COVID-19 Through the Implementation of Quality Education in La Paz Central


School: A Case Study

Abstract

This research study will focus on the implementation of quality education in La Paz
Central School to teachers/implementers as a response to the Corona Virus outbreak. This
study will use a single case study design which targets to produce a synthesis of
information that aims to be the basis of assuring quality education to La Paz Central
School beneficiaries of education - the learners amidst the sudden shift of its learning
modality from face-to-face instruction to the modular approach. The resulting analysis
and interpretation will provide a description of the modality’s feasibility and
effectiveness in instruction, quoting words and/or statements from its premiere
implementers - the teachers.
The outcome of this study is an account of experiences and insights that will serve as
a basis for ensuring beneficiaries a quality education in La Paz Central School. The
findings of this study will be analyzed carefully by the researcher. A survey questionnaire
will be made upon data gathering.
This study will apply a qualitative method with a focus on deeply understanding this
specific case on the effectiveness of modular learning in the implementation of quality
education learning modality in La Paz Central School to teachers/implementers. The goal
in conducting this study is to delve into the experiences and sentiments of the
implementers to ensure that quality service and instruction is continuously delivered to its
beneficiaries through this study’s empirical findings. Knowing such in this study that the
implementers will encourage the beneficiaries to make impossible things to be possible
by eradicating every hesitation and worry amidst the challenge that the world is facing
because of this pandemic. The implications for how these findings can impact the
beneficiaries and future beneficiaries will be discussed.

Executive Summary

La Paz Central School is one of the schools covered by the Division of Leyte which
is performing quality education for over years. Although pandemic occurred in these days,
I greatly value the motivation, teachers are showing on how they implement quality
education in a COVID-19 pandemic.
I decided that La Paz Central School teachers are my respondents since my problem
is about implementing quality education amidst the COVID-19 crisis, and I am an
aspiring elementary teacher, I wanted to know their experiences regarding teaching
learners in a traditional as well as in modular learning approach. And also it is my home
ground.
I used a qualitative survey questionnaire to gather data from teachers who are the
implementers in La Paz Central School to have a formal communication with them and
serve as a piece of evidence with my study. I listed their answers and analyzed them
carefully. And found out that they have these experiences, reactions, sentiments, and
insights regarding the alternative learning they are using which is the modular learning
approach - a form of distance learning that uses Self-Learning Modules (SLM’s) based
on the most essential learning competencies (MELCS) provided by DepEd.
Teachers have a great part in this kind of learning. They serve as a model to every
other teacher in other schools. As for teachers in La Paz Central school, I’ve observed
that they have patience at all times regardless of how bad the situations are, they use
strategies to be productive and effective, and they monitor and give clarifications to the
learners’ answers in modules through Messenger and texts or phone calls. They also
conduct home visitations. Some teachers spent their time contextualizing and printing
modules to meet deadlines. Although some teachers are resourceful and doing their best
to provide quality education amidst a crisis.
In this situation, the data that I have collected lead to a conclusion in which the
majority of the teachers are not in favor of this kind of learning in implementing quality
education but this is a reality in which education must continue using this as an
alternative. Thus, to have a good quality education, the educators still firmly preferred to
have face-to-face classes to have a good quality education.

Introduction

According to Nelson Mandela, "Education is the most powerful weapon which you
can use to change the world wherein it is the key to eliminate gender inequality, to
reduce poverty, to create a sustainable planet, to prevent needless deaths and illness,
and to foster peace."
Since access to education is no longer a problem, the Department of Education
(DepEd) will now change tack and focus on improving the quality of education. (Arcilla,
2020) According to Briones, “We believe that we should place our focus on quality
because our constitution is very clear that it doesn’t only talk about access to education
but also specifically states that quality education should be available,” “We want our
learners to learn differently, then our teachers will have to teach differently and they
will have to augment what they learned in college as to how to teach with children by
new ways and the only constant in education is changing.” she added. The more we
prepare our learners before going out to a world where practices and principles are
already different, then they will be in a better position to accept and look for
innovation." she said.
“I think the basic choice before us is this – COVID-19 will be with us for some
time, a year, and likely longer until a vaccine is found. We cannot afford to keep
schools closed for such a long time. It has a significant long-term impact on our
children. It inflicts a tremendous social and human cost. Studies have shown that it can
set students back for many years, even into adulthood. So we must try our best to save
the school year, this and the next one, by keeping schools open but safe,” Singapore
education minister Ong Ye Kung stated in his speech.
Today, the good quality of education is our biggest concern. While investing in
education has produced major gains in access to education, the evidence is clear that the
quality of our learning outcomes leaves much to be desired. In this regard, La Paz
Central School is one of the many schools that have to compromise the regular school
due to the pandemic is thriving for quality education.

