‫ﺗﻘﺪﯾﻢ‬
‫ﺗﻌﺘﺒﺮ ﻋﻤﻠﯿﺔ اﻟﺘﺸﺨﯿﺺ ﻣﺮﺣﻠﺔ أﺳﺎﺳﯿﺔ ﻓﻲ ﺳﯿﺮورة إرﺳﺎء اﻟﻤﺮﺟﻌﯿﺔ اﻟﻮطﻨﯿﺔ ﻟﻠﺠﻮدة اﻟﺘﻲ ﺗﻤﺜﻞ اﻵﻟﯿﺔ اﻟﺮﺋﯿﺴﯿﺔ ﻹرﺳﺎء اﻟﻨﻈﺎم اﻟﻮطﻨﻲ ﻟﻠﺠﻮدة‪.‬‬
‫وﺗﻌﺘﺒﺮ ھﺬه اﻟﺸﺒﻜﺔ اﻷداة اﻟﺘﻲ ﯾﻌﺘﻤﺪ ﻋﻠﯿﮭﺎ اﻟﺘﺸﺨﯿﺺ اﻟﺬي ﺗﺸﺮف ﻋﻠﯿﮫ ﻟﺠﻨﺔ ﻣﺮﻛﺰﯾﺔ ﺗﻘﻮم ﺑﺎﻓﺘﺤﺎص اﻟﺠﻮدة ﻓﻲ اﻟﻤﺆﺳﺴﺎت اﻟﻤﻮﺟﻮدة ﺿﻤﻦ‬
‫ﻋﯿﻨﺔ ﺗﺠﺮﯾﺐ إرﺳﺎء اﻟﻨﻈﺎم اﻟﻮطﻨﻲ ﻟﻠﺠﻮدة وذﻟﻚ ﻟﻠﻮﻗﻮف ﻋﻠﻰ ﻧﻘﻂ اﻟﻘﻮة وﻧﻘﻂ اﻟﻀﻌﻒ ﻓﻲ ھﺬه اﻟﻤﺆﺳﺴﺎت ﻗﺼﺪ وﺿﻊ اﻟﻤﺨﻄﻂ اﻻﺳﺘﺮاﺗﯿﺠﻲ‬
‫اﻟﺮاﻣﻲ إﻟﻰ ﺑﻨﺎء ﻧﻈﺎم اﻟﺠﻮدة اﻟﻤﻼﺋﻢ ﻟﻮﺿﻌﯿﺔ ﻛﻞ ﻣﺆﺳﺴﺔ‪.‬‬

‫ﻣﻨﮭﺠﯿﺔ اﻟﺘﻨﻘﯿﻂ‬
‫ﺟﻤﯿﻊ اﻟﻤﺆﺷﺮات‪ ،‬ﺑﺎﺳﺘﺜﻨﺎء ﺗﻠﻚ اﻟﻤﺘﻀﻤﻨﺔ ﻓﻲ اﻟﻤﻌﯿﺎر رﻗﻢ ‪) 8‬اﻟﻨﺘﺎﺋﺞ واﻹﻧﺠﺎزات(‪ ،‬ﺗﺨﻀﻊ ﻟﻨﻈﺎم ﻟﻠﺘﻨﻘﯿﻂ ﯾﻌﺘﻤﺪ ﻋﻠﻰ اﻟﻤﻘﺎﯾﯿﺲ اﻵﺗﯿﺔ‪:‬‬
‫‪ .1‬اﻟﻘﺎﺑﻠﯿﺔ‪ :‬وﺟﻮد اﺳﺘﻌﺪاد ﻟﺪى اﻟﻤﺆﺳﺴﺔ ﻻﻋﺘﻤﺎد اﻟﻤﺆﺷﺮ؛‬
‫‪ .2‬اﻻﻧﺨﺮاط‪ :‬وﺟﻮد ﻣﻘﺎرﺑﺔ ﻓﻲ ﺗﻄﺒﯿﻖ اﻟﻤﺆﺷﺮ ﻟﻜﻨﮭﺎ ﻏﯿﺮ ﻣﻮﺛﻘﺔ؛‬

‫أﻣﺎ اﻟﻤﻌﯿﺎر رﻗﻢ ‪ 8‬ﻓﯿﺨﻀﻊ ﻟﻨﻈﺎم ﻟﻠﺘﻨﻘﯿﻂ ﯾﻌﺘﻤﺪ ﻋﻠﻰ اﻟﻤﻘﯿﺎﺳﯿﻦ اﻵﺗﯿﯿﻦ‪:‬‬
‫‪ .1‬اﻟﻔﻌﺎﻟﯿﺔ‪ :‬ﺗﺤﻘﯿﻖ اﻟﻤﺆﺷﺮ ﻟﻠﮭﺪف اﻟﻤﺤﺪد؛‬
‫‪ .2‬اﻟﺘﺤﺴﻦ‪ :‬ﺗﺤﺴﻦ اﻟﻨﺘﺎﺋﺞ واﻹﻧﺠﺎزات ﻣﻘﺎرﻧﺔ ﻣﻊ اﻟﺴﻨﺔ اﻟﻤﺎﺿﯿﺔ‪.‬‬

‫وﺗﻌﻄﻰ ﻧﻘﻄﺔ واﺣﺪة ﻓﻲ ﺣﺎﻟﺔ ﺗﺤﻘﻖ اﻟﻤﻘﯿﺎس وﺻﻔﺮ ﻧﻘﻄﺔ ﻓﻲ ﺣﺎﻟﺔ ﻋﺪم ﺗﺤﻘﻘﮫ‪.‬‬
‫أﻣﺎ ﺑﺎﻟﻨﺴﺒﺔ ﻟﻠﺨﺎﻧﺔ اﻟﻤﺨﺼﺼﺔ ﻟﻮﺛﺎﺋﻖ اﻹﺛﺒﺎث ﻓﯿﺴﺠﻞ ﻓﯿﮭﺎ ﺗﻮﻓﺮ أو ﻋﺪم ﺗﻮﻓﺮ ھﺬه اﻟﻮﺛﺎﺋﻖ وطﺒﯿﻌﺔ ﻣﻮﺿﻮﻋﮭﺎ‪.‬‬
