Course Description:
Educators differ among themselves as to both the essence and worth of an educational
program. The value they put on education does not reveal their way of evaluating education.
The wide range of evaluation purposes and methods allows each to keep personal
perspective. Few see their own programs "in the round", partly because of a parochial
approach to evaluation. To understand better one’s own teaching and to contribute more to the
science of teaching, each educator should examine the full countenance of evaluation. This
course introduces the participants with a systematic approach to program evaluation and its
practices in higher education. This course has strong ambitions to communicate the technical
knowledge and collective experiences of practicing evaluators to those who might consider
engaging in evaluation and to those who need to know what evaluation is all about. The
course content covers international as well as national perspectives about evaluation, its
processes and techniques using QM methodologies.
Learning outcomes:
1. Understand the aim and purpose of program evaluation, making meaning of why and
how do evaluation purposes and procedures vary
2. Realize the scope of evaluation acts, the data sources, the congruence and
contingencies, the standards, and the uses of evaluation and create relevance with
their own organizational culture.
3. Make a marked distinction between description and judgment in evaluation.
4. Recognize are the basic characteristics of evaluation activities and apply them
accordingly.
5. Make appropriate use of strategic management techniques while undergoing process
of evaluation
6. Make a research plan for program evaluation and seek its implementation (whatever is
possible in a limited time frame)
