The Community Service Obligation (CSO) grant is a fee for service paid to Forestry Corporation to fund land management activities
carried out on behalf of the NSW Government, provision of community services such as free picnic and camping grounds,
maintenance of community roads and community firefighting. For administrative purposes, Forestry Corporation allocates funding
to the operating divisions that deliver the services funded. The Softwood Plantations Division manages approximately 385,000
hectares of land and the Hardwood Forests Division manages approximately 1.8 million hectares of land.

The total cost of operations is interpreted as operating expenditure. This includes the cost of forestry operations, overheads and
staff costs. Expenditure including CSO includes the cost of delivering the services funded by the grant. To enable a meaningful
financial comparison, both income and expenditure pertaining to CSO should be excluded to analyse the financials before any CSO
impact.
