ﺗﻘﺪﯾﻢ
ﺗﻌﺘﺒﺮ ﻋﻤﻠﯿﺔ اﻟﺘﺸﺨﯿﺺ ﻣﺮﺣﻠﺔ أﺳﺎﺳﯿﺔ ﻓﻲ ﺳﯿﺮورة إرﺳﺎء اﻟﻤﺮﺟﻌﯿﺔ اﻟﻮطﻨﯿﺔ ﻟﻠﺠﻮدة اﻟﺘﻲ ﺗﻤﺜﻞ اﻵﻟﯿﺔ اﻟﺮﺋﯿﺴﯿﺔ ﻹرﺳﺎء اﻟﻨﻈﺎم اﻟﻮطﻨﻲ ﻟﻠﺠﻮدة.
وﺗﻌﺘﺒﺮ ھﺬه اﻟﺸﺒﻜﺔ اﻷداة اﻟﺘﻲ ﯾﻌﺘﻤﺪ ﻋﻠﯿﮭﺎ اﻟﺘﺸﺨﯿﺺ اﻟﺬي ﺗﺸﺮف ﻋﻠﯿﮫ ﻟﺠﻨﺔ ﻣﺮﻛﺰﯾﺔ ﺗﻘﻮم ﺑﺎﻓﺘﺤﺎص اﻟﺠﻮدة ﻓﻲ اﻟﻤﺆﺳﺴﺎت اﻟﻤﻮﺟﻮدة ﺿﻤﻦ
ﻋﯿﻨﺔ ﺗﺠﺮﯾﺐ إرﺳﺎء اﻟﻨﻈﺎم اﻟﻮطﻨﻲ ﻟﻠﺠﻮدة وذﻟﻚ ﻟﻠﻮﻗﻮف ﻋﻠﻰ ﻧﻘﻂ اﻟﻘﻮة وﻧﻘﻂ اﻟﻀﻌﻒ ﻓﻲ ھﺬه اﻟﻤﺆﺳﺴﺎت ﻗﺼﺪ وﺿﻊ اﻟﻤﺨﻄﻂ اﻻﺳﺘﺮاﺗﯿﺠﻲ
اﻟﺮاﻣﻲ إﻟﻰ ﺑﻨﺎء ﻧﻈﺎم اﻟﺠﻮدة اﻟﻤﻼﺋﻢ ﻟﻮﺿﻌﯿﺔ ﻛﻞ ﻣﺆﺳﺴﺔ.

ﺟﻤﯿﻊ اﻟﻤﺆﺷﺮات ،ﺑﺎﺳﺘﺜﻨﺎء ﺗﻠﻚ اﻟﻤﺘﻀﻤﻨﺔ ﻓﻲ اﻟﻤﻌﯿﺎر رﻗﻢ ) 8اﻟﻨﺘﺎﺋﺞ واﻹﻧﺠﺎزات( ،ﺗﺨﻀﻊ ﻟﻨﻈﺎم ﻟﻠﺘﻨﻘﯿﻂ ﯾﻌﺘﻤﺪ ﻋﻠﻰ اﻟﻤﻘﺎﯾﯿﺲ اﻵﺗﯿﺔ:
.1اﻟﻘﺎﺑﻠﯿﺔ :وﺟﻮد اﺳﺘﻌﺪاد ﻟﺪى اﻟﻤﺆﺳﺴﺔ ﻻﻋﺘﻤﺎد اﻟﻤﺆﺷﺮ؛

.2اﻟﺘﺤﺴﻦ :ﺗﺤﺴﻦ اﻟﻨﺘﺎﺋﺞ واﻹﻧﺠﺎزات ﻣﻘﺎرﻧﺔ ﻣﻊ اﻟﺴﻨﺔ اﻟﻤﺎﺿﯿﺔ.
وﺗﻌﻄﻰ ﻧﻘﻄﺔ واﺣﺪة ﻓﻲ ﺣﺎﻟﺔ ﺗﺤﻘﻖ اﻟﻤﻘﯿﺎس وﺻﻔﺮ ﻧﻘﻄﺔ ﻓﻲ ﺣﺎﻟﺔ ﻋﺪم ﺗﺤﻘﻘﮫ.
أﻣﺎ ﺑﺎﻟﻨﺴﺒﺔ ﻟﻠﺨﺎﻧﺔ اﻟﻤﺨﺼﺼﺔ ﻟﻮﺛﺎﺋﻖ اﻹﺛﺒﺎث ﻓﯿﺴﺠﻞ ﻓﯿﮭﺎ ﺗﻮﻓﺮ أو ﻋﺪم ﺗﻮﻓﺮ ھﺬه اﻟﻮﺛﺎﺋﻖ وطﺒﯿﻌﺔ ﻣﻮﺿﻮﻋﮭﺎ.
