SECTION 1 – COMPANY APPROACH
1. Introduction
COVID-19 is an unprecedented global health risk that can have a serious impact on how we do business. It is an extra-ordinary event
that has the possibility to threaten the wellbeing of our employees and other stakeholders and / or the integrity, performance and
reputation of the Company.
Coronaviruses (CoV) are a large family of viruses that cause illness ranging from the common cold to more severe diseases. A novel
coronavirus (COVID-19) is a new strain that has not been previously identified in humans.
In order to help limit the spread of this virus, we all have a personal responsibility. This includes limiting our travel and social interaction
and observing Protocols around handwashing and social spacing. If we’re in doubt about whether we should do something or go
somewhere and there's a potential to spread the virus, then we shouldn't do it or undertake the trip.
This global health risk requires out of the ordinary measures to respond, manage and recover from the symptoms of the virus – thus
demanding immediate action from the response team established too manage this risk.
This approach should also be read in conjunction with the specific risk assessment which addresses additional requirements with an
emphasis on projects, however applicable to all work locations.
Section 2 of this document needs to be completed by the work location (project / office / yard) and the requirements outlined
implemented without exception.

2. Scope
This document applies to all BAM International work locations, yards, offices etc. It is envisaged that this plan will go through multiple
revisions further to lessons learned, changes in legislation and best practice.

3. Key Points
 Where a case is confirmed and the employee has been in contact with personnel from the project – an investigation is
required, with a defined investigation team and all identified persons to self-isolate for 14 days.
 Covid Teams to be appointed on projects / work locations. These teams are expected to lead the actions in the event of a
confirmed or suspected case. Section 2 addresses the specific information related to the IKEA JGC Jakarta .
 If those identified persons display symptoms during this period, the employee to immediately seek medical assistance.
 HR to maintain contact with and track all cases plus provide a holistic overview to the CMT.
 Open communication must be in place between all stakeholders including subcontractors, client representatives and the
client.
 Only critical business visitors are permitted to attend the project and the BAM Questionnaire to be completed.
 NO SUBCONTRACTORS are permitted to mobilise on the project without all the deliverables in place including their Covid
plan and supporting records. This includes any organisation, irrespective of the manpower – ie – one engineer from a third
party must still go through the due process prior to being permitted to mobilise.
 Where a new subcontractor is mobilising on the project the following applies;
o If mobilising from a previously approved camp, an undertaking letter from the CEO / GM or the individual with the greatest
seniority in the organisation is required. This letter will give an undertaking including;
 No employee being brought to the project has displayed any symptoms of COVID-19 in the previous 14 days.
 No employee being brough to the project has been in contact with or worked at a location where a COVID-19
positive case existed in the previous 14 days.
o When mobilising from a Camp / accommodation which has not been approved, i.e – where due diligence has not been
completed on the company and their accommodation (generally in the case of a new camp) – it is required, in addition to
approval of all deliverables, that the employees isolate for 7 days prior to mobilising on site.

4. COVID-19 – Advice for Staff for all BAM work locations


COVID-19 is affecting people globally. At this point, we expect that the majority of people who become infected will experience a mild
illness and recover. It may be more severe for others – particularly the elderly or those with an underlying medical condition. All staff
are urged to take care of your health by doing the following:
 Wash your hands frequently
Regularly and thoroughly wash and clean your hands with soap or water of if this isn’t available an alcohol- based hand rub
or thoroughly wash them with.
 Maintain social distancing
Maintain at least 2 metres (6 feet) distance between yourself and others, especially anyone who is coughing or sneezing.
 Avoid touching eyes, nose and mouth
Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose
or mouth. From there, the virus can enter your body and can make you sick.
 Practice respiratory hygiene
Make sure you, and the people around you, follow good respiratory hygiene guidance. This means covering your mouth and
your nose with a tissue ideally or your bent elbow when you cough or sneeze. Then dispose of that tissue immediately.
 Stay informed and follow advice given by your healthcare provider and the updates / bulletins from our HR
Department.
Stay informed on the latest developments about COVID-19. Follow advice given by BAM and the respective health services
/ regulatory bodies in the country in which you reside.

