Introduction
Pakistan Bureau of Statistics (PBS) is the prime official agency of Pakistan, responsible for collection,
compilation and dissemination of reliable and timely statistical information to the policy makers, planners
and researchers. It publishes a variety of reports, based on primary and secondary data, especially on
economics and social aspects of the country. After independence of Pakistan, Central Statistical Office
(CSO) was setup by the Government of Pakistan in 1950 as an attached department of Economic Affairs
Division. Since then statistical system was reviewed from time to time by both local and foreign
consultants. In 1972, on the recommendation of IBRD Mission, Central Statistical Office (CSO) was
upgraded to a full-fledged Statistics Division. The Division was re-organized in 1981 and its technical
wing (the then CSO) was converted into Federal Bureau of Statistics (FBS) as one of its attached
departments. As a step forward Government of Pakistan has established Pakistan Bureau of Statistics, by
merging Federal Bureau of Statistics, the Population Census Organization, The Agriculture
Census Organization and the Technical wing of Statistics Division.

performance of the economy over time or in comparison with other countries/in comparison with
previous periods. It is also known as real GDP.

year. It is also known as nominal GDP.

The CPR is the percentage of women who are practicing, or whose life partners are practicing,
any form of contraception. It is usually measured for married women aged 15-49 years only. The
Contraceptive Prevalence Rate (CPR) is calculated on the basis of consumption of contraceptive
by converting number of units sold into users.
The term Couple Years of Protection (CYP) is one of several commonly used indicators to assess
the family planning efforts. It refers to the protection provided by contraceptive methods during
one-year period, based upon the volume of all contraceptives sold or distributed to clients during
that period. It is also an indirect estimator of birth control.
The data sources are: The Provincial Population Welfare Departments (PWDs); Population
Welfare Departments AJK, GB ,FATA; District Population Welfare Office, Islamabad; Family
Planning Association of Pakistan (FPAP) ; Marie Stopes Society of Pakistan (NGO); Social
Marketing of Contraceptive (SMC) and Regional Training Institutes (RTIs).
The Pakistan Bureau of Statistics collects contraceptive performance data on monthly basis by
post, through e-mail and by fax. After editing and coding, the data is classified according to
tabulation plan and processed at Data Processing Centre of PBS. The data is entered on monthly
basis and thereafter consolidated in the form of quarterly and annual report.
14. How does Contraceptive Performance data flow?
The District Population Welfare Office collects Contraceptive Performance Reports from all
reporting units (Family Welfare Centers, Reproductive Health Services Centers-A, Mobile
Service Units etc.), After consolidating, these reports are transmitted to its provincial Population
Welfare Department. The provincial Population Welfare Departments forward these reports to
Pakistan Bureau of Statistics. Apart from the provincial departments, FATA, AJK, GB, eminent
NGOs (FPAP, Marie Stopes and SMC) also provide Contraceptive Performance data to PBS for
compilation of quarterly & annual reports.
These reports provide basis for estimating annual contraceptive requirement and distribution in
the country.
16. What are the annual inflation rates for the last five years?

