Subject: DISCRIMINATORY POLICY FOR ALLOTMENT OF HOUSE AGAINST

FEDERAL GOVERNMENT EMPLOYE OF NATIONAL INSTITUE OF
REHABILITAION MEDICINES, NIRM ISLAMABAD.

Respected Madam,

With due respect I want to inform you that I am a government servant since 21 Sep, 2006, In
National Institute of Rehabilitation Medicines (NIRM). I am receiving my pay through AGPR
and my Hospital (NIRM) has no Housing Colony. I have applied for government
accommodation through state office in 2009. I have received my Offer Letter in 20 Sep,
2016. In seniority list my turn has passed but still I am barred hands. Many NIRM employees
has government accommodation but suddenly, in the end of 2016 state office refused to
deliver government accommodation to other NIRM employees.

I want to inform you about discriminatory policy of ministry of housing and works with regard
to forcibly and illegally barring me, the employee of NIRM from my legitimate legal rights in
availing the government owned residential facilitates in the Federal Capital, Islamabad.

The employees of the institution right from day one of its inception are availing the facility of
government allotted accommodation as per their prescribed entitlements since its functioning
and applying for residential plots in government launched housing schemes / societies as
per practice in vogue. But currently, our employees have suddenly been barred and further
banned and restricted from the allotment of government owned residential facilities with the
view that NIRM employees are not entitled for any kind of allotment of government
residences.

Whereas some government offices were also banned to allot any kind of house which
included Election Commission of Pakistan, FBR, etc now the said departments were
facilitated by given entitlement to them by Housing and Works.

Furthermore recently Cabinet Division has declared National Institute of Rehabilitation

Medicine, (NIRM) as Executive Department of Ministry of National Health Services
Regulations and Coordination’s vide memorandum No.4-11/2019-Min-I, dated 14th April,
2020.

Presently Estate Office is issuing allotments to many Executive Departments .e.g. Federal
Government Services Hospital (Polyclinic), Bureau of Immigration and Overseas
Employment, Directorate of Works Education and Chief Commiserate of Afghan Refugees.
In view of the above Ministry of Housing and Works is requested to kindly also consider
National Institute of Rehabilitation Medicine, as eligible department to get government
accommodation from Estate Office pool at par with the other department has in the interest
of Justice and fair policy. Kindly take necessary action to solve this problem.
