In the interest of the service and pursuant to Civil Service Commission (CSC) ‘Memorandum Circular No, 10, s, 1989 on the establishment of Personnel Development Committee (PDC) in all agencies and with the Establishment of Human Resource Development Committee (HRDC) of MIMAROPA Region, through the Regional Office memorandum dated March 19, 2019, this Office, hereby, strengthens this establishment with its new members and secretariat and their additional functions 6s follows: Chairperson: Co- Chairperson: Members: RDDrHD221 Atty Suzette T. Terms of Duty ‘The members of the HRDC shall serve for two (2) years from the date of designation, subject to renewal at the discretion of the Head of the Agency. 3. Functions of the HRDC and the Secretariat (with additional functions) ‘The HRDC members shall perform the following functions: lead the review of policies, guidelines and plans and other outputs in the L&D. system b. establish own intemal procedures and strategies as necessary. ‘c. ensure the implementation of the policy guidelines for training and scholarship Programs and participation of MIMAROPA Region personnel in seminars, ‘workshops, fora and other development activities 4, screen qualified nominees based on the HRD Plan, Policy Guidelines and set ctiteria for scholarship grants, training, seminars, workshops and other related activities, ©. evaluate and deliberate on the qualifications of candidates/ nominees to: i, training/seminar/workshops and other development activities ii, local scholarship iii, foreign scholarship iv. field observation, study tours or research to be conducted abroad 'V. secondments to international bodies or government agencies stationed abroad vi. internship program to international bodies vii. other career development programs identified by the management £. recommend to the Regional Director the most qualified nominees and recipients in accordance with screening results, except, if concerned personnel had been directly identified by the host/ sponsored agency 8 resolve of facilitate resolution of relevant issues raised by any significant party. ‘There shalt be Secretariat that will assist the Committee in the performance of its functions. Specifically, HRDC Secretariat shall: ‘4. ensure that the approved guidelines and documented agreements are followed in identifying nominees to scholarship/ trainings and other human resource development activities 'b. aise issues encountered for resolution of the HRD if needed ©. continuously explore training opportunities, scholarship programs and other capability building activities for all employees offered by local and intemational agencies Memo-Sirenthening-HRDC-2021, 4. ensure wide and timely dissemination of notices/invitations for personnel development such as but not limited to scholarships, training, seminars, conferences and study tour opportunities. . clarify information regarding invitations to scholarships, raining, and other related travels both local and abroad. {update the pool of potential candidates taking into account the career development plan for each official employee. {8 prepare response to written queries of nominees to the status of their application. hh. assist the HRDC during screening and deliberation. assist the nominee by ‘a. providing departure briefing and technical assistance to scholars/ grantees ‘when necessary . coordinating and establishing network with agencies concemed for availment and efficient implementation of scholarships, training and other career development programs ¢, maintaining and safeguarding the sanctity and confidentiality of records and deliberations and other relative thereto, Documents shall be made available only upon approval of the HRDC Chairperson or Regional Director 4. establishing a data base of officials and staff who have availed of local and foreign scholarship/training as well as regular scholarship opportunities. €. ensuring compliance with the provisions of the scholarship contract, particularly on service obligations and submission of post travel reports j. secure hard and electronic copies of country papers or post travel reports of all scholars/grantees and all participants to scholarships/ training including ministerial meetings, whether local or foreign for reference. 4. For ease of doing business, there shall be a HRDC member from each Functional Division who will screen, deliberate and process all official and personal invitations to the employees of MIMAROPA Region... The screening and deliberation of application must be completed within three (3) to seven (7) working days from the deadline of submission of application depending on the number and kind of documents to be Processed. 5. The HRDC members shall conduct quarterly meetings, as scheduled, subject to adjustments upon notice. 6.