(Base year 2007-08=100) How one can obtain the historical data regarding prices/price indices?
The historical data regarding price indices/prices can be obtained on demand according to PBS
data dissemination policy.
For CPI, Family Budget survey was conducted during 2007-08 and weight for each item were
assigned according to consumption pattern of the households. For WPI, the value of marketable
surplus was used for deriving the weights of item. The value of marketable surplus is the value of
item available for sale in the wholesale market, which is equal to the total value of production
less consumption by producer plus imports, minus export if any.
PBS is releasing the weekly SPI report on every Friday, while CPI, WPI & monthly SPI figures
are released on 1st or 2nd of every month.
20. How many items are included in the basket of goods and services of CPI,
SPI and WPI?
The basket of CPI comprises of 487 items, WPI comprises of 463 items, while SPI basket
comprises of 53 essential items.
21. What formula is being used for computation of Price indices by PBS?
The CPI and WPI are computed on monthly basis, while SPI is computed on weekly basis.
25. What are the main Price Indices being computed by PBS on regular basis?
Pakistan Bureau of Statistics (PBS) is computing the following three indices on regular basis:-
Data is usually available in ASCII format, but for the convenience of data users, data is also
converted in to SPSS and STATA format and provided along with questionnaire, coding scheme
used for survey including Industry & Occupation codes.
27. How one can have PSLM data?
Micro data can be provided as per dissemination policy of PBS, which is available at the
website www.pbs.gov.pk.
The PSLM surveys are conducted at district level and at Provincial level respectively in alternate
years. PSLM District level survey collects information on key Social indicators whereas through
provincial level surveys (Social & HIES) collect information on social indicators as well as on
Income and Consumption. So HIES is conducted under the umbrella of PSLM.
Allocation of sample size for a particular sample survey among ultimate strata is made using
Proportional allocation methodology.
32. How you determine the sample size for the survey?
The different estimation formulas are used for computation of sample size at desired level of
confidence with certain margin of errors. Consequently, sample size is fixed keeping in view the
available resources and time constraints.
Which sampling technique is used by PBS for the ongoing sample surveys?
Updation of new sampling frame for rural areas is in progress through a development project.
What is a Quick Count Technique?
The “Quick Count” is the process of counting structures, households, dwellings, establishments,
industries, within a demarcated block by going around without undertaking listing.
The “Listing” is the process of (Getting started from North West corner of a block or some
prominent point/landmark, moving clockwise, the closing point of the sector will coincide with
starting point) listing structures, households, dwellings, establishments, industries, within a
demarcated block by “asking” from the respondents on door to door.
The Urban Area frame was updated in the year 2013. It is generally updated after every 5 years.
The lists of enumeration blocks were updated during Economics Census 2003 - 2004 and the
lists of villages/mouzas/dehs published by Population Census Organization as a result of 1998
Population Census have been taken as sampling frame.
All the urban and rural areas comprising cities/towns/Mauzas/Dehs have been divided into small
compact areas known as Enumeration blocks. EB usually have 200-250 houses on the average,
with well-defined boundaries and maps.
All the Geographical areas notified by the respetive provincial Govnermnet authoirties as urban
areas is called as on urban areas while rest is rural areas. The blocks formed in there two
domains are called urban and rural PSUs. In both Rural and Urban domains the enumeration
blocks are taken as Primary Sampling Units (PSUs).
The listed households of sample PSUs are considered Secondary Sampling Units (SSUs).
Primary Sampling unit is a geographical urban/rural area containing 200-250 households on the
average, which is generally called as Enumeration block.
40. What is a sampling unit?
An eligible member for which the required information is collected is called the sampling unit.
Whereas the aggregate of the sampling units comprises the sample size.

Mouza Census 2020
The first effort for collection of statistical information on Mouza level was made in 1971, and
since then eight censuses on the subject had been conducted i.e. in 1971, 1979, 1983, 1988,
1993, 1998, 2003 and 2008. The next Mouza Census was due in 2013 but not conducted due to
merger of three organizations i.e. Population Census Organization, Federal Bureau of Statistics
and Agricultural Census Organization into Pakistan Bureau of Statistics (PBS). Now PBS (AC-
Wing) has planned to conduct next Mouza Census in 2020 both in settled and un-settled areas.
The prime essence of this exercise is to update and complete basic Mouza frame that is needed to
prepare sampling embodiment for forthcoming Agriculture and Livestock Censuses (Integrated
Agricultural Census).
Besides this, it contains the key data about major Crops, Source of Irrigation, Cultivated area,
Natural Resources & Disasters and Number of Settlements in Community suburb. In
auxiliary, a wide range of information covering different socio-economic indicators like
availability of Drinking Water, Electricity, Sewerage system, Health facilities, Education and
Sports, Veterinary Hospitals, Online Credit Institutions etc. is also collected. In addition to this,
the facts regarding the availability of the necessary infrastructure in locality and the accessibility
to Roads, Markets, Police Station, and other Social Developments. If in case of, non-availability
of such facilities; the distance (in Kilometers) to access such facilities nearby is also included.
This Census does not involve door to door household’s enumeration; but simply requires the
extraction of some information from particular revenue record and remaining part will be
provided by Patwaries/ Tapedars based on their knowledge with the consultation of
knowledgeable person about the available infrastructure at Mouza/ Deh level.
The field operation will be conducted by the staff of Provincial Revenue Departments in settled
areas and the services of Provincial Education, Livestock, Agriculture and Local Govt.
Departments will be utilized for unsettled areas.
The provision of Training, Supervision, Census Material and other Technical Support will be
provided by this Wing.

