Member Member ‘MINUTES OF THE 1724 MEETING OF THE BOARD OF ENGINEERS Date: 26.02.2018, Time: 4.00pm Item No.1 ‘TNRSP II - ICERS Cell Workshop ISAP 2017- Detailed presentation on action Plan During the ISAP workshop 2017 conducted by ICERS Cell’ on 14.12.2017 & 15.12.2017, the Additional Chief Sectetary to Government, Highways & Minor Ports Department assigned certain tasks regarding augmenting the capacity and developmient of Highways Department to some of the Engineers of Highways Department. The Engineers presented the proposals on various topics before the Board of Engineers. ‘The Board of Engineers discussed the proposals in detail. The Board of Engineers requested the engineers who presented the proposals, to fine tune the proposals and place the same in the forthcoming meeting of Board of Engineers. The details ef topics, Names of Engineers who presented the topics and observations of the Board of Engineers are detailed in Annexure. ‘Action: Superintending Engineer (#) ICERS Cell Item No.2 Reconstitution of Alignment Committee for finalizing the Alignments. ‘The Chief Engineer (H), Planning,, Designs’ & Investigation, the Chief Engineer (H), NABARD and Rural Roads and the Chief Engineer f Engineers for discussion and adoption, rrojects placed the above Agenda proposals: before the Board of ‘The Board of Engineers discussed and analyzed the proposal in ‘detail as follows: Prior to September 2008, the responsibility for approval of the alignment for any Highway work was vested with the concerned Superintending Engineer (H). Subsequently, as per the Chief Engineer (i), General Urgent Memo No. 37603/ Contracts 1 / 2008, dated 15.09.2008 and 19.11.2008, the Alignment Committee was constituted comprising of Superintending Engineers (H) & Divisional Engineer (H), Investigation. During the discussion, it is informed by the Chief Engineers that, since the Superintending Engineers (H) of all the wings are having busy schedules with their routine works, it is difficult to convene the Alignment Committee with more number . of Superintending Engineers at a particular scheduled time. This causes much delay in Alignment approval and due to that, the continuous processes of sub-soil exploration, Design, Estimation and Commencement of the project also gets delayed. Based on the above, the Board of Engineers decided to ‘approve the proposals as follows in respect of approval of the Alignment. 1. For Road works costing up to Rs.200 laichs and Minor Bridges The Divisional Engineer (H), Concerned wing and the Divisional Engineer (H), Investigation shall prepare the Alignment and the Superintending Engineer (Hl) concerned wing shall approve the Atignment. a. ‘The Divisional Engineer (#1) concerned wing and the Divisional Engineer (H), Investigation shall prepare the Alignment. a In respect of the works pertaining to all the wings except Construction & Maintenance wing, the Alignment shall be approved by. a committee comprising of Superintending Engineer (H) concerned wing and the Superintending Engineer (Hj, Construction & Maintenance of the respective Circle.
