Laws of Las Comunas territory

Little Havana and the greater territory of Las Comunas is dedicated to the liberation of
the proletariat, and accompanying this goal- a fair and equal society.

(1) ​Expectations of the State


The socialist state of Las Comunas is expected to provide for the citizens of Little Havana and
the greater Las Comunas territories. If the Workers Council fails to fulfill these expectations,
then the citizens can call for a recall of the council (see the constitution for this process).

A. Provide Food
B. Provide Basic Resources (stone, wood, metal, tools, >list more<)
C. Proving housing, or a place to build
D. Provide medicine (At least bandages)
E. Provide work opportunities for the people
F. Provide BP/Crafting Services (To a reasonable degree)? (Public workbenches,
repair benches and research stations).

(2) ​General Laws

A. Give to your ability.


All Citizens of Little Havana and the greater Las Comunas area are
expected to provide a portion of their farmed materials to the State
(Excess Materials, or those requested by the Quartermaster General).
These resources will be redistributed through the State and Community
warehouses to ensure that all Citizens receive access to the things they
need (these items are explained in the ‘Expectations of the State’)

B. Take ​only​ to your need.


Citizens will have access to the Community warehouse, and through
application to the council can apply for large amounts of resources for
state projects. Under this agreement, Citizens should take only what they
need​ at the time from these warehouses. Hoarding and stealing
(especially selling goods from the warehouses to others) will be punished
by the courts.
C. No Unlicensed property
(see building laws)
All Buildings on Las Comunas territory require planning permission.

D. No Private Means of Production


(The Means of Production must be harnessed for the good of the worker)

eg; a factory/farm with a large output being owned by an individual ​and​ not
contributing produce and/or scrap to the state would be considered a private
means of production.

(Licenses and tariffs for industry will be at the discretion of the Commissar for
Agriculture and Quartermaster General as applicable)

E. No Murder
Problems can be resolved through the courts (and RP), not through bullets.

F. No unholstered weapons within town borders.

G. Non-Proletarian revolutionary action is punishable by death.


(Counter-Revolution, Coup’s, Counter Insurgency, Treason etc.)

H. No Thievery
The Standard punishment for theft is a forced repayment equal to 3x the value
stolen. Extenuating circumstances such as repeat offending or theft from the
state may result in harsher penalties, up to expulsion from Havana.

I. The killing of Horses is Illegal.


(a) - You can kill one /only/ if it is stuck.
(b) - If it's being ridden by an enemy combatant

(3) ​Building Laws


A. All Buildings both within Little Havana and the surrounding tiles must receive
planning permission from the housing authority before construction can begin.
This will often include limits on building footprint, height, and other factors. Any
construction that exceeds or violates the conditions of it’s permit is liable to be
demolished at the owner's expense without warning.

B. All defensive structures requested to be constructed by the Commissar of the


People’s Militia must be approved by a majority vote within the Workers Council
before construction begins. (the same voting ratio as voting to change Laws
applies)

C. No External High Walls​ (unless explicit permission is granted by the housing


authority)

D. No External Turrets ​(unless explicit permission is granted by the housing


authority)

E. All citizens must have both a sign with their name, and a postbox accessible on
their building.

F. Communes can be established on Las Comunas territories with both consent


from the state and planning permission from the housing authority. Once
established the Commune can self govern themselves within their walls; provided
a percentage of Produce and Scrap is paid to the state (If these are supplied, the
commune will be supplied produce it lacks under the ‘Expectations of the State’
Laws). Official agreements will need to be drawn out by the Commune and the
Workers Council before the Commune is established.

(4) ​Electoral Laws

A. The Workers Council position “Chair of the Workers Council” is limited to two (2)
consecutive terms of office (a total of 8 days including voting time). An individual
who this law applies to can be re-elected to the position of Chairperson after ​not
filling it for at least one (1) term.

B. Bribery is illegal
(5)​ Wartime Laws
(These laws are only triggered once the faction is at war)

A. Night time curfews will be enforced from sunset, till sunrise.

B. (Online) town members can be freely conscripted by the Marshall of the


people’s Militia (or other council members) to defend the town during an
attack.

C. Increased authority for the Marshall of the People's Militia to make


decisions without the rest of the council

D. Relaxation of the "Guns out in town law" for people who have been
conscripted into the Town Militia.

E. Ban on Supply Drops inside the town
