Ineptitude judiciary.
RAND report say law enforcement is effective than military.
Paramilitary can show counterterrorism and counterinsurgency so does new police department.
Reforms and Support:
Police recruitment from retired army officials for traning, forensic advancement, and high
salaries (2009), and Police Ordinance (2002)

Federal LEA

1. Ministry of Interior: Pakistan Rangers (Punjab+Sindh), Frontier Corps (KP+Balouchistan),

(Giligit Baltistan) Northern Area Scouts, FIA, and Frontier Constabulary.
2. Police Management and Planning under Ministry of Interior:
National Police Bureau, National Police Management, National Police Foundation, National
Public Safety Commission, NACTA.
3. Others not under Interior : National Highway and Motorway Police, (Ministry of
Communication), Railway, Airport security (Defense), anti-narcotics (Narcotics Control)
4.Intelligence Organization:
ISI, IB, run by retired military.

Provincial LEA:

Have same jurisdiction, under Procedural Criminal Laws i.e Pakistan Penal Code, the Code of
Criminal Procedure (1898) and Qanun-e- Shahdat Order.
PSP recruit 80% high posts of assistant superintedent  and above. Although, it rake im budget
from Provincial govt and report to it.

Rangers, and FC integrated Special Service Group led Anti-terroist Divison.
Northern Area Scouts provide support to local LEA.
Frontier Constablary a Paramilitary unit for anywhere.
Capital Territorial Police , FIA does transnational and interprovincial, federal conduct.
Faults:
Decadent law , scant resources and men, instutional disconnect, politics, corruption, bereft of
modernization.
Law:(Musharraf led Police amendment 2004 taking away Police Ordinance 2002 , autonomous
commission promotion back in politician hands.
Scant resources : 1 officer for 400 people (Dawn, 2008), no specialized expertise such as in FIA
(SIG) .

Institutional disconnect

Police, Paramilitary (Frontier Constablary), khasadars.

PSP officers recalled and not sent by federal in case of centre-province tussle.
No standardization of promotion or transfer or training nationwide, no province coordination
among police, & Provincial allegiance due to funding and local permanent posting.

Political gambling
Feudatory influence, in good standing of polity, and to teach a lesson to opposition by curbing or
rigging election and so on.

Lack of modernization and corruption

Embroiled in political, military, legal, issues as Omnipresent in public eye.

In 1990s one forensic lab in rawalpindi only for high profile cases.
ADB funded Sindh in it, British funded mobile-forensic. Lacking traning though US funding it in
KPK.

Lacking counterterrorism capacity inspite of NAP.

Warnings not being heeded: civil-military security discord

Poor data collection as NACTA hasn't interviewed incarcerated.

Lal Masjid attack by former student thus botched profiling.
Aqeel released and attacked on Rwl  military base in 2009.
Lahore and ISI collab in 2009.

Ineffective Criminal Justice System

Delay, no witness protection (siha sahba malik) , costly justice. And duress.
Recommendation :
Traditional : pay raise, investment/capacity building , special legislation as Punjab Police Act
2010, politcal will, public awareness, international community help, training to Junior Officers,
NACTA go analytical and research based, streamline counterterrorism strategy(Rabat Memo
2012), curriculum, electronic surveillance and pretrial detention.

Innovate reform:
Not like homeland security, but Provincial autonomy with federal under one umbrella.
CJS need resources, independent judiciary, some laudable effort like police in UN, national
highway and motorway merit and pay,
