BACKGROUND The Philippine Social Security Sysiem (SSS) is a stato-run pension fund that provides social security protection to workers in the private sector for the lest sixty (60) years. Reflective of its mission and vision of vieble, universal, equitable and world class servic the SSS is continually expanding its operations end geographical reach throughout the country and abroad to be able to cater to increasing number of members. Due to this, it is compelled to undertake organizational restructuring which is designed to address the expansive growth and diverse operations of the SSS. The SSS Calamba Building, in the effort of catching up with the continuous growth of ‘membership end expansion of services, plans to utilize the roof deck as an edcitional office space for the use of both the employees and members. PROJECT OBJECTIVES The general odjectives of the project are 3.1 Perform the necessary field investigations to determine the actual condition of the building and obtain necessary design data. 3.2 To dovolop deteiled engineering design for the Proposed Expansion of SSS Celamba Building based on SSS approved standards and requirements, National Building Code, National Structural Code of the Philippines, and other applicable provisions, standarcs, and practices in Structural Engineering 33 To prepare detailed siructurel plans including design analysis and comoutations, cost estimates, technical specifications, and other necessary documents needed. 4. PROCUREMENT OF SERVICES The SSS will engage an Structural Engineering Consulting Firm with at least five (5) years of experience in the field of structural engineering design, structural investigation and evaluation of buildings that includes design of new buildings (conventional and post. tensioned concrete), as well as strengthening/retofitting of existing buildings of at least fiveTERMS OF REFERENCE Consultancy Services for the Structural Design of SSS Calamba Building iS (6) storey. The Consultant will provide a core team of experienced and competent technical personnel. The Consultant shall be responsible in all his recommendations, designs, specifications, and other documents related to the scope of services and during the conduet of the structural design of the expansion area of the building, Hiring of the Consultant shall be made through negotiated procurement-small value procurement following the IRR of RAQ184. 5. SCOPE OF SERVICES 5.1 Detailed Structural Engineering and Design 5.1.1. The Consultant shall conduct site inspection to assess the site and ascertain existing conditions and other requirements that may impact the structural design for the proposed expansion. 5.1.2 The Consultant shall coordinate with SSS the design of the proposed expansion of the building with regards to the architectural and other engineering disciples thet may affect the structural design. 5.1.3. The Consultant shall prepare detailed structural design plans and drawings for the proposed exoansion of SSS Calamba Building thet is compliant to the current provisions of the latest edition of the National Building Code, National Structural Code of the Philippines and applicable laws and standards. 5.1.4 The Consultants shall conduct design analysis and computations, including the preparation of plans, specifications, cost estimates and work schedule for the structural design cf the proposed expansion, 5.1.5 The Consultant shall provide support services during Construction of the Project to ensure that his/her design is followed by the Contractox. 6. DELIVERABLES/SUBMITTALS 6.1 Detailed Structural Engineering and Design The following are the documents that wil be prepared and submitted by the Consultant: 6.1.1 Seven (7) sets of complete structural engineering plans end drawings signed and sealed by Structural Engineer, to include the following structural drawings as may be required in the project: a. The deployment of these personnel shall be necessary in accordance with the project, requirements and with the prior approval of the SSS, The Consultant must ensure that all of Its key personnel Is a registered SSS members, The corresponding SSS Registration Number of each key personnel should be Indicated In the CV, Consultant's personnel who are not registered with the Social Security System will not be rated during Evaluation of Technical Proposal.TERMS OF REFERENCE Consultancy Services for the Structural Design of SSS Calamba Building Sy PROJECT DURATION 8.1 The project duration for the Structural Design is forty-five (45) calendar days for the preparation of the plans, estimates, specifications and other documents required. A detailed schedule of work and activity plan shall be prepared and submitted together with the Consultant's Proposal APPROVED BUDGET FOR THE CONTRACT 9.1 The approved budget for the contract is Three Hundred Fifty Thousand Pesos {P350,000.00) for the whole contract duration. 10. RESPONSIBILITIES OF THE CONSULTANT 10.1 The Consultant shall be solidarily liable with the Contractor and/or Sub-contractor, for any and all damages caused as a result of acts or omissions of the latter that violate the Contract of Documents and which were approved by the Consultant without the knowledge and consent af the SSS. 10.2 The Consultant shall pay the amount equivalent to One Tenth of One Percent (1/10 of 1%) of the total Sorvice Fee as Liquideted Damages for each calendar day of delay or refusal to perform its obligation under the Contract Agreement in addition to the actual loss or damages which the SSS may prove. Such amount shall be deducted from any money due or which may become due to the Consultant or collected ‘rom the Performance Security posted by the Consultant, whichever is more convenient to the SSS 10.3. ff the Consultant shall violate any of the Terms and Conditions of the Contract Agreement or shall neglect to perform any of their work, duties, functions, tesponsibilties or obligations stipulated therein, or for any other causes shall not carry the tasks in acceptable manner and by reason thereof, the SSS suffers damage and losses, the Consultant shall be assessed a penalty in the amount equivalent to Ten Percent (10%) of the total Service Fee in addition to the actual loss or damages as determined/proven by SSS. 10.4 The Consultant shall hold the SSS free from all claims, liabilities, losses and suits arising from error in design, error in plans and other errors relative to its services. 11, INSTITUTIONAL ARRANGEMENT 11.1, lf required, the SSS shall assign a temporary workstation or working area for the Consultant relative to the rendering of support services during the conduct of the structural investigation 11.2.
