Project Background

The Western Sydney Airport project aims to deliver a airport at location of Badgerys Creek
in building the communication gap between the passengers travelling. The project was
released to deliver revised airport with key functional specifications. In this project, the
federal government owned western Sydney corporation will launch new project into different
stages. In the stage 1, single runway airport will be developed upto 10 million passengers
around a year and later on in future second runway for construction increase facilities
(Infrastructure facility, 2021). The stages are divided into three packages including bulk
earthworks, airside civil works, terminal and especiality works, and landside civil and
building works.

Project Objectives

The purpose of WSA is to work and offer utilities for secured process of passenger travel
from one place to the another. The corporate objective includes employment opportunities for
airline staff. In addition, infrastructure could be improved by integration of new initiatives
with regional developments. The new airport will ensure that more than 10 million
passengers could travel across the world with smooth infrastructure projects.

Selection of Project Delivery Method

To deliver the Western Sydney Airport, construct-only is selected as project delivery method.
The purpose of this framework is to focus on the construction element of project delivery.
This method is selected because development of airport will be done based on civil works in
building terminals, and building works (Scheepbouwer and Humphries, 2011). Furthermore,
the design consultants were engaged to create specification and later on contractor were
engaged to deliver. As the project is divided into three packages, the construction of each will
differ from another. It is important to complete project according to work package categories.

Background of The Construction Contractor Organization

Western Sydney Airport Corporation is a government organization which will develop the
WSA project. The delivery of airport was done based on delivery partner model with
expressions of interest as major partners. WSA Co. will work with four parties Jacobs, Mott
MacDonald Seymour Whyte Joint Venture, Laing O'Rourke, WSP, and Bechtel
Infrastructure. The objective of this project is development of social and economic prosperity
so that airport infrastructure could help the passengers travelling from one place to another.
Bidding Processes

The Western Sydney Airport Corporation have developed contract bidding process into two
stages; first is companies submitting expression of interest and secondly their request for
proposal document study (Avlaw Pty, 2017). The contract is based on design and
construction and complete package work to showcase airport development stage for earth
work runways, taxiways, drainage, and carparks. The contract bidding process is competitive
which offers to accomplish public bid so that transparent environment is developed.

Selection of The Construction Contractor

The selection of the construction contractor was done based on the based-on criteria. The
following criteria was implemented to check the efficiency and capability towards the project
delivery framework respectively (Hoseinpoor and Alborzi, 2019).

 It includes company details, their history for past work done commitments in the last
5 years.
 Prime contractor details and project completion process should be undertaken
 The adoption of several regulation are needed including code for sustainability,
employee rights and labour safety, maintain security standards, and third-party
requirements
 Current project details and their execution process will be checked for matching their
capabilities
 Setting of plant, equipment, personal and subcontractors added
 Checklist of contractor’s equipment to finish the works will be linked
 Qualification and experiences for administration and contract execution
 Check for availability of mechanical equipment to accomplish earth works as well as
recently awarded projects completion process
 Develop statements on the financial statements & profit/loss statements for last three
years, financial details, legal status, financial references of main bank
 Conduct reference check for client of completed projects