Integrated Agricultural Census (IAC)
To provide aggregated statistical data on socio-economic characteristics of Mouzas/ Dehs/
Villages/ Killies by administrative units
To collect useful information for planners, policy makers and researchers who are interested in
the development of rural areas

History of Census
Pakistan has a long history of Census taking and the first regular Population Census in the area
now comprising Pakistan was held in 1881. Since then regular censuses have been conducted
after every ten years in the year ending at one. After independence, the first census of Pakistan
was conducted in 1951, the second in 1961 while the third census was held in 1972 instead of
1971 due to political environment in the country and war with India. The fourth census was held
in March 1981 and fifth one which was due in 1991 could be held in March, 1998 due to specific
circumstances.
Census Methodology
The Census (Population & Housing) is a Federal subject as listed at Sl. NO. 38 of Federal
Legislation list, Part-1, Fourth Schedule, Constitution of Pakistan. The seats in the National
Assembly are allocated to each Province/FATA and Federal Territory on the basis of the
population in accordance with the last preceding census officially published under Article-51(3)
of the Constitution. Further, distribution of funds between the Federation and the Provinces are
made through National Finance Commission. Article-160(2) speaks about the formation of the
National Finance Commission which also uses census figures. The quota for recruitment to
Federal posts is also worked out on the basis of population ratios as given by the census.
Establishment Division’s O.M. No. 8/9/72, TRV, dated 31st August, 1973, refers in this regard.
First 5 censuses were undertaken with the legal cover of Census Ordinance, 1959 amended from
time to time. The 6th Population and Housing Census will be conducted under the legal cover of
General Statistics (Re-organization) Act, 2011.
This Organization has been merged with the newly established Pakistan Bureau of Statistics
(PBS) since 23rd December, 2011 as its Agriculture Census Wing (ACW).
Agriculture Census Wing (ACW) is responsible for planning, execution and publication of data
on the censuses / surveys relating to agriculture on decennial basis, namely:
The data collected through the above mentioned censuses are presented in country and provincial
reports. The country reports present data on country and provincial levels while the provincial
reports present data for the province concerned and for its all the districts.
Agriculture Statistics
Introduction
Agriculture constitutes the largest sector of our economy. Majority of the population, directly or
indirectly, dependent on this sector. It contributes about 24 percent of Gross Domestic Product
(GDP) and accounts for half of employed labour force and is the largest source of foreign
exchange earnings. It feeds whole rural and urban population. Realizing its importance, planners
and policy makers are always keen to have reliable area and production statistics of agricultural
crops well in time. Policy makers primarily need accurate and timely statistics for the important
crops such as wheat, cotton, rice, sugarcane, maize etc. However, in recent years, due to
persistent hikes in the prices of essential commodities like pulses, onions, potatoes, chillies and
tomatoes these crops have also gained in economic importance.

Electricity Consumption
Demographic and Research section was established in early Eighties in order to conduct Pakistan
Demographic Survey (PDS) and Demographic Research Activities. The main objectives of the
Pakistan Demographic Survey are:
1. to collect statistics of births and deaths in order to arrive at various measures of fertility and
mortality for Pakistan and its rural and urban areas.
2. to estimate current rate of natural increase of population at national level.
3. to collect information on other selected characteristics of population to assess the impact of
family planning and other Socio-Economic development programmes.
Energy and Mining statistics section was established in early seventies in order to cover the
activities of energy and mining sectors. In energy sector the electricity generation data from all
the public and private enterprises including Independent Power Plants (IPPs) are collected,
compiled and then supplied for PBS Publication and to other National and International agencies.
The mineral production data are collected from Provincial Directorates of Mines & Mineral and
data for crude oil and natural gas are collected from ministry of Petroleum & Natural Resources.
Then the data is compiled and supplied for PBS publication and to other Nation and International
agencies. Moreover, census of Electricity Establishments and Census of Mining and Quarrying
are also being conducted since 1963 .The last reports for both censuses were published for 2005-
06.
A) Electricity
Monthly electricity generation data are collected from public undertaking (WAPDA,KESC,
KANUPP, CHASNUP&PAKISTAN STEEL), private under-takings (KAPCO&HUBCO)
and about 25 Independent Power Plants (IPPs) etc. Annual and monthly data is being published
in PBS Publications and also supplied to various national and international agencies.
Three series of indices of electricity generation have been computed by taking 1975-76, 1980-81
and 1999-2000 as base, using the following Laspayer’s formula.

