CALL FOR APPLICATIONS

FOR OCCUPATION OF INDUSTRIAL YARDS (LUSAKA,KITWE & MANSA)

Background

The Government of the Republic of Zambia received financing from the African
Development Bank (AfDB) towards the implementation of the Skills Development and
Entrepreneurship Project Supporting Women and Youth and intends to apply part of the
funds for the development of Industrial Yards in Zambia through the Citizens Economic
Empowerment Commission (CEEC).

The Citizens Economic Empowerment Commission is a body corporate established


through the enactment of the Citizens Economic Empowerment Act No. 9 of 2006 to
foster broad-based economic empowerment. Broad-based economic empowerment is
defined in the Act as ‘the economic empowerment of targeted citizens, citizen
influenced companies, citizen empowered companies and citizen owned companies
through diverse but integrated socio-economic strategies that include ownership of
productive assets and resources, increasing the levels of employment in the formal
sector, increasing household incomes, expanding literacy and skills development, and
ensuring preferential procurement and access to services of state institutions.

In line with the Skills Development and Entrepreneurship Project Supporting Women and
Youth in Zambia, CEEC is under tier 1 constructing 8 Industrial Yards in Lusaka, Chipata,
Mongu, Ndola, Kitwe, Solwezi, Mansa and Kasama Districts. With the following Industrial
Facilities on offer:

a. General workshops for light manufacturing


b. A spray booth and auto mechanic workshop,
c. Timber curing kiln,
d. Bulk storage warehouse and a
e. Restaurant to provide food and beverage in the Industrial Yards

It is estimated that 172 MSMEs will participate in tier 1 and will have opportunities to access
business loans from Citizens Economic Empowerment Commission-CEEC for purchase of

equipment and for working capital. It is expected that this intervention will create at least
4,000 jobs in the Industrial Yards by 2021.

The Industrial Yards will each provide electric power supply from ZESCO and water supply
from boreholes

The Industrial Yards will also provide financial and banking services such as ATMs,
cleaning services and garbage collection and security services.

The Commission is now calling for applications from targeted citizens and targeted
companies to occupy light manufacturing workshops for purposes of metal fabrication,
wood processing, auto mechanics, agro processing, gemstone processing, Information
and Communication Technology-ICT and energy as well as bulk storage, timber curing
kilns and restaurants to commercially operate in the Industrial Yards. The Commission is
therefore calling for application to occupy the following facilities:

1. Lusaka Industrial Yard available facilities are:


a. No.12 (10mx20m) General Workshops
b. A spray booth and auto mechanic workshop,
c. Timber curing kiln,
d. Bulk storage warehouse and a
e. Restaurant to provide food and beverage in the Industrial Yards
2. Mansa Industrial Yard available facilities are:
a. No.12 (10mx20m) General Workshops
b. A spray booth and auto mechanic workshop,
c. Timber curing kiln,
d. Bulk storage warehouse and a
e. Restaurant to provide food and beverage in the Industrial Yards
3. Kitwe Industrial Yard available facilities are:
a. No.24 (10mx10m) General Workshops
b. A spray booth and auto mechanic workshop,
c. Timber curing kiln,
d. Bulk storage warehouse and a
e. Restaurant to provide food and beverage in the Industrial Yards
4. Kasama,Chipata,Mongu, Solwezi and Ndola Industrial Yards each with:
a. A spray booth and auto mechanic workshop,
b. Timber curing kiln,
c. Bulk storage warehouse and a
d. Restaurant to provide food and beverage in the Industrial Yards

NB: Restaurants are reserved for women applicants only

Application should be through the Application Forms provided by the Commission.


Submissions that will not use the Application Form will not be considered.

Applicants needing help to fill-out the Application Forms may contact the CEEC
Provincial offices.

Eligibility

In order to bring on board a cadre of productive MSMEs in the Industrial Yards, the
following will conditions will apply

a. Must be Zambian with fixed abode and eligible for economic empowerment
under the CEE Act No 9 of 2006
b. Must be an active entrepreneur and productive in the last three years or
demonstrate working experience in the business
c. Must be ready to work in cooperation with other entrepreneurs within the Industrial
Yard
d. Zambians with own equipment can also apply

Application Forms can be obtained from the respective CEEC Provincial Offices and from
the CEEC Project Office at Plot #45, Joseph Mwilwa Road, in Rhodes Park, Lusaka and
from the CEEC website: www.ceec.org.zm

DEADLINE AND PLACE OF SUBMISSION OF APPLICATIONS: The deadline for submission of


applications is 31 March 2021.

Applications MUST be placed in the CEEC Tender box marked "CEEC Industrial Yards" at
the CEEC Provincial Office of the respective Industrial Yards. For example, those applying
to operate in the Mansa Industrial Yard should submit their applications at the CEEC office
in Mansa.

In line with Government’s policy, the Commission prioritizes and encourages participation
of women and youth entrepreneurs are particularly encouraged to apply.
