b. PROCEDE Inspires would-be-preneurs in the Province of Nueva Vizcaya
Ms. Maricris B. Romero, the resource person of the said activity emphasized
that “Innovation is the specific instrument of Entrepreneurship, the act that
endows resources with a new capacity to create wealth”.
The aim of the workshop is to capture the overall concept of the proposed
business of the federation to be able to accomplish a proposal that is best
suits to their objectives.
Based on the session, the major constraints identified in the Rice Value
Chain in the Province of Nueva Vizcaya includes high costs of rice within the
market, low cost of palay from buyers/traders and presence of middlemen

along the palay value chain. The identified risks of the projects are low-cost
milling services within the area and importation of commercial rice from
neighboring countries.
Thus, in its truest sense, this project can serve as consolidator for the locally
produced palay within the province and it can also create employment for the
community.
This Learning Session is customized for the MSME food processors of the
Province of Nueva Vizcaya. It introduces to the participants an Awareness
Course on the International Standard on Food Safety Management Systems
(FS 22000:2018) as a link to other different aspects and standards on food
safety and quality. Its objective is to reinforce the foundation for the
processors’ knowledge and skills in the development of their businesses to
be more competitive in the market.

At the end of the seminar, as their output, each processor was able to draft
their own Food Safety Policy; Initial framework of their Food Quality
Management System and Food Safety Culture; and, outline their own Good
Manufacturing Practices Quality Manual.
The series of courses designed for the SME food processors will lead to their
eventual registration with the Food and Drug Administration, both for the
License to Operate FDA-LTO) and Certificate of Product Registration (CPR).

The purpose of the visit to the beneficiaries is to monitor and evaluate the
beneficiaries on their livelihood projects that they have requested to the
Provincial Government.
The monitoring and evaluation to beneficiaries is regularly done by the
Provincial Cooperative and Enterprise Development Office (PROCEDE) office
in a quarterly basis.
The purpose of the said activity is to assist the Processed Food Sector in the
province in their registration with the Food and Drug Administration, both for
the License to Operate FDA-LTO) and Certificate of Product Registration
(CPR). The training conducted was done through a series of courses to
prepare the participants in the FDA eligibility and eventual licensing and
certification.
The Livelihood Assistance Program of the Office of the Governor aims to aid
the small business in the province by providing them additional capital for
their operations. The awarding of the Financial Assistance was personally
attended by the Honorable Governor Carlos M. Padilla.

Samahang OFWs (TULONG PUSO) Program of the Overseas Workers
Welfare Administration (OWWA).
The proposal was already submitted and has been approved by the Overseas
Workers Welfare Administration (OWWA) Region 02.
The project proposal has already been distributed to the agencies concern and
is awaiting for the approval.

c. Amendment on the Provincial Branding Ordinance, SP Special
Committee Meeting

Provincial Branding Ordinance on January 19, 2021 at the SP session hall,
Capitol Compound, Bayombong, Nueva Vizcaya.
The NVAT Fruit and Vegetable Processing Center – TWG Meeting convened
on January 22,2021 at the Office of the Honorable Governor Carlos M.
Padilla.

The meeting was attended by Manager Cumila of NVAT, Representative/s
from the offices of DA, PLO, PEO, PAO, PROCEDE, and GO personally
represented by the Honorable Governor Carlos M. Padilla.
The Honorable Governor shared to the body that Regional Director Narciso A.
Edillo sent him a letter informing that the project has been approved and
funded under the Bayanihan to Recover as One Act (Bayanihan 2) of the
Department of Agriculture. In his letter, the Department of Agriculture is giving
NVAT Fruit and Vegetable Processing Center – TWG a go signal for the
procurement activities of the project.
The main agenda of the meeting, is to conform to the timeline set the
Department of Budget and Management (DBM). The project fund will be
released in three (3) tranches and validity of disbursement is until June 30,
2021 only and unused funds will be reverted. He further distributed task to be
taken by the concerned offices.
During the meeting, the DTI Nueva Vizcaya and PROCEDE Office discussed
the full operationalization of the Nueva Vizcaya OTOP Philippines Hub located
at the Nueva Vizcaya Livelihood and Pasalubong Center, Magsaysay,

Bayombong, Nueva Vizcaya. The Provincial Director Henry O. Conel, Jr. also
discussed about the two (2) Shared Service Facilities (SSF) Projects namely
(1) Nueva Vizcaya Fruit Toll Packaging Center, (2) NV Packaging and
Labelling Services to be put up in Nueva Vizcaya and the Provincial
Government as being the cooperator of the said project.
As a result of the discussion, both parties agreed to hold the signing of the
Memorandum of Agreement between the Provincial Government and the DTI
Region 02 within the first quarter of the year. Both parties also discussed the
list of activities and programs to support the operations of the said projects and
to assist on SME Development.
Amidst lingering global and local uncertainties, the Nueva Vizcaya Investment
Development Council – Technical Working Group (NVIDC-TWG) convened a
meeting on February 9, 2021 at the PPDO’s Function Room, Capitol
Compound, Bayombong, Nueva Vizcaya wherein the Provincial Cooperative
and Enterprise (PROCEDE) Office is the Secretariat.
These two ranking are the bases of investors, whether to invest or not in a
certain province because it can show that a certain location knows its
resources and how it uses these to improve its standard of living.