Where I stand for index, q1 and q0 is the generation for the current year and base year
respectively.
B) Mining
Monthly Mineral production data in respect of four provinces is received from provincial
Directorate of Mines and Mineral and Directorate General of Petroleum Concessions, ministry of
Petroleum and natural Resources. This monthly data is then aggregated to form the annual figure.
Thereafter, Monthly and Yearly mineral production data in respect of 40 selected mineral items
are also published and also supplied to various National and international agencies.
Pakistan Bureau of Statistics has been computing annual series of Quantum Indices of Mining
Production based on weights derived from census value added of mining sector, which was
designed to measure changes in physical out-put of mining indices. Three series of mining
indices have so for been computed by taking 1975-76, 1980-81 and 1999-2000 as base. Now the
work on the development of indices with the base 2005-06 is in progress.
Function of the Energy &Mining Section

B) Censuses/Surveys
Census of Mining and Quarrying is one of the regular activities of Energy &Mining Section. The
first census was conducted in 1962-63 and so far 24 reports have been completed which covers
the data for all minerals at National and Provincial levels. The last census was conducted in
2005-06. The main objective of the census was to collect statistical data for deriving GDP
estimates of Mining Sector.\
Census of electricity establishments is also one of the regular activities of E.M. Section since
1962-63and about 28 reports have been published so far. The last census was conducted in 2005-
06.
Industry
Introduction
Manufacturing sector comprises of two sub-sectors viz. Large Scale Manufacturing and Small
Scale Manufacturing. Large Scale manufacturing covers the establishments registered under
factories Act 1934 or qualifying for registration (having 10 or more employees) including Repair
and Service Industries. Small Scale manufacturing covers all such manufacturing establishments
not covered in Large Scale manufacturing.
There are two sources of data on large scale manufacturing- Census of Manufacturing Industries
(CMI) and monthly data on manufacturing sectors output. Census data is used to derive
benchmark estimates after every five years. The latest CMI for 2005-06 was conducted by
Former FBS, in collaboration with Provincial Directorates of Industries and Bureaus of Statistics.
National Accounts
National Accounts provide a set of Statistical data for the purpose of economic analysis, decision
taking and policy making. It is widely used as indicator of economic activity and measures the
performance of the economy and other important parameters such as GDP/GNI, GFCF, Savings,
and Inflation etc. Pakistan National Accounts estimates are prepared in the light of the UN
System of National Accounts (SNA) 2008. A combination of approaches viz production, income
and expenditure are used for compilation of GDP. The development of experimental series of
estimates of quarterly GDP is in progress. National Health Accounts are also being compiled.
Periodicity
The periodicity of the estimates of GDP, GFCF and Expenditure series is annual and is based on
new base year 2005-06.
Pakistan Social And Living Standards Measurement
Brief on PSLM Survey
PSLM Survey is a regular activity of PBS since 1st July 2015, earlier it was PSDP funded project
started in July 2004 and continued up to 30th June 2015. It was designed to provide Social &
Economic indicators in the alternate years at provincial and district levels. The data generated
through surveys was used to assist the government in formulating the poverty reduction strategy
as well as development plans at district level for the rapid assessment of programs in the overall
context of Millennium Development Goals (MDGs). As such this survey was one of the main
mechanisms for the monitoring of MDGs indicator as out of 16 targets and 37 indicators adopted
by Pakistan, 6 targets and 15 indicators were monitored through PSLM Surveys, which were
conducted at district level and at Provincial level respectively at alternate years.
PSLM District level survey collected information on key Social indicators which is the main
source of estimation of Multi-Dimensional Poverty, whereas provincial level surveys (Social &
HIES) collected information on social indicators as well as on Income and Consumption. HIES
data is used by Planning Commission for estimation of consumption based Poverty.
The sample size of PSLM surveys district level was approximately 80000 households and
approximately 26000 at Provincial level. Ten Surveys (District/Provincial were conducted during
PSLM Project w.e.f. 2004 to June, 2015 and reports are published and micro data sets along with
reports are also placed at PBS Website.
UN has adopted new development plan for post 2015 monitoring called Sustainable
Development Goals (SDGs). Under SDGs there are 17 goals, 169 targets and 232 indicators. The
agenda of SDGs is very comprehensive and it is designed in such a way that they are addressing
the individuals rather than the households so that benefits can reach up to individual level. There
are Global goals, regional and sub-regional goals to address the issues. United Nations
Statistics Division has assigned the task of monitoring & reporting of SDGs to the National
Statistical organizations globally, therefore Pakistan Bureau of Statistics (PBS) is the
central Statistical organization for monitoring of SDGs with the network of 34 regional
/field offices all over Pakistan.
As PSLM questionnaire was not changed during the life of project, therefore, keeping in view
the changed ground realities & adoption of Sustainable Development Goals (SDGs), Technical
Committee was constituted to review both questionnaires of PSLM (District & Provincial Level).

