3. JOB PURPOSE:

Develop contracts related to all works and service requirement in the Company; recommends suitable sources
and proposes appropriate contracting strategies.

Coordinate with and advise Users on various contractual and commercial matters in the field. Evaluate
claims/requests for contract variations and conduct regular follow-up until closeout of contract file.

4. KEY ACCOUNTABILITIES
Contracts Administration:
 Develops contracting strategy. Review and liaise with User Div/Dept in respect to scope of work/service,
schedule and tendering, change order, etc., type of contract (EPC, EPCM, etc.) and method of
compensation (lump sum, unit rates, cost plus, etc.); etc.
 Recommends prequalification criteria when selecting bidders deciding whether to draw names from the
registered consultants and contractors or to carry out a further prequalification exercise.
 Controls the prequalification of bidders ensuring proper coordination with User Div/Dept, proper
registration, relevant experience, correct capability and willingness of contractors, etc.
 Prepares and follow-up the process of obtaining bidders list & strategy approval ensuring proper
distribution of opportunities among the registered contractors and applying judgment to match
requirements of the specific jobs with the capabilities of the proposed bidders.
 Prepares tender documents after ensuring completeness and clarity of scope and specification of works
and services from technical, legal, financial and contractual viewpoints.
 Coordinate with user Div/Dept all Tenderer requests for clarifications and the issuance of Tender
Bulletins and later Tender Clarifications.
 Coordinates the transfer of Technical copies of bids and oversees the technical evaluation thereof
ensure integrity of tendering procedure and original scope.
 Ensures the finalization of the technical evaluation prior to deciding to open the Commercial bids of the
technically acceptable bidders.
 Leads Company negotiation team with bidders as per Delegation of Authority.
 Controls the techno-commercial evaluation of bids from financial, contractual and technical points of
view, and evaluates the winner among the bidders. Prepare and obtain approval of the Award
Recommendation Report.

 Prepares and follow-up the issuance of Fax of Award and oversees the preparation and execution of
the agreement document ensuring all criteria of award are included, such as proper approval, contract
price, schedule, bank guarantee and insurance, etc.
 Provides the annual commitment plans and schedules to meet user Div/Dept contracting requirements
and actively engage in the implementation of the same. Ensures cost effectiveness and on time service
position.
 Reviews the performance of contractors and reports to Contracts Manager on his/her findings.
 Participates, as required, in the Evaluation Committee meetings on prequalification of
contractors/consultants.
 Interprets contractual obligations. Liaises with Finance Division and Corporate Planning, Internal Audit
and Legal on matters relating to such contracts.
 Advises on all commercial and contractual aspects pertaining to variation/change order packages.
 Reviews claims, evaluates them in the light of contractual obligations and advises on appropriate steps
to be taken.

Supervision
 Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
 Train developees on relevant skills to enable them to become proficient on the job and deliver the
respective section objectives.
Budget
 Provide input for preparation of the Department budgets and assist in the implementation of the
approved Budget and work plans to deliver Section objectives.
 Investigate and highlight any significant variances to support effective performance and cost control.

support execution of the Department’s work programs in line with Company and International standards.

 Identify improvements in internal processes against best practices in pursuit of greater efficiency in line

guidelines in line with international standards, best Code of Practices.

 Provide inputs required for the preparation of Department MIS and progress reports.

6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:


Minimum Qualification
 Bachelor’s degree in any Engineering discipline or equivalent Professional Qualification.
Minimum Experience & Knowledge & Skills
 5 or more years of experience in preparation of tenders and contracts, within a large industrial
organization, preferably in the Oil and Gas industry.
 Technical understanding of building, reviewing and finalising various contracts and tendering process
 Sound understanding of commercial management principles with technical knowledge and diversified
capabilities in contracts and risks management, cost effectiveness, legal / economic aspects
 Good understanding of regulation and control and other relevant legal guidelines
 Good contract negotiation and preparation skills
Professional Certifications
 CIPS is preferred.