Results and Discussion

The method/approach the teachers are using in implementing quality education is


modular learning- a form of distance learning that uses Self-Learning Modules (SLM)
based on the most essential learning competencies (MELCS) provide by DepEd.
According to the information that has been gathered through a qualitative survey
questionnaire with 30 respondents - the teachers of La Paz Central School describe what
quality education means and its characteristics. These are the descriptions of quality
education to the teachers: quality education does not show merely on good grades written
on papers but the good behavior that the child posses after schooling, seeing and
checking the learners’ activity sheets with their answers and learners showing their
interests in the different learning activity given to them, seeing the learners applying the
teachings and seeing them motivated and willing to study, there are quality teachers and a
supportive educational system as well. And here are the qualities of quality education to
them: teaching strategy education content, learning environment, school management, the
teacher and teaching methods, mastery of the learners of the skills/competencies taught,
able to apply what they learned in real-life situations, quality performance of the learners,
student-centered monitoring program, education must be accessible, teamwork
communication is honest, and parental involvement is shown.
There are advantages and disadvantages regarding this kind of learning approach, the
following advantages are: the safety of everyone, the time to answer the modules/flexible
time answering, read and reread the discussions on the module, increased adaptability of
instructional materials, less effort exerted since no learners were coming to school,
teachers are all focused in evaluation, flexible in the sense even the learners are at home,
they can proceed with their studies, parents, and learners have time with each other, it
saves time and energy, the activities are appropriate to the level of varied learners, less
pressure for teachers, self-pacing of learners, and make use of parents’ responsibilities.
While the disadvantages are the following: limits the opportunities to learn through the
guidance of teachers, no further discussions from the teacher, difficulty to maintain
learners’ interest, not sure if the learners are the ones answering the modules, difficulty to
determine/monitor the accurate performance of learners, the guardians are the ones
answering the modules/learning materials, no interaction with peers/learners, difficulty

getting immediate feedback, time constraints, learners find it difficult understanding their
lessons, causes laziness and loss motivation to study, less learning on the part of the
learners, too many modules can reduce performance, and not assured if the child is
learning.
There are common problems and needs of the school as well as the educators. The
following are the problems of this kind of learning: budget for printing materials, some of
the modules are answered by siblings and parents, teachers are the ones who
contextualized the Self-Learning Modules, it cannot answer the modules completed by
the learners due to its difficulty, without proper communication regarding on the
distribution and the retrieval of modules, some parents do not find time getting the
modules for their child and home facilitators that lacks in proper education to handle such
method of learning. And the needs are as follows: printing materials such as the supply of
bond papers, inks and printers, internet connection, and some teachers need a laptop.
This alternative learning can affect the emotional needs of the learners. They
tend to need guidance and motivation from parents and teachers to answer their modules.
Some learners are not interested in answering their modules and depend only on their
elders to answer them, especially in the lower grades. The learners are sometimes bored
in answering the modules every day because they only learn by themselves, and parents
are sometimes busy with their work. When learners don’t understand, they leave them
blank, especially if learners don’t have cellphones that they can use to call or text their
teachers. Some learners lack resources and family members to help them do all the tasks
given by the teachers. Some pupils cannot express their feelings that is why it affects the
learner’s mental health especially when it is time that activities come all at once. The
tendency is the child gets pressured together with their guardians. They don’t have time
to play because there is a duration to finish the module to be submitted on time and
having several modules to work on, the learners may feel tired if they cannot understand
some of the activities in a certain subject area, learners might become frustrated with
their modules.
The implementers are not in favor that the modular distance approach is an
effective method in implementing quality education due to some concerns. The modular
approach is just an alternative during this pandemic, and most parents are the ones

answering the modules. Some learners need the attention of their teachers to learn. There
is no assurance if the learners are answering the modules since these are done at home.
The teachers cannot monitor learner’s progress. The learners are having a hard time
answering their modules since parents sometimes lack knowledge about the lesson and
for teachers, face-to-face classes is an effective method because it is the best way of
learning, by experiencing it in a real classroom setting to see the learners’ needs and
problems come up with a solution of making them ways to learn/provide guidance and
assistance immediately. Thus, teachers can’t see a successful society through modular
approach because learners need to exercise the “learning by doing” and applying it face
to face will make them see what they wanted to become when the time comes on what
they want to pursue in life, considering that pupils are coming from different family
backgrounds. This approach cannot promise a successful society because the total
development of the learners is being nurtured and developed in school and there is less
that they can apply in real life and the society in general.