and then approved by the main technical committee, the following modules were added: -

1. To collect, compile and disseminate contraceptive performance data on monthly, quarterly and yearly
basis at provincial and national level;
2. To maintain data base on contraceptive services statistics
3. To carry out periodic analysis of contraceptive performance statistics
4. To develop liaison with national & international statistical agencies

Welfare Statistics Section (PWSS) of Pakistan Bureau of Statistics:

SPI, CPI, WPI and prices of different items with percent change over previous period, etc.
Social Statistics
The focus of data collection is to provide content for regular/ adhoc publications of Pakistan
Bureau of Statistics via Monthly bulletin of statistics (MBS), Statistical Year Book (SYB) and
quinquennial documents/ compendia on gender, environment and social indicators of Pakistan.
The content and configuration of the publication is predetermined in consultation with the
stakeholders and in consonance with the approved standards, the figures are drawn for Pakistan
Bureau of Statistics surveys as well as by mail collected from sources agencies.
Field Services
Introduction
Field Services Section was established at Federal Bureau of Statistics Headquarter Karachi since
inception of the Department. This Section was shifted from Karachi to Islamabad in 1992 with
the responsibility to monitor the Technical, Financial as well as Administrative matters relating
to Regional / Field Offices scattered all over the country. The Section started functioning under

Later on, FS Section was divided in to two functionary units i.e. Admn-III & FS Section. Admn-
III dealt with the Administration matters of Officers / Officials posted at Regional / Field Offices
under the supervision of Director (Admn), whereas FS Section dealt with the field operation and
monitoring of regular, ad hoc, Project Censuses / Surveys conducted by PBS and all technical
matters of Regional / Field Offices. The Section has been raised to the level of FS Wing in the
new set-up of the organization and is currently being supervised by Director (FS), Census
Commissioner (FS), Member (National Account) and Chief Statistician / Head of the
Department.
Pakistan Bureau of Statistics has 18 Regional and 16 Field Offices spread all over the country for
timely completion of field operation at local level to make enumeration cost effective. The
Province / Area wise detail of Regional / Field Offices of PBS along with hierarchical structure

Major Functions of FS Wing are:-
To ensure the data quality and timely completion of Regular/Project/Ad hoc Surveys/Censuses or any
other type of data collection at National Level.
To coordinate with other Technical Sections of PBS in connection with all activities relating to PBS
Surveys /Censuses and with all Regional / Field Offices of PBS regarding training, technical and
administrative matters etc.
To coordinate with the Admn Sections and Data Processing Sections on the issues relating to Regional /
Field Offices and filled-in questionnaires received from field.
Preparation of Plans for conduct of Pilot Surveys, pre-testing of schedules / questionnaires, estimate cost
of field operations etc.
Monitor and control of field operations and introduction of appropriate field forms and procedures.
Supervising / monitoring of progress of all types of ongoing regular/project / Ad hoc Surveys / Censuses
and to ensure quality / timely completion of field enumeration and retrieval of filled-in questionnaires
from the field.
Monitoring of Working Programs of field staff and Inspection Tour Programs (ITP) of Officers of
Regional / Field Offices for Regular / Project / Ad hoc Surveys / Censuses to meet the targets.
Examination of Inspection Tour Programme (ITP) of Chief S.O’s / S.O (I) of Regional Offices for
Regular/Project/Ad hoc Surveys / Censuses and submission to the competent authority for approval and
conveying the approval to officer concerned.
To Examine the Inspection Tour Reports (ITR) on monthly basis preparation of summary of the ITRs and
submission of the salient point to the Competent Authority for their perusal.
Develop plans for deployment and sharing of staff on temporary basis among Regional / Field Offices
according to the needs of the office for timely completion of the survey.
Submit recommendations to the Competent Authority regarding Posting / transfers of the Field staff at
Regional / Field Offices keeping in view their work load and availability of staff.
Monitoring of staff position, budgetary position, vehicles statements pertaining to Regional / Field offices
and recommend appropriate measures thereon.
Preparation of measures to minimize interviewers, respondents and other sources of bias during the field
operation of a particular survey.
To develop cost estimates and prepare enumeration steps for all kind of ad hoc surveys to be conducted in

