Hand over success rate (HOSR);

 The purpose of handover is to ensure the call continuity, improve the speech quality, and reduce
the cross interference in the network, thus providing better services for the subscribers.

 Success ratio of handover is the ratio of the total number of successful handovers to the total
number of handover requests.

 This KPI directly affects the user experience and is one of the most significant KPI’s for the
telecom operator.

 If HOSR will be good, TCH drop will also be less.

 If Handover success rate degrades call drop rate will take place.

 Formula for calculating HOSR is

Handover Success Rate = HOVERSUC / HOVERCNT * 100

HOVERSUC: Number of successful handover to the neighboring cell.

HOVERCNT: Number of Handover Commands sent to the MS.

Reasons for HOSR;


 Improper Neighbor planning.
 CO-BCCH and BSIC issues in Neighbor definition.
 Parameter Check.
 LAC boundary.
 Overshoot.
 Low Coverage
 Wrong HO Synchronization.
 Non Symmetrical (One Way Neighbors).
 Adjacencies Discrepancies.
 High TCH Congestion.
 Missing Frequencies on Active State of BA List.
 Creation of unwanted far of Neighbors with Low Signal Strength.
 Abis failure.
 BTS Hardware Issues.
Solutions for removal of HOSR;
1. Conduct Drive Test to find the real issues for HO and check layer 3 messages for HO failure.

2. Perform neighbor retuning.

3. Avoid CO-BCCH-BSIC neighbors.

4. Avoid extra neighbors.

5. Delete long distance neighbors.

6. Check neighbors are defined form both ends.

7. If there are HO failure is high then delete and recreate neighbors.

8. When neighbors are far away then chances of HO failure increases. In this case ping-pong HI
takes place by which HO fail takes place. So if the inter- neighbor distance is high then delete
those neighbors.

9. Check LAC boundary and define proper LAC in neighbor cells.
