recycled products and then buy less. According to the
professor, recycled products with stricter regulations do not mean that consumers are stopping
buying product. Take mercury for example. Mercury has been strictly regulated product for a long
time and it also has successful recycled products. While people do care about its danger, they are
still buying recycled products of mercury.

Last but not least, the article states that this will increase the cost for companies on disposal and
handling. Well, the professor acknowledges that it really increases the cost, around 50 billion
