IRR 1.0 EVENT BACKGROUND

IRR 1.1 Annual Regional Sports Fest is a non-academic interprovincial


competition of NFJPIA - R4 that promotes unity & solidarity among the
members of the organization. This event stimulates utmost
sportsmanship, camaraderie and brings refreshments from the academic
pressure through online platforms.

IRR 2.0 OBJECTIVES

IRR 2.1 To build comradeship and establish a unified NFJPIA – Region IV.

IRR 2.2 To showcase the talents, skills, and competencies of each participant
online and to be able to increase the interest of Region - IV JPIANs in
nonacademic competitions.

IRR 2.3 To promote leadership, stability and meaningful social development


through diverse activities and programs in online platforms.

IRR 3.0 COMPOSITION

IRR 3.1 The Non-Academic Events in the Regional Sports Fest shall comprise of
the following events:

IRR 4.0 GENERAL MECHANICS

IRR 4.1 Board of judges/referees/officials shall be selected by the Regional


Executive Officers and shall have the appropriate credentials to judge a
particular event. The board of judges shall be independent in fact, and in
appearance, thus, shall not be directly or closely related to any Local
Council to maintain the integrity of the competitions.

IRR 4.2 The board of judges/referees/officials has the sole and exclusive authority
to clear or answer any protest/clarification related to the judging of a
particular event raised by the contestants. The decision of the board of
judges/referees/officials is final and irrevocable.

IRR 4.3 All concerns, clarifications, complaints, or questions must be addressed


directly to the Regional Vice President for Non- Academics and his
standing (appointed) after the competition. Any concerns, clarifications,
complaints, or questions raised to any Regional Council officer other than
the Liaison Officer shall not be entertained.

IRR 4.4 A player can only join one game. Failure to comply with this requirement
shall disqualify the player to join in both events.

IRR 4.5 Participants are advised to be at the designated virtual platforms of


competition 30 minutes before the time schedule.

IRR 4.6 Participants, who are late 15 minutes after the start of the competition,
shall be automatically disqualified.

IRR 4.7 The requirements shall be submitted on or before February 28, 2021
through r4vpnonacademics.nfjpia2021@gmail.com.
IRR 4.7.1 Duly accomplished Master list of Participants including
the participants’ new SILAYAG JPIA Number;

In cases the participant/s has no SILAYAG JPIA Number yet,


the participants shall inform the Regional Vice President for
Membership.

If the participant/s cannot acquire his/her new SILAYAG


JPIA Number, he/she will use his/her TALA JPIA Number.

IRR 4.7.2 Registration Form/ Enrollment Form/ Assessment Form/


Schedule of Class for the current term or any proof that
he/she is currently enrolled; and
IRR 4.7.3 Scanned Copy of school I.D.

IRR 4.8 Additional requirements shall be submitted for the paired candidate who
will be joining the Mr. and Ms. Sports Fest 2021. (See IRR 5.4)

IRR 4.9 Draw lots for every game will be conducted a week before the event by
the Non-Academics Department.

IRR 4.10 There would be a “bye” system for every odd number of participants.

IRR 4.11 The event shall compromise of the following:

IRR 5.0 MR. AND MS. SPORTSFEST 2021

IRR 5.1 In pursuant to the Annual Regional Sports Fest, this competition shall be
known as “Mr. and Ms. Sports Fest 2021.”

IRR 5.2 Mr. and Ms. Sports Fest 2021 is a pageant competition in celebration of
the Annual Regional Sports Fest. This will showcase JPIANs inherent
beauty and elegance with immense strength.

IRR 5.3 Every local chapter shall send a pair, comprising a male and a female
candidate.

IRR 5.4 Participants may take part only when the following prerequisites are
sufficed:
IRR 5.4.1 He/she is a bona fide member of the National Federation
Junior Philippine Institute of Accountants Region IV for the
Federation Year 2020-2021.

IRR 5.4.2 Fully accomplished bio-data

IRR 5.5 Contestants will be showcasing themselves in a picture wearing their


sports attire.

IRR 5.5.1 Whole Body

IRR 5.5.2 Half Body

IRR 5.5.3 In Action

IRR 5.6 Candidates will be judged individually and separate from their partner.

IRR 5.7 For People’s Choice Award, each candidate needs to gather heart reacts
on their photos to be uploaded on NFJPIA-R4 Facebook Page.

IRR 5.8 The candidate with the highest number of hearts reacts will get the 20%
of our criteria for the said event.

IRR 5.9 The succeeding candidates will get their corresponding percentages
computed using the highest number of hearts reacts as basis for the
computation even if the minimum requirement is met or not.

IRR 5.10 The winner will be titled as Mr. and Ms. Sports Fest 2021 and will receive
an e-certificate.

IRR 5.11 Runner-ups will receive e-certificates.