In this connection following functions are performed to carry out the Ad hoc Surveys/Censuses
after the approval of Secretary/Chief Statistician, Pakistan Bureau of Statistics, Statistics

To prepare cost estimates pertaining to field operation, data processing and report writing etc for
conducting ad hoc surveys / censuses by PBS.
To monitor the administrative issues of ad hoc surveys.
To ensure the availability of field staff for the subject Survey.
To facilitate the Agency concerned in arranging training for the field staff and to ensure participation of
field staff in the training programmes.
To facilitate the Regional / Field Offices in connection with collection of Survey material.
Issuance of instructions / redressing of hurdles of Regional / Field Offices in connection with carrying out
enumeration work in the field.
To ensure the receipt of cost of the survey from Agency concerned and its deposit in the Statistics
Division’s Accounts maintained in National Bank of Pakistan.
To ensure completion of the assignment / surveys within the stipulated period.
Coordination with the concerned survey agency and Regional / Field Offices for timely completion of the
survey.
Collection of bills / receipts / vouchers etc. from Regional / Field Offices, their examination/scrutiny as
per Government Rules, obtaining approval from the Competent Authority and submission to Statistics
Division for reimbursement and onward disbursing to concerned Office.
Maintaining of head wise amount collected and expenditure made therein by all offices of PBS for office
record and as per MOU signed.
Reporting the status of Head of Account as per agreement / MOU to Principal Accounting Officer,
Statistics Division.
Submission of completion report to all concerned.
The Support Services Wing of PBS is responsible for implementing the systems and procedures required
to process the data pertaining to censuses and surveys at PBS Headquarters, Islamabad i.e. centralized
processing site. The wide range of data is publically available in form of Publications / Tabulations on the
website of PBS having URL: http:/www.pbs.gov.pk. However, demand for data is increasing
tremendously and that too in computer readable form on computer tapes/diskettes etc. Such demands are
made mainly by various Government/Semi-Govt., Non Government Organization (NGOs), Research
Institutions, and Universities etc. within and outside the country.
The GIS Wing under Support Services Wing is also playing vital role establishing, developing and
maintaining a holistic National Statistical and Spatial Data System (NSSDS) and Integrated National
Statistical and Spatial Database (NSSD) by providing map-digitizing facility, for accuracy and better
visualization of enumeration area using imagery. These maps are pre-requisites for Enumerators in the
field for identification of their assigned areas for various surveys and censuses. Various GIS techniques
i.e. Infographs, Heat Maps etc. can be used to display of census and survey data on Digital Maps in
addition to Transformation of manual maps into computer based/digital of Enumeration Blocks. There is
so much that we can do with a GIS technology, the most common example is making layers with data
showing all sorts of different variables of a community to help inform decision makers and inform the
public. For example, useful GIS based interface would be used to see how many schools, hospitals/ health
facilities around a point of a map (we click), and map that with educational levels, infant mortality rate
and income, etc. This data hopefully exists anywhere in the country, but making a visual representation
and sharing with the policy planners, will help drive action and inform decisions. Ultimately, this will
only save the cost incurred on redundant projects but will provide basis for utilization of funds in prudent
manner.

