Good Governance

Good governance is a way of measuring how public institutions conduct public affairs and

manage public resources in a preferred way. Governance is "the process of decision-making and

the process by which decisions are implemented (or not implemented)". The concept of "good

governance" thus emerges as a model to compare ineffective economies or political bodies with

viable economies and political bodies. The concept centers on the responsibility of governments

and governing bodies to meet the needs of the masses as opposed to select groups in society.

Because countries often described as "most successful" are liberal democratic states,

concentrated in Europe and the Americas, good governance standards often measure other state

institutions against these states. Aid organizations and the authorities of developed countries

often will focus the meaning of "good governance" to a set of requirements that conform to the

organization's agenda, making "good governance" imply many different things in many different

contexts. The opposite of good governance, as a concept, is bad governance.

Nepal, officially the Federal Democratic Republic of Nepal, is a sovereign country in South

Asia. Develop Nepal as an inclusive democratic country: Inclusive democracy is a form of social

organization which re-integrates society with economy, polity and nature. Historically, Nepal has

been ruled by the Monarchy system under the Shah King Rulers for 240 years till 2008. Hence,

the governance system had been mainly centralized, which is more characterized by a dominance

of singular ethnicity, ‘exclusive’ character of national army, ethnic centric ruling elites in the

state organs, and narrow sense of nationalism. Hence, all these characters are again transcended

into the major political parties despite Nepal is a Federal Democratic Republic since 2008. In

fact, the character of a major political party represents a miniature version of the nation in any

country! That way, it’s highly unlikely I could ever be elected as the Prime Minister of Nepal as

I hail from an ethnic Madhesi-Tribal (of Mithila civilization).

Hence, I would make my most effort to create a decentralized state promoting diversity

inclusion, participation and power sharing among the marginalized communities. Unless the state

is inclusive in power sharing, there will always be a feeling and resentment of sub nationalism

(different versions of nationality, patriotism, etc.) between the dominant rulers and the

marginalized ones.

Khadga Prasad Sharma Oli, more commonly known as K. P. Sharma Oli, is a Nepalese politician

and the current Prime Minister of Nepal.

If I were the prime minister of Nepal, my main focus would be towards good governance. I

would work for the better transparency and accountability. There are many political parties in

Nepal. My motive would be to make the goal of the parties same even with their different

opinions. The goal would be stable government and development of Nepal. Other few things I

would work towards are;

1. Appoint right person in right position. I'll deal with political pressure and other

constraints. Allow them to work in their full capacity. I don't have knowledge about all

matters. I'll continuously encourage and support them.

2. My government will pass bill for forced/compulsory education. Every child has to study

up to higher secondary level. State will try it best to help them.

3. Entrepreneurship will be supported and promoted. Policies and law will be supportive

for entrepreneurs. Government and administration will act as facilitator and catalyst.

Hydro, tourism and agriculture will be promoted.

4. There will be rule of law. State would be governed according to constitution and laws.

Nobody will be above law and nobody will be below. Corruption and irregularities will

not be bear any more. Government will always carry a big stick and will use it, if

necessary.

5. I'll try to be every Nepalese prime minister. Try my best to make every citizen feel that

state and government think and care for them. I definitely want to develop feeling on

people that government is here to serve them but not rule them. They are the master.

They can question and argue on our doing. We'll entertain their appropriate demand. But,

no more than that. There will be no more “Nepal bandha”.

6. I'll try to develop state and nation concurrently. I'll try to develop same old feel good

factors of Nepal. Nepalese will be patriotic towards nation instead of any party, race or

community. But I don't have any idea how to do this.

7. Work on Survival Oriented Nature of Cabinet, Corruption, Social Economic Ethnic

disharmony, Weak State Capacity and Political Disparities.

8. Recruit and encourage ethnic Madhesi and Tribal communities into

a. the Nepal Army, other security organs, and intelligence agencies

b. the Foreign Services (diplomatic missions)

c. Civil Administrations

9. Strengthen the Federal Democratic Republic system in Nepal

10. Create center of cultural studies of languages, religion, culture, arts of various

communities

In order to assure good governance in a country with weak state capacity like Nepal, it needs a

strong political will to make social political and economic reforms. Economic disparities and

social inequalities are taken as the main cause of decade long civil war. So, I would make sure

the government focuses on the development works, economic programs and encourage

awareness programs to overcome social stereotypes, stigmas and superstitions. While doing so,

the religious, ethnic and cultural aspects should be taken in high consideration.