IRR 5.12 The Criteria for judging are as follows:

IRR 6.0 MOBILE LEGENDS

IRR 6.1 PLAYER REQUIREMENTS

IRR 6.1.1 This is open to all the bona fide members of the NFJPIA F.Y.
2020 - 2021. Each participating team should consist of five (5)
members and at least one (1) substitute player.

IRR 6.1.2 Players are not allowed to join more than 1 team.

IRR 6.1.3 The act of registering for this tournament implies full acceptance
of all terms, conditions, rules, and regulations stated, in its
entirety.

IRR 6.1.4 Each participant should provide their own mobile or android
phones and it should be installed with the game Mobile Legends:
Bang Bang.

IRR 6.2 TEAM NAMES, TEAM TAGS, and PLAYER NAMES

IRR 6.2.1 Team Names may include upper-case letters, lower-case


letters, numbers 0-9, underscores, or single spaces between
words only. Team Names must not exceed 12 characters
including spaces.

IRR 6.2.2 Teams will be permitted 1 team name tag in front of each
player’s Hero Name. These tags must be upper-case letters or
numbers 0- 9 only. Team tags must not exceed 4 characters.
Example: ABC
IRR 6.2.3 Heroes Names may include upper-case letters, lower-case
letters, numbers 0-9, underscores, or single spaces between
words only. Player Names must not exceed 12 characters
including spaces. No additional special characters will be
allowed for team names, player Names, or tags. Player Names
and Team Names must not contain vulgarities or obscenities;
MLBB hero derivatives or other similar character names; or
derivatives of products or services that may create confusion.

IRR 6.2.4 All Team Tags, Team Names, and Player Names must be
approved by organizer officials in advance of use in play.

IRR 6.2.5 Name changes are not allowed except under certain
circumstances but must be approved by organizer officials prior
to use in a match.

IRR 6.2.6 Organizer officials have the ability to deny a team name if it
does not reflect the professional standards sought by the
organizer and the team will be required to change their name.

IRR 6.3 TOURNAMENT RULES

IRR 6.3.1 Teams will be competing in a single elimination bracket, best of


one (1).

IRR 6.3.2 From 4 teams, teams will be competing in a single elimination


of best of three (3). Tournament schedule will be published.

IRR 6.3.3 Matches will proceed as indicated in the Bracket Schedule.


Matchmaking shall be done by means of Draw Lots to determine
the matchup between the participating teams.

IRR 6.3.4 Teams are expected to be in the game stage and in-game lobby
at the designated time. There is only a maximum of 10 minutes
waiting period.
IRR 6.3.5 If one team is not ready at the designated time, their opponent
is awarded a default win.

IRR 6.3.6 Teams may not remake matches.

IRR 6.3 GENERAL CONDUCT

IRR 6.3.1 Players will conduct themselves with sportsmanship and in a


reasonable manner, maintaining a friendly and polite spectator,
competitors and to other participants of the event.

IRR 6.3.2 Players will refrain from the use of vulgar language during the
entire competition. All rules of conduct also apply to chatting
through the game console.

IRR 6.3.3 Players are expected to compete in a professional manner.


Throwing a match, halting play without cause, or showing a
flagrant lack of effort will be construed as a violation of player
conduct, and will result in match penalties, forfeit and
disqualification from the tournament.

IRR 6.3.4 The facilitator has the right to apply penalties, disqualify and
dismiss any registered player from the tournament, at their
discretion, at any stage of the tournament, for any reason, with
no prior warning to the players.

IRR 6.3.5 Cheating is a violation and will lead to penalties according to


degree for all conspirators.

Examples of cheating include, but are not limited to: Ghosting,


Account Sharing, Piloting.

IRR 6.4 IN-GAME RULES

IRR 6.4.1 The application to be used is Mobile Legends: Bang Bang


(Developer: Moonton).
IRR 6.4.2 The game mode used is Custom Game: Draft Mode.

IRR 6.4.3 The first team to destroy the opposing team’s Base wins.

IRR 6.4.4 If any player disconnects during a match, the game will be
paused. The disconnected players are required to reconnect as
soon as possible.

IRR 6.4.5 In the case of a server crash, the game can be continued from
newly draft.

IRR 6.5 PENALTIES

IRR 6.5.1 Upon discovery of any Team Member committing any violations
of the rules listed above, the officials may issue the following
penalties:

First Offense: Verbal Warning

Second Offense: Default of ongoing and/or upcoming match of


the team

Third Offense: Disqualification

IRR 7.0 CALL OF DUTY

IRR 7.1 PLAYER REQUIREMENTS

IRR 7.1.1 This is open to all the bona fide members of the NFJPIA F.Y.
2020 - 2021. Each participating team should consist a minimum
of five (5) members and at least 1-2 substitute player/s.

IRR 7.1.2 Players are not allowed to join more than 1 team.

Mobile Private).

IRR 7.5.2 The game mode used is Custom Game: Private Match.

IRR 7.5.3 The first team to have many kills, wins.