The TPCS is user friendly interface, Role based Login, Online / Offline Mode functionality to make it
independent from internet connectivity, Enumerators Location Tracking Module, Activity time-tagging
module besides Auto Survey Management Module to ensure remote real-time work-force management.
The TPCS fulfilled all the requirements i.e. end-to-end data collection and less-human-interaction. The
software was taken into market at Peshawar, Lahore and Multan for testing by the enumerators. The
functionalities regarding Supervisors / Regional Chiefs i.e. assigning of Markets, real-time monitoring
dashboard were also elaborated in detail during onsite training sessions held at Peshawar, Lahore and
Multan.
All the price indexes discussed in this presentation are disseminated monthly except for the SPI, which is
released weekly. Data collection, compilation and its processing involve huge cost. Therefore, it has been
decided that the data users (other than government agencies) must share the cost of data. The charges of
data to be recovered from users are given in the following schedule. The amount will be deposited in the
Government treasury by the user and a copy of the challan/receipt will be provided to PBS. The user will
also supply diskettes/magnetic tapes etc. to PBS for collecting the data. Demand for data is increasing
tremendously and that too in computer readable form on computer tapes/diskettes etc. Such demands are
made mainly by various Government/Semi-Govt., Non-Government Organization (NGOs), Research
Institutions, and Universities etc. within and outside the country.
b) Tablet Based Data Collection for PSLM Survey 2019-20 (District Level)
Pakistan Social and Living Standards Measurement Survey (PSLM)'s District Level Survey is being
conducted by PBS since 2004-05 at alternate years. It was the biggest source of monitoring of MDGs. 15
out of 37 indicators adopted by Pakistan were monitored through PSLM. In Sep-2015 United Nation has
adopted Sustainable Development Goals (SDGs) with 17 goals, 169 targets & 232 indicators.
Pakistan was the first country in the region whose parliament has adopted the Sustainable Development
Goals as “National Development Goals”. Therefore work has initiated to find data gaps on reporting &
working on Surveys to include different indicators.
PBS being National Statistical Office is declared as the main agency for data monitoring & reporting by
United Nation Statistical Department (UNSD). Accordingly PBS by taking relevant stakeholders on board
amended their existing surveys to include SDGs indicators and also prepared data gap review report along
with SDG unit in Ministry of Planning Development and Reform & United Nations Development
Programme (UNDP). The Data Gap report revealed that PBS is the main reporting agency with 66
indicators & from which 53 indicators will be covered through its existing surveys/census & National
Accounts. Out of 53, 29 indicators will be monitored through PSLM/HIES Survey.
It is pertinent to mention here that considering the requirement of SDG indicators after PSLM
questionnaires were thoroughly reviewed and they have been amended to monitor SDGs. The significance
of PSLM District level survey 2019-20 is inclusion of the modules on Information Communication &
Technology (ICT), Food Insecurity Experience Scale (FIES), and Access to basic Services, Assets,
Hygiene & Waste management along with Disability and Migration which is going to be included for the
first time to monitor the one of the most important indicators for SDG’s. Recent data is not available for
both indicators, even if it is available then it is not truly representative.
Due to inclusion of disability in PSLM 2019-20 District level survey, the sample has been increased from
5600 blocks covering 80,000 household to 6500 blocks covering 200,000 households.
It is highly appreciated that the PSLM section along with Data processing Center has planned the PSLM
district level Survey 2019-2020 on Tablets. Member SS/IT and PSLM section took the initiative of
shifting the tool of data collection from laborious method i.e. from paper based questionnaires to the
Tablets. For this purpose Android Software is developed by the data processing center in vigorous
consultation with the subject matter section.
Due to shifting of data on Tablets and significant change in questionnaires, 5-days comprehensive
training workshops were scheduled in a way that three teams (comprised of four members 2 each from
subject matter section and two from Data Processing Section) at Karachi, Quetta, Lahore, Sukkur,
Peshawar, Multan, Abbottabad, and Islamabad have imparted training. Two days training for master
trainers along with staff of Rawalpindi Regional Office have been conducted on 28th and 29th August,
2019, the expert from Disability organization Community Based Inclusive Development Network
Pakistan (CPID) & Sight Saver also participated in training on disability. Field activities of PSLM
District Level Survey on Tablets will be starting from first week of the October 2019. However listing
activities started immediately after the provision of Sample list to Regional Offices. Member (RM/SS)
inaugurated the training at Karachi office while DDG (PSLM) inaugurated the training at Islamabad.
Main Objective of Mauza Census is verification and upddation of Mouzas/ Dehs/ Villages/
Killies lists by administrative units which serves as a sampling frame for drawing sample for
Agricultural and Livestock Censuses, it also provide aggregated statistical data on socio-
economic characteristics of Mouzas/ Dehs/ Villages/ Killies regarding Agricultural Structure &
livelihood of farmers, Collection of information regarding Infrastructure and Services
Availability for evidence based policy making. It provides data with periodic interval about
Socio-Economic Development Indicators relating to Rural Community at a Basic Administrative
level.
Mouza Census will be conducted by Staff of Revenue and local government department of
respective province. In this regard necessary letters has been issued to Chief Secretaries by
Secretary (PD&R) for cooperation and conduct of Mouza Census 2020.Accordingly focal
persons from all four provinces AJK & GB from respective Bureaus of Revenues have been
nominated for coordination regarding smooth conduct of Census. The meeting of all focal
persons was held on 29th November, 2019 at PBS Headquarter under the chairmanship of
Member (RM/SS), who briefed them about the process of conduct of Mouza Census & its
importance, further he requested for cooperation from provinces for successful completion of
this National Task.
Pakistan Bureau of Statistics has successfully conducted the training of Master trainers, training
has been imparted from 02-18 December, 2019 at eight different stations. The field work of
Mouza Census will be done in three phases from 01st January, 2020 to 31st March 2020. All
District Coordination meeting in Punjab & Sindh has been completed successfully & training of
enumerators at tehsil level will be conducted in 1st January 2020 followed by field collection in
the month of January 2020.

