Definition:

It can be defined as the probability that an item will perform a


required function, under specified conditions without failure,
for a specified amount of time according to its intended design.

The reliability program is a valuable means of achieving better

operational performance in an aircraft maintenance environment,


and its designed to decrease maintenance related issues and
increase flight safety.

There are two main approaches to the concept or reliability in the


aviation industry:

 The first approaches is to look at the overall airline reliability. This


is measured essentially by dispatch reliability; that is, by how
often the airline achieves an on-time departure of its scheduled
flights.

 The second approach is to consider reliability as a


program specifically designed to address the
problems of maintenance (whether or not they cause
delays) and provide analysis of and corrective actions
for those items to improve the overall reliability of the

This analysis is continuous and provides the method for
monitoring the operational reliability of each fleet of airplanes.

The following events are monitored:

The Reliability Program has been developed based on
the guidelines of FAA AC 120-17A.

There are seven basic elements that comprise the


program of Reliability:

1. Data Collection:

The system provides timely and accurate information to


support the Reliability Program. The following
information is collected and analyzed:

a. Pilot reports (airplane registry number, event date,


logbook reference, problem description, corrective action)
b. Delays and Cancellations
c. Significant findings from non-routine
d. Unscheduled removal of components and Failures
e. In flight shutdown (IFSD)
f. Critical Failures

2. Data Analysis:
Whenever an item goes alert status, the reliability
department does a preliminary analysis to determine if the
alert is valid.

The Maintenance Reliability Program uses the three-month


rate compared to the established alert value (UCL) to
determine the performance of a system or component.

UCL: Is the Upper Control Limit, individually calculated usually


once a year per Ata, Unit or Component, used to determine
the Alert Status.

3. Corrective Action:

Can vary from one-time efforts correcting a deficiency in


a procedure to the retraining of mechanics to changes in
the basic maintenance program.

The investigation of these alert conditions commonly


results in one or more of the following action:

 Modifications of equipment
 Change in or correction to line, hangar, shop
processes o practices
 Disposal of defective part.

Corrective action should be completed within 1 month of


issuance of the EO.

3. Corrective Action:

The corrective actions and documentation used to implement the


corrective actions can be summarized in the following table:

4. System Alert:

The reliability section will monitor the alerts triggered by


the repetitive reports to detect behavior with negative
trends on an aircraft, system or component. On the

same way it establishes the alert levels subject to the


approval of the reliability committee. The Maintenance
computerized system allows the earlier detection of
potential problems emitting alerts on real time.

4. System Alert:

YELLOW (YL): Yellow status exists when the Monthly


rate value exceeds the UCL provided that the Three-
Month rate value does not exceed the UCL, and will be

recognized by a "YL" flag on the Monthly Reliability


Report. YELLOW status means that affected system was
near the fixed alert level (UCL), however, no action is
required.

4. System Alert:

RED (AL): Red Status exits when the Three-Month rate


calculated value is higher than the Fixed AlertValue
(UCL), and will be recognized by an "AL" flag on the
Monthly Reliability Report. RED alerts are analized by the

Engineering Department in order to determine if further


investigation is required and to recommend corrective
actions (if applicable).

5. Maintenance intervals adjustment and change
process

The changes to the primary Maintenance process,


general revision, inspections, and check periods for

Maintenance of a rotable component may be requested
by any person in the Maintenance system because of
the operative experience or to changes in the master
Maintenance program or any other applicable concept
coming from the manufacturer or after an analysis of the
component’s behavior by the Reliability department.

5. Maintenance intervals adjustment and change
process

The reliability section will revise the requested change


and will verify does not have any problem on the

stablished logic of the Maintenance program, besides,


the reliability section will determine if the change
requested does not alter the component’s life limit,
specified time on the aircraft type certificate, any
subsequent AD or a regulation.

6. Reports and data presentation

The reports are organized, revised and published


monthly to illustrate the reliability of each system or
controlled component.

The performance tables of the reliability program will be


graphically illustrated and kept on file by the reliability
section. The tables will be available to be
reviewed/consulted by appropriate Maintenance
personnel of the company.

7. Program Revision
The Maintenance Reliability Control Board has overall
responsibility for the day-to-day administration of the
Continuous Analysis and Surveillance. A Reliability
Control Board composed of Permanent and Advisory

provide directives for corrective actions.