IRR 7.5.4 If any player disconnects during a match, the game continues.
The disconnected players are required to reconnect as soon as
possible.

IRR 7.5.5 In the case of a server crash, the game can be continued from
newly draft.

IRR 7.6 PENALTIES

IRR 7.6.1 Upon discovery of any Team Member committing any


violations of the rules listed above, the officials may issue the
penalties:

Second Offense: Default of ongoing or upcoming match of
the team
Third Offense: Disqualification
IRR 8.0 AMONG US

IRR 8.1 Each local chapter may send 1 participant in a game (mix).

IRR 8.2 The single player must survive the game whether he or she is a crewmate
or impostor in order for them to move to the next game.

IRR 8.3 There will be one Regional Officer inside the game for monitoring
purposes. He/she cannot do tasks if he/she is a crewmate nor kill when
he/she is the impostor. His/her playing name would be “NFJPIA-R4”.

IRR 8.4 Schedules of games will be published 2 days before the event proper.

IRR 8.5 The sequence of the player will be determined in the sequence of
submission of applications.

IRR 8.6 Once they meet the 10 participants in the end, we will proceed to finals.

IRR 8.7 The players who will win the last round will be the declared as winners.

IRR 9.0 ONLINE CHESS

IRR 9.1 The application to be used for online chess will be announced at a later
date.

IRR 9.2 Participants will be meet by the Non-Academics Department of NFJPIA-


R4 for the instructions, rules, and pointing system of the said application.

IRR 9.3 The participant who will win against all the other players will be the
Champion.

IRR 9.4 The Champion and non-winners will receive e-certificates.


IRR 10.0 ONLINE WORD FACTORY

IRR 10.1 The application to be used for online word factory will be announced at a
later date.

IRR 10.2 Participants will be meet by the Non-Academics Department of NFJPIA-


R4 for the instructions, rules, and pointing system of the said application.

IRR 10.3 The top 3 earning the highest score will be the winners: 1st Place, 2nd Place,
and 3rd Place, respectively.

IRR 10.4 The winners will receive e-certificates.

IRR 11.0 ONLINE SCRABBLE

IRR 11.1 The application to be used for online scrabble will be announced at a later
date.

IRR 11.2 Participants will be meet by the Non-Academics Department of NFJPIA-


R4 for the instructions, rules, and pointing system of the said application.

IRR 11.3 The top 3 earning the highest score will be the winners: 1st Place, 2nd Place,
and 3rd Place, respectively.

IRR 11.4 The winners will receive e-certificates.

IRR 12.0 ONLINE GAME OF THE GENERALS

IRR 12.1 The application to be used for online scrabble will be announced at a later
date.

IRR 12.2 Participants will be meet by the Non-Academics Department of NFJPIA-


R4 for the instructions, rules, and pointing system of the said application.
IRR 12.3 The player who will win against all the other players will be the Champion.

IRR 12.4 The Champion and non-winners will receive e-certificates.

IRR 13.0 ENFORCEMENT OF IMPLEMENTING RULES AND REGULATIONS

IRR 13.1 It shall be the primary duty of the Regional Vice President for Non-
Academic and the Council to effectively enforce the provisions of this
Implementing Rules and Regulations. The Regional Vice President for
Non-Academics and the Council have the sole right to interpret the
contents of this Implementing Rules and Regulations and their decision
shall be binding and irrevocable.

IRR 13.2 The Regional Consultants shall act as legal advisers of the Regional Vice
President for Non-Academics and the Council. They shall render legal
assistance as may be necessary in carrying out the provisions of this
Implementing Rules and Regulations.

IRR 14.0 AMENDMENTS AND REVISIONS

IRR 14.1 The Council shall be vested with the exclusive power to amend or
supplement this Implementing Rules and Regulations.

IRR 14.2 Any amendments to or revisions to this Implementing Rules and


Regulations may be proposed by any member of any local chapter upon
a written request of such member, stating the reasons thereto.

IRR 14.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for
Non-Academics attested by the Regional Consultants and then forwarded
to the Executive Officers for discussion, editing and final approval.
IRR 14.4 The Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Vice President for
Non-Academics, which are deemed unnecessary. The final decision on any
inclusions and exclusions to this Implementing Rules and Regulations must
be determined by a majority vote of all Executive Officers in which the
Regional Vice President for Non- Academics is included.

IRR 14.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will be
communicated to stakeholders at least two (2) weeks before it could take
effect.

IRR 15.0 SEPARABILITY CLAUSE

IRR 15.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment
shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been rendered.

IRR 16.0 REPEALING CLAUSE

IRR 16.1 Any rule and regulation or resolution or part/s thereof inconsistent with
the provisions of this Implementing Rules and Regulations are hereby
repealed or modified accordingly.

IRR 17.0 EFFECTIVITY

IRR 17.1 This Implementing Rules and Regulations shall take effect immediately
after its presentation and approval from the Region IV Executive Board
Meeting.
