SCoPE 441 General This Specification provides @ procedure for the hycrotest of new and repairedireconstructed atmospheric storage tanks. ‘This document deserbes procedures for testing of new tanks that have been buit in ‘accordance withthe requirements of API STD 650, and testing of existing tanks that have been repairedlreconstructed in accordance withthe requirements of API STD 653, ‘This document is intended to be used as a general specification across the Company for the testing of atmospheric storage tanks. For specific project data, the Owners Responsible Engineer shall provide the information requested in Appendix A, at the end Of this document, ‘Alternative testing in accordance with API STO 650 shall be permited only when practical ‘access to waler is not available. The Owner's Responsible Engineer and Project Manager shall authorize the use of alternative testing on a project specific bass. PURPOSE ‘The primary purpose ofthe hydrostatic test for atmospheric storage tanks is to confiem the ‘overall integrity ofthe tank and particularly the integrity of the shell ‘Additionally, the test wil ‘8. The work areas shall be designated “fenced off” or “outside the operating plant’ ‘These areas shall iit the mobilly of personnel that wil be alowed into the immediate rea surrounding the tanks during the test. Requirements for work permits shall be tscussed during the safety pre-job meeting b. Only personnel approved by the Contractor to perform the test and by the Owner's Representative to supervise or support, shall be alowed to stay in designated "fenced off areas during the test. The Contractor shall develop a site tank hydrotest emergency response plan. Such plan shall be reviewed and approved by the Owner prior to commencing with the hydrotest, fh. The Contractor shall develop a Job Safety Analysis (JSA). Such analysis shall be reviewed and approved by the Owner or Owner's Representative prior to testing of any tank in accordance wit the approved project requirements, |. Source of Water Unless otherwise specified, the Owner will determine the source of water and will ensure that enough water is available forthe test. ‘Sources of water include nearby rivers, lakes and related facies. Sea or brine water shall not be used as a test medium unless it has been approved by the ‘Owmer. For carbon and low-lloy steel tanks, the tank metal temperature during hycrostatc testing shall not be colder than the design metal temperature. Equipment and piping used to transfer the water from the source to the discharge point ‘ust be adequate for the test conditions considering pump power, suction and discharge Tine size, temporary supports and controls ‘When aluminum or stainless steel floating roofs are used, the requirements of API STD 650, H.6 6.3 and 8.4.10 shall be complied with, in order to prevent severe piting, cracking or rusting. Installation ‘Alor all ines, pumps and instruments are connected, the Owners Representative must futharize the system to be energized to start filing the water transfer line. At this point, the test valves on the inlet to the tanks shall be closed so the system can be gradually pressurized in order to confirm that there are no leaks inthe water transfer lne(s). ‘Once it has been confirmed that there are no leaks in the transfer line, the tank vale(s) may be opened and the water transfer into the tank can commence. The Contractor has obtained approval in wing from the Owner to perform a hydrotest na previously coated tank. . The tank Manufacturer has completed altemative testing to the shell portion of the tank to be coated prior to coating application. Alternative testing shall be in accordance with that specified in the API STD 650. ©. Alter the hydrotest hes been completed and the tank has been drained and cleaned, the Manufacturer will conduct a visual inspection to the coated areas to ensure that no damage has occurred, f any repairs are necessary they shall be completed prio 10 filing the tank with product 44.2 External Painting During normal project execution, external tank painting shall only be performed ater the hydrostatic testing has been completed. If approved, however, by the Owner, external tank painting may be applied to the tank prior to hydotest under the folowing conditions: ‘2. Temperature shel be monitored by instaling temperature inccators on the shel nozzles designated for thermovell connections. Calton must be exersed fo prevent the water temperature fom dropping below 0° (52°). Water level and temperature shall be monitored frequently during the test. This shall be accomplished by visually inspecting the floating roof and the seals at each holding point while sottlement reaginga are takion. All other nozzles designated for process use shall be left prepared for bolt up of the extemal piping. age 16 0124 ‘Specification for Tank © Hydrotest roo) TransCanada General Date: 07 Apr 2008 5.4 Floatation Testing of the Floating Roof ‘Tanks constructed with elther an EFR or an IFR shall be given @ floatation test in ‘accordance with the requirements ofthe API STD 650, Appendices C or H, respectively Unless otherwise