A terrorist attack on APS led the national think tank to come up with new aggressive national strategy. Wheres National Security Policy 2014 pointed out the broad policy and reforms in national state institutions. A need for National comprehensive plan was felt which results in National Action Plan (NAP). National action plan proposed 20 points agenda for countering terrorism and extremism. National Action Plan was prepared under the umbrella of NACTA, Ministry of Interior and other state stakeholders. National action plan approved on 24 December 2014 from National Assembly of Pakistan. NACTA was assigned with duties of monitoring body of National action plan. Following are the agenda points of National Action Plan: 1. Death sentence to those who convicted in case of terrorism. 2. Special trial courts under supervision of army for period of 2 years. 3. Militant outfits and armed gangs will be not allowed to operate in the country 4. Anti-terrorism institutions, NACTA will be strengthen. 5. Strict action against the literature, newspapers and magazines promoting hatred, extremism, sectarianism and intolerance, 6. Chocking financing for terrorist and terrorist organizations. 7. Ensuring against re-emergence of proscribed organizations. 8. _ Establishing and deploying a counter-terrorism force. 9. Taking effective steps against religious prosecution. 10. Registration and regulation of religious seminars. 11. Banon glorification of terrorist and terrorist organizations through print and electronic media. 12. Administrative and development reforms in FATA with immediate focus on repatriation of IDPs. pa Communication network of terrorist will be dismantled completely. 14. Measures against abuse of internet and social media for terrorism. 15. Zero tolerance for militancy in Punjab. 16. Ongoing operation in Karachi will be taken to its logical ends. 17. Baluchistan Govt. to be fully empowered for political reconciliation with complete ownership with all stakeholders. 18. Dealing firmly with sectarian terrorist. 19. Formulation of comprehensive policy to deal with the issues of afghan refugees, beginning with the registration of all refugees. 20, — Revamping and reforming the criminal justice system. Prime Minister of Pakistan directed Ministry of Interior to design and implement a national monitoring mechanism to implement Nation Action Plan. Policy Triangle Model ‘A system which translates the policy ideas into actual policies which are to be implemented to have desired effect. It may include Systematic factor (have impact on solution) * Situational factor (transient condition that have impact on policy) * Structural factor (unchanging element of society) * Exogenous factor (level of interdependence/sovereignty) 2. Policy Content: what is policy mainly about. 3. Policy Process: how the policy brought forwarded and implemented. Systematic of policy making (Problem identification, policy formulation, implementation and evaluation). Actors: who engage in policy making (individuals, groups, institutions) Process Actor Context Content Policy triangle model have four basic components which are directly or indirectly related to each other. Policy model revolves around the actors who decide the direction of policy in keeping in view the context and content to establish a process. It is the true essence of policy triangle model to revolve around problem / issue. Actors are the individual, group or institution who participate in the process from beginning to end. In National Action Plan case, actors were NACTA, Ministry of Interior, Federal Govt. Provincial Govt. and Security institutions who assigned the responsibility of thorough coordination in designing and implementation of National Action Plan. These institutions are the true custodian of plan to be implemented in true letter and spirit. Context of the scenario prevails was the incident of Army public school attack. Which give rise to @ situation of uncertainty and aggression among nation. It may also be linked to the terrorism and extremism prevailed before APS attack. But this incident tumed the stones around and forced the national think tank to come out with national comprehensive plan. Context of the National Action Plan covers Situational factor as well as exogenous factor as well. Because nation considered it an attack on sovereignty. It needs to be a strong response to get nation pride on solid stone. Content of the plan based on the agenda set by the actors / contributor to handle the situation arose after APS attack. Different policy guidelines were developed and finalized to address the terrorism and extremism on front foot. In this regard the first response team of Prime Minister and stakeholders established agenda to cater the situation in long run. To initiate a due process, following measures are developed the aim of the National Action Plan, Was to revitalize the institution of National Counter Terrorism Authority but satisfactory results was not according to expectations. A budget of Rs. 1,643 M was allocated in 2017/2018 to fulfill human resource requirement. Similarly, an establishment of an effective JID (joint intelligence directorate) which was not materialized. Pakistan has taken practical setups to check terror financing which includes, © Setting up of national task force on chocking financing of terrorism. A coordinating body of over 20 federal and provincial organizations to combat terrorism. * Effective regulation of branchless / internet banking. * Establishment of counter Financing of terrorism units in all provincial counter terrorism departments. * CFT made an integral part of provincial investigation. © Monitoring of movement of persons under 4” schedule of Anti-Terrorism Act 1997 and of money to effectively combat money laundering & terrorism financing.