5. Protection Measures for Persons
BAM International has issued a series of notifications that can be found on the company SharePoint site. Employees should also
follow the guidance in Section 4 above.
Employees are urged to stay at home (Self-Isolate) if you begin to feel unwell and exhibit symptoms of COVID-19 until you recover.
Why? Avoiding contact with others and visits to medical facilities will allow these facilities to operate more effectively and help protect
you and others from possible COVID – 19.
All employees who exhibit symptoms must contact their local HR representative for support / guidance. The figure below provides an
overview of the potential symptoms associated with Covid-19

Symptoms include a cough, shortness of breath, breathing difficulty and / or fever (high temperature). Other symptoms can include
severe headaches, sore throats, aches and pains.
Guidance on self – isolation – if you must self-isolate, follow the following guidelines;
 Stay at home, in a room with the window open
 Rest and drink plenty of fluids
 Keep away from others in your home as much as you can
 Call a doctor if your symptoms get worse
 Cover your coughs and sneezes using a tissue – ensure you clean your hands properly afterwards
 Do not share a towel with others
 Clean your room every day with a household cleaner or disinfectant
 Don’t use public transport
 Don’t have visitors to your home
If you develop symptoms of fever, cough or breathing difficulty, seek medical advice promptly as this may be due to respiratory
infection or other serious condition. Call in advance and tell your health care provider of any recent travel or contact with travelers to
high risk areas. Inform your HR manager or supervisor also.
Why? Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also help to
prevent possible spread of COVID -19 and other viruses.
In the event of a staff member contacting COVID-19 and he / she resides in self-accommodation, the HR department will maintain
regular contact and ensure that medical needs, food suppliers are sufficient. Additionally, where persons are suffering from stress
related symptoms, the HR department will ensure that counselling is available.

6. Electronic Forms of Communication


As COVID- 19 spreads globally, we need to consider different ways of communication and running our business in the short term.
All non-essential travel is curtailed immediately and until further notice. Any exceptional travel must be signed off by a main
board director (Eric van Zuthem / Wouter Remmelts)
BAM International is promoting the use of video conferencing, skype for business, Microsoft Teams, email and other forms of
electronic communication that do not require face to face interaction.

BAM International has established a COVID Management team at a Corporate Level. In addition, project / yard / office and other
BAM Location specific teams are in place. Refer to section 2 of this document.

There are several scenarios that may be present themselves. Detailed below are a range of the most commonly expected scenarios and actions that are required to be taken – both
at a project / yard and office location. Note – where project is defined in the table below, this can also mean an office / yard or any location where BAM International operates.

11. Immediate Actions in the event of a Covid-19 situation


When a situation develops or occurs at one of our locations in relation to COVID-19 – the points below describe some of the
immediate actions that need to be considered.
 Notification to take place as per Procedures for Office and Site Shut Down detailed in Section 9 above.
 Project Management Team declares a COVID issue has occurred at the site / office and communicates this clearly
to the Corporate Management Team.
 The CMT arranges a meeting with the project team to gain an understanding of the scenario and provide support /
guidance.

Investigation criteria;

Close contact – a person who has been in close proximity to the confirmed case of less than 2 meters for a period of more
than 15 minutes.

When investigating potential infected parties further to a confirmed case, only persons who have been in close contact with
the individual are required to self-isolate. If the identified persons develop any symptoms during this period, they should
immediately inform their line manager or Covid Team Leader as it is required that that person completes a COVID-19 test.

Only the person immediately in contact with the confirmed case shall be deemed as close contact. During the investigation, it
is envisaged that the lead investigator (Package Manager / Appointed Person) will review close contact for the previous 48
hours. However, this is wholly at the discretion of the investigator.

12. CMT Structure
The CMT is demonstrated in the figure opposite.

The Project Management team will ensure that adequate


resources are available as identified. CMT will consider adding
additional internal support to the projects if required.

13. Reporting
The Project Manager must keep an Issues Log list and ensure that a record of actions and decisions, observations are
maintained.
The below outlines the email notification that will be issued to all appointed persons daily should we have a suspected or
confirmed case. If a recipient (client / subcontractor / internal / client representative) feels there has been direct contact with
the suspected or confirmed case reported to them, please let us know immediately and ensure that the 14 day self-isolation
takes place and if symptoms are prevalent, that the individuals follow the local authorities guidelines for testing.

