A black market often termed as an underground economy or shadow market, is a secret

market or series of transactions that has some aspect of illegality or is characterized by

some form of noncompliant behavior with an institutional set of accords.

These underground economies

are omnipresent, existing in market oriented as well as in centrally planned nations, be they

developed or developing. Those engaged in underground activities circumvent, escape or

are excluded from the institutional system of rules, rights, regulations and enforcement

penalties that govern formal agents engaged in production and exchange.

Researchers have warned that counterfeit and substandard medicines are associated with tens of
thousands of deaths, with young children in poorer countries being particularly affected. The analysis,
published by the The American Society of Tropical Medicine and Hygiene (ASTMH), calls attention also
to the economic impact of the black market trade in pharmaceutical products, blaming poor-quality
drugs for “an annual economic toll of up to $200 billion.

The kingdom of Saudi arabia is strictly against the working of such black markets and has been working
towards its eradication over the past 3 decades.

A report in the Journal of Diabetes Science and Technology found that a lack of access and affordability
— as well as altruism — are why people with chronic illnesses are using the black market. In some cases,
people have had to go to extreme measures and find a network that can supply their healthcare needs,
this encouraged various organizations such as Europol to tackle the root of the problems that is
insufficient access to healthcare, According to studies, American and European physicians have spoken
up about the unofficial dilemma the blackmarket sector provides and that had led to campaigns to solve
this issue which further led to campaigns through the bigger scheme of things that is the ups and downs
of both private and public healthcare.

This resolution produced by the delegates of Saudi arabia and luxembourg proposes a strict set of
solutions, primarily targeting the background of the issue as well as its roots in order to attain future
achievements.

The resolution covers all aspects of the issue and clearly states its possible solutions. Clause 2 & 3 works
towards eradicating the fraud and forgery by the healthcare providers and and enhancing the working of
laboratories and the healthcare workers. Clause 4 works towards identifying and capturing the illegal
pharmaceutical materials originating from black markets through increased vigilance over exports and
imports of said goods. Clause 5 states way through which the cost of such medicinal goods can be
reduced so as to increase its availability to all sections of the society whereas the clause 6 calls for
assistance from the UN in providing assistance to effectively prevent and eradicate organ
trafficking.clause 7 calls for an increases in monitoring of internet trading whereas clause 8 works
towards providing awareness to the public regarding the issue of drugs and other psychotropic
substances and Clause 1,9 and 10 are self explanatory. As The resolution covers all aspects of the issue
and clearly states its possible solutions the delegate of Saudi arabia believes that this resolution should
be passed.

Any and all amendments to this resolution in the good will of achieving bigger peace by solving the issue
will be appreciated.