Above is a figure of thematic map analysis - used to analyze qualitative data from
user studies, such as interviews, focus groups, workshops, diary studies, or contextual
inquiries. The thematic map analysis approach is described for example in a paper
from Braun and Clarke (2008). The Nielsen Norman Group (NN/g) recently published an
article about thematic analysis as well, by Maria Rosala.
Based on the information gathered to the 30 respondents - the teachers. This map
has main theme which is the modular learning approach in La Paz Central School and
have sub-themes which are advantages, disadvantages, needs, problems, teacher’s
comments and emotional needs of learners and connected to another main them which is
quality education and its sub-themes which are characteristics and effectivity. This
thematic map was used to provide analysis to my qualitative survey questionnaire by
reading the questions and answers of the respondents then tally their answers and use
coding to make themes and arrive with this figure.

Proposed Solutions/Recommendations

Based on the topic discussed where the problems and needs of modular approach as an
alternative learning, the solution to the lack of printing materials such as inks, printers,
bond papers used by the educators are to have a petition to DepEd to request to have a
sufficient budget to provide the exact needs of the learners as well. By doing this,
educators will have a voice to speak on their part in this matter. And this is a must to be
heard by the government to do for an action.

“Health is wealth” as the old saying goes. Another solution for its effectiveness is to
maintain the health of our educators. Because they are the ones reaching out to the
families. Weekly or monthly, check on their health can be possible.DepEd recognizes

There should also be proper training of teachers to know the different strategies when
unwanted things happen. It can also be a good practice in their decision-making and
critical thinking.

Another solution is to have proper communication among teachers and guardians

As to home visitation, educators must monitor learner’s performance. The teachers

The educators must have continuous patience and understanding of our slow
government and hope for a positive result. Exactly, applying training to the endeavors

Conclusion

The study has discussed and gathered relevant information regarding the insights and
honest opinions of the educators. To sum it up, the educators do not fully agree with the
modular approach system of education. The main reason is that the learners cannot focus
well and let their parents answer their tasks. Eventually, they tend to be lazy.
Another obstacle to the educators is the materials needed for their self-learning
modules to hand to the learners. Educators and learners need to have a good bond with
the use of technology as well since educators stand as the second parent to them. Both
educator and learner must have a composed attitude to maintain a good relationship. And
have a balance to their given tasks.
Such that, educators must have proper training when handling unexpected
occurrences. They must remain vigilant and alert because the COVID-19 virus is still
around. It is not just only for the educators, but also the learners must be aware that in
times of crisis. They should not lose focus and always put in mind that education is still
the key to success. The government must have to produce a plan, to focus on giving the
learner's needs, especially in rural and remote areas.
A huge budget is a must. Printers, inks, bond papers, laptops, and other materials
must be distributed immediately to the schools to provide help to the educators. Since we
are here in the Philippines, hunger and poverty is a big problem. It is a huge reason that
cannot ignore the families affected by it. Great help it is that we hold Feeding Programs
in schools. By having this type of education, not all learners can able to receive the right
knowledge that they should be receiving because the parents tend to answer to the
activities instead of the learners.
Amidst this pandemic, it is still modular learning is not the best way to continue
education based on the survey conducted. We cannot deny that it is the only way to
continue this education in this time of crisis, but still not the best way to have a quality
education.
With regards to the opinions and comments of the educators. La Paz Central School
is still far from the said quality that the learners and the educators must be experiencing.
This method is not the best way for implementing quality education learning although, it
is good to use for a fast-learner and not for a slow learner. Since we are facing a crisis,

the modular approach is the best way of learning but not in implementing a quality
education. Lastly, we cannot ignore our health as well as our emotions. We must not let
our emotions control us. All of us need to be emotionally stable for us to make a move
and move forward.

Disadvantages are having an unstable internet connection or no internet access at all. The
disadvantages of modular are as follows. The student will have to spend a lot of time answering
their modules. Some may have difficulty answering the questions especially if they weren't able
to fully grasp the lesson. Also, some modules are not answered by the students but by their
parents or siblings. Some students just answer their modules for compliance and not for learning.
Flexible time
There is too much pressure for learners in answering the modules.
It saves time and energy but at the same time if not applied properly may cause laziness and it can
also become a big factor in losing motivation to study.

understand the lesson without the guide of the teachers like for example the parents of the

monitor students if their attention is in the class or not and students find it hard to focus in an
online class and has lower interaction and socializing with their co-students which is also needed
when you are a student.

Educators should be considerate if some of the requirements are not met. Not everyone has a
good internet connection

They are doing their job well. My respect for the educators is high and I hope they will have more