15. Location Specific Covid-19 Plan
This section of the document address site specific actions that must be undertaken to manage the risks associated with Covid-
19. The element of the plan needs to be maintained further to changes in local legal requirements plus updates / revisions
from the Corporate Office. This section is applicable to projects, offices, yards and all locations including camps that are under
the management of BAM International.
Covid-19 Task Force will be appointed to coordinate, manage and implement controls on IKEA JGC Jakarta Project as
regulated in local regulation. Appendix E explain Organizational Structure of Task Force in IKEA Project. The Task Force will
have to consist of Employer, Engineer, Contractor and Subcontractors.
BAM Covid Team leader is responsible for the implementation of the requirements outlined in this
document, including communication with both subcontractors, client and the BAM Corporate Office.

17. General Requirements

Office
Office requirements refers to all work locations where BAM International have manned offices.
 Social distancing to be maintained at all desks / in all offices. Personnel must stay in their own chair / at their own
desk and not sit in a colleague’s office / chair.
 All meetings must take plus using Microsoft teams, skype for business or equivalent.
 Offices must have a cleaning schedule using correct, effective cleaning agents. Cleaning schedules must take place
at least twice per day. All persons carrying out cleaning must be competent to do so.
 All persons in the office to receive training on the requirements related to hygiene, social distancing and the
stipulations outlined in this plan.
 Magazines and other papers to be removed from the office area.
 Hand sanitizers to be available throughout the office.
 Mess areas / pantries and other eating areas if used, must adhere to the 2-meter distancing requirements – it is
encouraged that personnel eat at their desks.
 A member of the management team will take ownership of the office and maintain records as applicable.
 For the IKEA JGC Project Mr Fridolin is responsible and accountable for the office and ensuring all measures are
implemented and recorded.

Project Requirements
 Sanitisation to take place on a daily basis throughout the project using approved cleaning agents and competent
persons.
 List of activities where works can take place whilst adhering to social distancing to be identified. Only these activities
are permitted to take place on the project.
 List of activities that cannot take place due to the 2 meter Covid Distancing requirements to be identified.
 Prior to access to the project or office – screening to be completed to ensure persons have no symptoms of a fever.
For this purpose, the template BMS-HSS-COVID-001, Covid Activity Assessment must be utilised. The assessment
will be completed by the subcontractor and reviewed by the applicable BAM International person. Where challenges
exist re: carryout out specific activities, robust measures must be implemented / documented as per the risk
assessment – following the hierarchy of controls.
 No simultaneous operations permitted to take place, including multiple subcontractors in the same area.
 Full time competent cleaning crews to be maintained in areas such as mess halls, toilets, smoking areas etc. Cleaning
crews to be empowered to reinforce social distancing requirements.
 Member of the management team to take ownership of the site Covid-19 preventative measures and maintain records
as required.
 Training may take place at the project site; however, it is envisaged that the numbers of persons trained will be
reduced due to distancing protocol.
 Site supervisors including engineers to constantly implement all distancing requirements and record all identified
non-conformities. Where a non-conformity is observed – further actions which may include disciplinary notifications
to take place.
 Machines and other equipment to be cleaned down and sterilised after each use.
 All deliveries to be managed. Delivery drivers to stay in their vehicles when on the project.
 All breaks / rest periods to be staggered to reduce the risk of cross contamination due to high numbers of workers.
 For the IKEA JGC Project Mr Fridolin is responsible and accountable for the implementation of Covid preventative
measures.

Transport
 Maximum 2 persons permitted in a car at any time – the figure below provides an overview of the permitted seating
arrangements.
 All personnel arriving on buses must maintain the distancing requirements – 2-meter rule.
 Special consideration when access / exiting a bus.
 All buses to be sterilised further to each journey – disinfection schedules to be in place.
 Posters and other relevant literature to be displayed strategically in the buses.
 For the IKEA JGC Project Mr Suripto is responsible and accountable for the implementation of the Covid
preventative measures for all forms of transport.

