Indian Sugar Exim Corporation Limited (ISEC), a premier sugar exporter of India, was
formed in 1969 by the two apex bodies of the sugar industry viz. National Federation of
Cooperative Sugar Factories Limited (NFCSF), and Indian Sugar Mills Association
(ISMA), representing the factories in cooperative and private sectors, for undertaking
export of sugar and its products, thus enjoying a representative character for Indian
sugar industry as a whole.

Mills Association which had been exporting sugar since 1957, it has the expertise
developed over 45 years. ISEC is also the only Indian exporter with membership of The
Refined Sugar Association, and The Sugar Association of London.

Formerly known as "Indian Sugar & General Industry Export Import Corporation
Limited", the name has since been changed to "Indian Sugar Exim Corporation
Limited."

ISEC was appointed by the Central Government as the Export Agency under The
Sugar Export Promotion Act 1958, w.e.f. 1st January 1970. ISEC has been
undertaking exports on behalf of the sugar industry. It has been making constant
endeavours to help the factories to improve quality of sugar to match international
standards.

The Sugar Export Promotion Act was repealed in 1997 and exports were placed under
OGL. However ISEC continued to be the largest exporter of sugar from India.

of London, World Sugar Research Organisation, London and World Association of
Beet & Cane Growers, France.

ISEC exported 410,000 mt. of sugar in 2002-03 or about one fourth of total exports
from India. ISEC imported 329,000 mt. of Raw Sugar for re-processing into white
sugr on behalf of the factories in 2004-05. Thus emerging as the largest importer. In

2006-07 ISEC exported , 354,000 mt. of sugar, retaining its position as the largest
exporter of sugar from India.

In 2007-08, it embarked upon large scale export of raw sugar, giving technical
assistance to the mills. It exported a total of about 900,000 mt. of sugar in 2007-08,
out of which about 700,000 mt. was Raw Sugar.

 ISEC's affairs are managed by a Committee of persons nominated by the two


apex bodies of the sugar industry. Thus the sugar mills have a direct say in its
policies and functioning.
 In 1991, ISEC initiated steps to establish India as a dependable source of quality
sugar. It organized an All India Technical Seminar to find ways and means to
improve the quality of Indian sugar to match international standards and
circulated the recommendations of the Seminar to all the sugar factories. As is a
result of this the Indian sugar factories have been able to produce sugar of 100

ICUMSA or below to meet the buyers' requirements, in place of normal
production with ICUMSA above 150.
 ISEC also switched over to packing in 50 kg bags as acceptable in the world
market and persuaded Government of Indian to permit packing export sugar in
50 kg polylined polypropylene bags as against the normal packing of 100 kg
bags.
 ISEC is offering the factories the best possible price for supply of export sugar,
matching with prevailing international market price and not charging anything
from the factories for its services. The administrative expenses involved in
exports are entirely borne by ISEC itself.

 Another achievement was the for the first time Indian white sugar was marketed
by ISEC for direct consumption in Europe while in the past Indian sugar shipped
to Europe was diverted to other destinations. In the year 2000, 10,000 MT was
exported in containers for direct consumption in the European countries.
 In keeping with the changing scenario of the world market, particularly in the
context of WTO, ISEC has played a very active role in creating "Global Alliance
for Sugar Trade Reform and Liberalisation", which aims at removal of distortion
in world market due to subsidies on domestic production and exports and tariff
barriers. ISEC along with sugar industries in 18 countries have constituted
themselves into the Global Sugar Alliance. The Alliance is constantly pursuing the

objective of achieving freer world trade in sugar through meetings and dialogues
at required quarters. As its goal, the Alliance has laid emphasis on immediate
withdrawal of export subsidies, followed by withdrawal of domestic support and
greater market access through reduction in high tariff protection.
 ISEC has been sending delegates to all important Sugar Conferences in the world
to uphold and safeguard the interest of not only India but also other developing
countries in Asia which play a very significant role in world sugar exports. The
last International Sugar Conference was held in India at the behest of the Indian
Government & ISEC and the arrangements made by ISEC to make the
Conference a success was very well appreciated by the ISO authorities.

shall be from NFCSF and in the next calendar year the Chairman shall represent NFCSF
and the Co-Chairman shall represent ISMA. Similarly, the Managing Director of NFCSF
and the Director General of ISMA acts as Member Secretary in alternate calendar years.

Over the years the sugar production fluctuated noticeably. During the
years of shortages India turned a net importer. Thus the overall
scenario has been that of marginal export of sugar. A High Powered
Committee was constituted to study the matter and after examining
 
the matter in depth, it recommended total liberalization of the sugar
sector to ensure steady and stable growth in production. Government
of India has accepted this recommendation and steps are being taken
in this direction.

almost midway (Latitude 18.54'N, longitude 72.49° along the West Coast of India and
is gifted with a natural harbour of about 180 sq. km providing for shipping throughout
the year. Mumbai Port has approximately 25% share of general cargo traffic & 36%
share of India's marine container traffic. There are three enclosed wet docks namely
Indira, Prince's and Victoria Docks.