The previous policy adopted by PBS for data supply was that aggregate level data (tabulation)
was provided to the users free of charges and this practice will continue. However special
tabulation in the required computer readable format would be supplied to users on demand, with
charges to be deposited in the government treasury. In case of demand for the sensitive
information /data, the same may be supplied with the prior approval of the Federal Statistics
Authority i.e. Secretary, Statistics Division.
In this age of information technology, the researchers/user are extending their demands for data
at micro level. Consequently PBS has revised its data dissemination policy as under.
Dissemination Policy
To maintain the confidentiality of statistical data, the micro level data may be supplied on
tapes/diskettes after removing the micro-level identification only after publication of report.
a. The user shall provide an undertaking that the data collected from PBS will not be supplied to
any other person/organization either free of cost or on payment.
b. The user shall acknowledge the source of data and supply copies of the research work/articles
(published/unpublished) to PBS.
Confidentiality of Information
It will be ensured that the statistics supplied will not disclose in any way the identity and state of
affairs of any individual, firm or institution in strict compliance of the General Statistics Act,
1975.
Cost of Data
a. Data collection, compilation and its processing involve huge cost. Therefore, it has been
decided that the data users (other than government agencies) must share the cost of data. The
charges of data to be recovered from users are given in the following schedule. The amount will

PUBLIC SECTOR DEVELOPMENT PROGRAMME
Name of the Project: Updation of Rural Area Frame for the conduct of
Census / Surveys
The project has been designed to update the rural area frame, capture rapid expansion in the town
closure to rural areas, increase of commercial activities in the rural areas, changes taking place in
rural community due to rural-urban migration, formation of new Districts/Tehsils/Town which
causes change in the boundary description of respective administrative units.
Under the project, manual and digitized Mauza maps would be prepared and placed on the
website. These maps would provide enumerators accurate Mauza list of hamlets/settlements and
Enumeration Block boundaries, at the time of field operation of Population & Housing Census
and of Sample Surveys for collection of reliable, comprehensive and user-friendly
data/information for the public, private, national and international organizations. The updating of
Rural Area Frame helps to shift from list frame to area sample frame. Since PBS is responsible
for collection, compilation and dissemination of socio-economic, demographic and agricultural
data for the country thorough censuses and surveys.
Description of Project:
The Overall development objective of the scheme is to change the current base year (2005-06) to
the recent year (2015-16) of the National Accounts of Pakistan by implementing the System of
National Accounts 2008. It will provide reliable and authentic data on macro-economic
indicators like GDP and GFCF. Furthermore, the base of price statistics will also be changed
from 2007-08 to 2015-16.