Accommodation (Camps)
 Specific Covid Plan required which will include;
o Cleaning schedules
o Dining facilities / cooking facilities restrictions – (single use plastic or paper / social distancing)
o Confirmation of the 2-meter rule for bedrooms
o Screening Equipment – confirmation (thermal / temperature)
o No. of isolation / quarantine rooms available v manpower in the camp.
o Details of medical support in the camp
o Educational programs including posters etc.
o If third party camp – confirmation of escalation program in the event of a suspected or confirmed case.
o Details of the investigation team (if third party)
o For the overall management of accommodation, including supply chain / subcontractors, Mr Ade Tedi and
Mr Harsya Pradhana (MEP) is responsible and accountable for the implementation and recording of all the
above.
o A register will be maintained of all housing for both BAM direct employees and subcontractors / supply chain.
This updated as required by the Support team member appointed to oversee accommodation.
o A list of approved and non-approved camps are required to be generated also.

Management of Visitors / Short Term Works
Visitors
Visitors – defined as persons coming to site and not permitted to carry out any physical activity. All visitors are obliged to
complete the visitor induction which includes a declaration on Covid-19. (Appendix D) All visitors must always be
accompanied by a staff member (Buddy) who has completed the project induction. Distancing must be maintained (2 meters)
during the visit. Visitor inductions are valid for 12 hours. The buddy must also sign the visitor induction.
Short Term Contracts;

Short term contracts are contractors that have low manpower or limited exposure on the project.
 Low Manpower = 10 or less workers
 Exposure Limits = non – routine work.

It is foreseen that there may be occasions where short term contracts / work activities are required to take place on the project.
Scenarios that need to be managed include personnel who work several days on the project, then demobilise and have to
return to complete their works at a later date (testing / commissioning, certification requirements, concrete pump trucks /
wagons etc)

In these occasions the following controls / checks need to be implemented.


Planning
 Undertaking letter requirements below, signed by the CEO / board director / GM or equivalent from that organisation.
o He / She has not been in contact with a person who has had a confirmed case of Covid-19 in the previous
14 days.
o He / She does not display any symptoms of COVID-19
o He / She will maintain the social distancing requirements whilst on the project (maintaining the 2m distancing
requirements)
o That he / she will wear all the PPE as outlined within the induction
o List of activities that are to be undertaken – recorded on the Covid activity assessment template. BMS-HSS-
COVID-001.
o Deliverables as mentioned in Appendix A, reviewed by the package manager.
o Supervisor who has been on the project for at least 3 months and has completed the project induction.
Execution
 Full induction to take place for the workers / supervisors – maintaining distancing requirements.
 Supervisor as mentioned above to attend the induction.
 Clearly demarked PPE (white coveralls possibly) to ensure that all workers / staff currently on the project are aware
of the potential risk.
 Separation / demarcation for all welfare including toilets / eating areas. It is envisaged that engineered controls may
be required.
 The activity(s) that the company / personnel are carrying out must not overlap / encroach permanent workers / staff.
Monitoring / Close out
 Supervisor to issue a daily report to the BAM package manager / Project HSS Manager and Corporate HSS Manager
on the performance from that day.
 Observations to be tracked on the SAFER System.

18. Management of Subcontractors (BAM)


This section details how BAM International will manage subcontractors internally. Section 18 describes the minimum
mandatory deliverables that must be received from all subcontractors prior to mobilising on site.
Each subcontractor will have an appointed person from BAM as a point of contact. This point of contact will be clearly
communicated to the subcontractor.
Minimum responsibilities of the subcontractor owner include;
 Ensuring all deliverables are received and approved by BAM prior to the subcontractor working / mobilising on site.
 Updating the subcontractor if there is a confirmed or suspected case on the project, at the office etc.
 Assessing the quality of the deliverables and, where not to standard – coordinating with the subcontractor to ensure
the criteria are met.
 Overseeing all work activities for the subcontractor and ensuring only critical activities take place where distancing
can be maintained.
 Maintaining regular communication with the subcontractor.
 Ensuring that all records are reviewed on a weekly basis including cleaning schedules, transportation, work activities
etc.
Where subcontractors are non-compliant to the requirements outlined in Section 2 of this document, immediate actions will
be taken by the subcontractor owner including disciplinary, suspension of works, Safety violation report to be issued etc.

