Program development is an ongoing, comprehensive planning process used to establish


projects. Quality program development is supported by a well-thought out and -documented plan of
action. The role of management is to allow people to plan the program and monitor its issues,
resolve issues across project teams, individual project stakeholders, and program stakeholders &
sponsors, coordinating resources across all project teams and allocating funds as necessary,
managing the program's budget, monitoring expenditure and ensuring that the program realizes its
financial & business benefits, managing risk and taking corrective measures to resolve issues,
managing communication across all stakeholders, third-party contributors and project leaders and
maintaining the program documentation, including all plans, timelines and briefs.

The rate of change has never been more rapid or more constant in most organizations;
whether the change is a small one, the way that change is managed makes all the difference to its
success or failure. Good change management training is essential for supporting leaders and
managers to effectively drive change throughout their organizations. According to Kirke,
implementing ways in which a program occurs happens in stages; 1.) Communicate the Rationale
Behind the Need for Change is to explain to employees why it is important for the change to occur
and the intended benefits. This needs to be handled carefully and communicated to all affected
parties. 2.) Implement the Change in Phases where in change can be broken down into phases that
can be reviewed along the way and lastly, 3.) Evaluate, Review and Report on Change where we have
be careful in monitoring the entire change process for it is essential, to be able to measure its impact
and evaluate its success. People need to be kept informed about how things are progressing, the
results that are occurring and whether the change program has met its objectives.
