Methodology

 qualitative method
 A document analysis technique was used
 A detailed analysis of Algeria's energy policy and governance using the multi-level
perspective method was presented as a literature review.
 A critical analysis of the various legislative arsenals and planning instruments have been
collected from key institutions to obtain detailed information on existing rules concerning
spatial planning, environmental protection, the building sector and renewable energies.
 A pilot project that will be a symbol that meets the needs of both normal and extreme cases.
 A proposal for new policies and regulations in terms of energy and urban planning.

The steps elaborated in our study:

-Introductory approach: we begin with a general introduction to the theme which led us to pose our
problematic while trying to propose some hypotheses and to target the objectives of our thesis and our
project.

- Analytical approach: understanding our problematic helped us to move to a critical analysis of the
different energy legislative arsenals in the world and Africa in general and in Algeria in particular,

Focused on the architectural scale, a second analysis examined the instruments of planning and
urbanism and environmental protection as a first sector, then an analysis of different scales (city,
fragment, unit) was elaborated (using SWOT/ SNAT / SRAT ....) in order to cover all aspects of the
legal framework that refers to the environment interfering with the built environment dealing with sun,
light, wind, air, noise, lighting, thermal comfort, energy and thus addresses the concerns of renewable
energy and energy efficiency.

-Social and technical survey to make a good diagnosis and draw the different social needs.

Programmatic and technical approach: it is an inseparable and complementary part of the


previous study, which we have opted for through a pilot project that will be innovative in all our
critical analysis and gives importance not only to the environment and renewable energies, but also to
comfort, security and the economy as well, which has led us to project new regulations and policies to
improve the legal framework in urban, energy and therefore economic and social terms and to use
them as models for recommendations.