Where a new subcontractor is mobilising on the project the following applies;
o If mobilising from a previously approved camp, an undertaking letter from the CEO / GM or the individual with the
greatest seniority in the organisation is required. This letter will give an undertaking letter which will include;
 No employee being brought to the project has displayed any symptoms of COVID-19 in the previous 14
days.
 No employee being brough to the project has been in contact with or worked at a location where a COVID-
19 positive case existed in the previous 14 days.
o When mobilising from a Camp / accommodation which has not been approved, i.e – where due diligence has not
been completed on the company and their accommodation (generally in the case of a new camp) – it is required,
in addition to approval of all deliverables, that the employees isolate for 7 days prior to mobilising on site.

19. Subcontractor Obligations


Each subcontractor must appoint one senior manager to effectively liaise with BAM International. Subcontractors are required
to comply with all the elements outlined in section 16 above including accommodation, project activities and transport.
In the event of a new subcontractor mobilising on the project, the employees of the said subcontractor are required to isolate
in an approved camp (where all the deliverables have been received / approved by BAM) prior to mobilising.
All subcontractors must in advance inform the project of proposed new workers to the project that require an induction. There
may be occasions that the mobilisation date will be pushed out due to restrictions on training / induction numbers.
In the event of a confirmed case amongst the subcontractor staff / workers, the appointed senior manager will be a part of the
investigation team.
The subcontractor is obliged to report all confirmed and suspected cases to the Covid Team Leader, additionally, the Covid
Team leader will inform the subcontractor appointed person of suspected or confirmed cases within a reasonable time period.

21. Emergency Response / EVAC
This section will be applicable to remote projects or locations where there is a lack of medical support. Clear primary and
secondary plans are required to ensure that in the event of a serious incident or occupational illness such as COVID-19
– that mechanisms are in place to transfer the employee to an acceptable medical facility.
If there is a confirmed case of COVID-19, Ministry of Health Operation Center will be contacted. Emergency contact

22. Violation
Disciplinary measures are a last resort on IKEA JGC Project to retrain personnel who non-conform during execution of
IKEA COVID Plan. However, when considered necessary by PSM, disciplinary action will be taken where non-compliance
are persistent or of a serious nature.
Any breach in COVID Plan will be treated as HSS violation and follow procedure as regulated in Project HSS Plan. COVID
Team leader can issue further details of disciplinary measures such as fines / imposing payment delay. All disciplinary
action related to COVID must be recorded and documented following Project HSS Plan.

Appendix A - Summary of deliverables for subcontractors
The below is the minimum requirements that need to be received, verified and subsequently maintained for all subcontractors
working on the project. All deliverables must be reviewed, approved and subsequently monitored / maintained for the duration
of the subcontractor works on the project.

the required records are received, reviewed and filed in a controlled manner.

NO SUBCONTRACTOR IS PERMITTED ON SITE WITHOUT HAVING ISSUED ALL OF THE ABOVE


AND THE DELIVERABLES SUBSEQUENTLY APPROVED BY THE PACKAGE MANAGER /
APPOINTED PERSON. IMMEDIATE ACTIONS WILL BE TAKEN BY BAM INTERNATIONAL IN THE
EVENT THIS PROTOCOL IS NOT FOLLOWED

Appendix B – Management of Visitors
Wherever possible, visitors are encouraged not to come to the project / location. Where a visitor is required to attend the
project / office a site-specific visitor induction will take place and will include the following;

Declaration from the visitor which will include the following;

 He / She has not been in contact with a person who has had a confirmed case of Covid-19 in the previous 14 days.
 He / She does not display any symptoms of COVID-19
 He / She will maintain the social distancing requirements whilst on the project and will not separate from the member
of BAM Staff accompanying the visitor (whilst maintaining the 2m distancing requirements)
 That he / she will wear all the PPE as outlined within the Visitor induction template.
 That he / she will not carry out any work on the project.
 Also included will be the reasons for the visit plus duration. The visitor is required to sign off on the induction and a
disclaimer stating that all the information provided is true.

be utilised. Where legal / contractual requirements impact the criteria outlined in this plan, the legal / contractual will take