directed by the Owner, ths testis a mandatory requirement that shall be ‘completed even ifthe tank is not hydrotested. In most cases water shall be used as the {est medium, although for some type of IFRs, product can be used Instead of water. Uniess the tank is not to be hydrotested, the floatation test shall be performed while the tankis being filed with water for the hydrostatic test, as follows: 5.4.1. Floatation Test of an EFR. ‘The EFR shal be given a floatation test while the tank is being filed with water, During the test, the upperside ofthe roof shall be examined for leaks. The appearance of a wet spat ‘on the deck shall constitute evidence of leakage. In order to conduct the test, the Contractor shal fl the tank to a lovelsulfiient fr the root to float. At this level, the filing operation shall be stopped and the Owner's Field Representative and tho tank Manufacturer's Representative wil inspect all the welds on the roo, searching for leaks, excessive deformation or areas with unusual damping. IW any indications of leaks are found, the tank Manufacturer shall identify the problem ‘areas and repair them accordingly. Once the repair of all areas is finished, visual Inspection shall be carried out to confirm that no more leaks are present. Onoe confirmed, testing may commence. 5.42. Floatation Test of an IFR “The folowing internal floating roofs shall be given a floatation test with water: ‘8, Metalic Pan Type 'b. Metalic Open-Top Bulk Headed Type «c. Full-Contact Metalic Pontoon Type 4, Metalic Double-Deck Type, and Hybrid Type. ‘The folowing intemal floating roots shal be given a floatation test with water or product, at the option of the Owner: ‘8, Non-Full-Gontact Met lic Pontoon Type Pago 17 of24 Specification for Tank oO Hydrotest Rev.0 TransCanada General Date: 07 Apr 2008, b. Metalic Sandwich-Panel/Composite Type During this test, the roof and all accessible compartments shall be checked to confirm that they are free from leaks. The appearance of a damp spot on the upper side of the part in Ccantact withthe liquid shal be considered evidena of leakage, During inital fil the IFR shall be checked to confirm that it travels freely to its fll height, The peripheral seal shall be checked for proper operation throughout the entire travel of the intemal floating root Inoxder to conduct the test, the Contractor shall fil the tank to a level sufficient fr the root to float. At this level, the filing operation shall be stopped and the Owner's Field Representative and the tank Manufacturer's Representative shall inspect all the welds or joints in the root, searching for leaks, excessive deformation or areas with unusual damping If any indications of leaks are found, the Tank Manufacturer shall identify the problem ‘reas and repair them accordingly. Once the repair of all areas is finished, visual inspection shall be carried out to confirm that no more leaks are present. Once confirmed, testing may commence, 5.5 Water Disposal The tank Manufacturer shall confim adequate venting of the tank prior to water discharge, ‘A back-up pump unit complete with intemal suction piping directed to the tank sump. ‘complete with a dedicated temporary discharge pipeline back to tha water source, ora {temporary by-pass arrangement on the main fil ine near the water pump, shall be set up {or emergency dain in case ofa leak, foundation falure or floating roof meunction. 5.6 Water Testing and Permits Uniess otherwise specitied in the “Project Specific Requirements, the Owner wil furnish all necessary permits for ebtaining water and for water disposal and wil eneure that the tscharge point meets the conditions required by the appropriate authorities in terms of regulatory and system capacity limits ‘The Contractor shall be responsible forall water analysis and testing. Water testing pxior toremoving water from the source shall be completed and a water sample obtained, Priot tocisposal, the water shall be inspected, tested and confirmed contaminant-free, ‘The Contractor shall obtain approval from the Owner or from the Owner's representative prior to removing water from the source before hydotesting and prior to disposal of any water during or after the test has been completed Page 18.0126 ‘Spocification for Tank O Hydrotest Rev.0 ‘TransCanada Generel Date: 07 Ape 2000, 6 DOCUMENTATION ‘Al settlement measurements and hycrotest conditions, including date, source of water, (uaiy of water, water temperature, test pressure, holding times, maximum test level and the test results ‘shall be recorded in a formal test report as complated and submitted by ‘the Contractor within 24 hours of the test or a otherwise specified by the Owner. ‘The Contractor shall supply copies of the test report in accordance with the project pectic vendor documentation requirements, “The Owner will maintain a copy of the test report on site for future reference, while other copies wil be filed wit the project records and document control as necessary. ‘A hydrostatic test certificate shall also be completed by the tank Manufacturer. An ‘example of a hydrostatic test certificate is included in Appendix C.
