“SITG INOCANDO”

I. SITUATION
What: Shooting Incident
Where: A.C Cortes St., Brgy Tipolo, Mandaue City, Cebu
When: At around 8:00 AM, April 21, 2022
Who: VICTIM: Ervin Dunhill INOCANDO
Suspects: 2 unidentified riding in tandem (At-Large)
How: On the aforementioned date, time and place, a shooting incident transpired where the
victim is identified as Ervin Dunhill Inocando, male, 29 years old, and a resident of Brgy. Tipolo, Madaue
City, Cebu. We acquired the report , a call from a banana vendor named alyas “BING-BING” near in the
crime scene.
Suspect 1. Wearing black long sleeve and black maong pants and black helmet
Suspect 2. Wearing black maong pants and black long sleeve

FACTS OF THE CASE:

On April 21, 2022 at about 8:00 AM The said victim named Mr. Ervin Dunhill Inocando while on
board his Suzuki S-Presso, orange in color, travelling along A.C Cortes St., Brgy. Tipolo, Mandaue City,
where there are 2 unidentified riding in tandem, wearing color black helmet, black jacket, maong pants
and using color red aerox motor cycle with unidentified plate number where the suspect shot him
several times on the vehicle of the victim. The said victim escaped at the right window of the vehicle and
run away but the 2 unidentified suspect riding on the said motorcycle towards him and continuously
shot the victim as the result of his death. After that incident, the 2 unidentified riding in tandem flew
away on the area.

II. MISSION. The main objective of this is to determine the cause of the incident. Specifically
this investigation aims to resolve the following issues;
1. To determine the facts of circumstances;
2. To determined the motive of the suspect to kill the victim
3. To gather the identity of the suspect
4. To gather evidence that related to the Unidentified suspect

III. EXECUTION/TASK

a. Concept of Investigation

The investigating team will conduct probe to achieve the intention of this investigation plan. To
consolidate and evaluate all investigative documents and reports submitted by the member and
investigators of “SITG INOCANDO” case.

b. Operational Plans:

i. Preparatory /Development Phase:

The prober shall ;

 1.Gather all documents and evidence and to look all reliable witness/es that could give vital
information’s relative to the identity of the perpetrators;

ii. Evaluation and Conclusion Phase

1. The investigative team shall evaluate based on testimonial and documentary evidences
gathered;
2. Determine the person/s liable for the untimely death of the victim and those others who are
responsible;
3. Appropriate criminal charges and or administrative cases will be filed if evidence is so
warrant.

c. Tasks:

The investigation team will be headed by Officer In-Charge of CIDG RFU 7 composed of the following ;

The Case Investigation Plan (CIPLAN) needs a budget allocation of fifty thousand pesos (Php 60,000.00)
for the conduct investigation for five (5) days break down as follows;

1. Travel Allowance Php 15,000.00

2. Food Allowance Php 15,000.00
3. Office Supplies to include the reproduction of documents Php 10,000.00
4. Informant Cost Php 10,000.00
5. Miscellaneous cost Php 5,000.00

- Provide investigation and control during the implementation of investigation
- Monitor closely the development and progress of the investigation

- Responsible for the investigative control iand supervision of the entire case investigation
- Consolidates and evaluates all information, prepare and submit reports

3. Case Investigators
- Conduct field investigations, interview, information, and related evidence gatherin
- Gather evidence to sustain the successful prosecution of the case