 Indira Dock has an entrance lock 228.6 meters long and 30.5 meters wide,

Jawaharlal Nehru Port, the country's youngest and most modern ort, was commissioned
in 1989. JNP has been planned and constructed as "State-of-the-art" facility designed

bulk cargo. It was planned with a view to decongest Mumbai and serve as a hub port

Virtually every cane and sugar issue in the news has to do with sugar and cane prices. Price has been
the only thing that every party involved is concerned with. Since the government acts as the mediator

parties involved. In the last few years, both pre-season and post-season cane price announcements have
become a political issue. Since the private parties involved in the price-formulating system do not include
consumers or sugar-users, there are tendencies that the private parties ask for price raise, since this
would only benefit them. However, it becomes increasingly clear that a price hike is no longer sustainable.

Since the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), agricultural trade
liberalization has become a very significant issue. As a major agricultural exporting country, Thailand
stands to gain from agricultural liberalization, since most of the Thai agricultural products can compete in
the world market with little or no subsidy. Even in the case of sugar where the two-price policy could be
considered a certain kind of subsidy scheme, the rate of subsidy as such is relatively low, compared to
the agricultural subsidies received by farmers in the European Union (EU), the USA and Japan.

Thailand's competitiveness in agriculture has thus far been based on cheap labor cost and an abundant
land resource. The report noted that these two issues are not Thailand's strength any longer. Even

output of cane in each year is rather fluctuating due to the cultivating areas and the weather condition. All
these problems also directly affect to the income stability of the sugarcane planters as well as the
efficiency in utilizing mill capacity. The improper of cane harvesting and transportation is another problem,
which could damage the quality. Meanwhile, the shortage of good sugarcane varieties, disease and the
lack of research and development are also significant problem, which could hamper the efficiency of
production.

For sugar mills, the problem is the extensive capacity expansion that has brought factories to excessive
capacity and indebtedness. This is particularly the case of new mills that were equipped with state-of- the-
art technology. However, after internalizing the average cost of producing sugar from these new mills is
substantially higher than that from older and obsolete ones.

According to the report, sugar mills had easy access to credit until recently. The reason is sugar mills also
acted as intermediaries by obtaining loans from commercial banks to provide pre-season credit to
growers. Capital account deregulation in the early 1990s made it even easier to acquire cheap credit from
abroad, thus fueling rapid mill expansion. Some of these loans were also used to invest in other
businesses, including real estate. When the economic crisis hit in 1997 and the Thai Baht was floated in
early 1998, the amount of foreign debts doubled and many mills failed to repay their debts on schedule.

Then the commercial banks stopped providing loans to the mills, which, in turn, were unable to provide
the growers with pre-season credit. The government then asked the Bank for Agriculture and Agricultural
Cooperatives (BAAC) to provide pre-season credit to the growers for the 1998/99 season. Later the
BAAC agreed to the government's subsequent requests to provide pre-season credit for the 1999/00 and
2000/01 seasons. 

Besides having the BAAC provide the planters with pre-season credit, the Cane and Sugar Fund
borrowed and additional amount of 10,300 million baht from the BAAC to pay growers extra 100 baht per
ton cane for the 1998/99 and 1999/00 crop years to fulfill the government's promise. The Fund will have
to repay the BAAC in five years. At present, it uses the extra revenue from recent sugar price hike to
repay this debt. However, the report mentioned that only this revenue will not be sufficient to service the

The first revision of the world sugar balance by ISO for the current season 2010/11
puts world production at a record 168.955 mln tonnes, raw value, up 5.2% from the
last season. However, the revised projection represents a considerable
1.420 mlntonne downward correction of ISO’s initial assessment in August
2010. Worldconsumption is expected to grow at a rate still lower than the long-term
10 year average (2.03% and 2.59%, respectively). The lower growth is attributed to
record high prices in both the world market and, more importantly, domestic markets.
Even so, global use of sugar is expected to reach 167.669 mln tonnes. Therefore,

A sharp recovery in India’s output and an improvement of sugar production in China,
on the one hand, and considerable production shortfalls in Western and Eastern
Europe due to unfavourable weather conditions, on the other hand, have become the

Government has decided to make freesale release of sugar for each sugar factory on
quarterly basis, instead of monthly basis as is being done now. In other words, each

Government has also decided to allow sugar factories to sell upto 10% of its quarterly

credit limits sanctioned to them by the banks, sugar factories affected by natural
calamities, sick sugar facatories having BIFR sanctioned revival schemes, as per the
guidelines. The proceeds of such advance releases were to be utilized exclusively for
the payment of cane price dues of the farmers.

in year 2000 to 150 million in 2006. The highest sugar consumption per capita is found in Brazil (59

ethanol. In 2006-7, Thailand is expected to increase sugar exports by almost 30% due to larger
sugar cane crops. Although India has increased its sugar production by 12%, the Indian government
banned sugar exports until April 2007 as a way to constrain the rise of domestic sugar prices.

The European Union failed to meet its responsibilities under the Uruguay Round Agreement on
Agriculture. Consequently, the World Trade Organization now restricts the European Union’s
subsidized exports of sugar to about 1.4 million tons per year.