During the meeting, they also tackled about including the PHILFIDA Abaca
Industry Project in the Provincial Investment Commodity Plan (PICP) of the
province. The PHILFIDA will be providing facilities and equipment for the
entrepreneur to process the Abaca and their target is to export it. It is also
mentioned that PHILFIDA will be incorporating semi culture in the processing.
Aside from the agenda of the meeting, they discussed about cropping of
Investment Priority Plan to make our province ready for the opening of our
countries economy by year 2022 after the pandemic, relaxing the economic
provision in the constitution.
The objective of the study is (1) to prepare a technical and economic pre-
feasibility study to determine the optimum advantage and benefit to be derived
from the proposed facility; (2) to establish initial database and profile of Nueva
Vizcaya MSMEs engaged in the food processing value chain; and, (3) to
consolidate the different food processing procedures and their unique
characteristics.

Henceforward, the Dayanan International Consultancy Services, Inc.
conducted a survey on marketing and technical aspect of the study to the food
processors within our province.
Some of the stated disadvantages are: when the government set a price
ceiling, the legal traders will ease to comply but black market will boost to
penetrate the market which is very unfair for our legal traders, it may also
result in supply shortage and the set price ceiling of NCR on vegetables is very
low which cannot be imposed in the province because the farmers may suffer.
Based on the preceding, the council came up into a resolution on not setting a
Price Ceiling on Agricultural Commodities in the Province.

i. Food Safety Pathway for the Province of Nueva Vizcaya, A Meeting
between the Honorable Governor and Atty. Bañares
Services resumes as usual after the five days lockdown of the Capitol
Compound, the Provincial Government of Nueva Vizcaya through its Provincial
Cooperative and Enterprise Development (PROCEDE) Office, pursue an 8-
days training entitled “Training on Food Safety Procedures for Essential
Foods” conducted on March 22 – 29, 2021, intended for the food processors
within the province.
Before the start of the first day of the training, an introductory cum courtesy
meeting between the Honorable Governor Carlos M. Padilla, Atty. Maria
Esperanza Consigna-Bańares - resource person for the said training, and the
PROCEDE Office was conducted.
The Honorable Governor, expressed his gratitude towards the bravery and
professionalism of Atty. Bańares despite the high risks of health condition due
to the ascending cases of COVID-19 in the entire region.
The agenda of the meeting is to plan for the market event of the Farmers to
Consumers (F2C) which is scheduled on the April of 2021 to be held at
Walter Mart, Gapan, Nueva Ecija and to designate a consolidator that will
consolidate each commodity.
The PROCEDE Office committed to assist the market event by providing the
F2C with the necessary supplies needed for the conduct of the activity.

H. Investors Assisted
a. PROCEDE Assists Potential Investors
The PROCEDE Office was able to identify thirty-two (32) individuals from
different municipalities in the province and was successfully included in the
final listing (i.e., 100 slots) of the said Kabuhayan Project. Hence, he
selection of these qualified beneficiaries went through proper assessment
and validation.

Noteworthy to mention that this DOLE Kabuhayan: Nego Kart and Starter Kit
Project was already received by the thirty-two (32) selected beneficiaries on
January 22,2021.
Aside from the assistance given by the PROCEDE Office to the DOLE
Livelihood Program, the PROCEDE Office also endorsed Financial
Livelihood requests to concerned national agencies that can appropriately
accommodate their requests.
Out of one hundred seventeen (117) Financial Assistance Requests, fifty (50)
will be accommodated by the PROCEDE Office for assessment and
validation while other Financial Livelihood Request was endorsed to the
different national agencies as follows:

Approval of Branding Ordinance from PAO to PROCEDE
The Provincial Cooperative and Enterprise Development (PROCEDE) Office now leads
the implementation of the “Nueva Vizcaya Product Accreditation and Branding
System Ordinance” through the SP Ordinance No. 2021-204 issued by the Sangunian
Panlalawigan on February 9, 2021.
The Sanggunian Panlalawigan issued the Ordinance No. 2021-204 entitled “An
Ordinance Amending Section 9 and Section 11 of the Ordinance No. 2014-093
otherwise known as the Nueva Vizcaya Product Accreditation and Branding
System Ordinance”. This amendment was to designate the Provincial Cooperative and
Enterprise Development (PROCEDE) Office as the new Lead Implementing Office for
the Branding Ordinance that was adopted by the recommendation of the Provincial
Development Council – Economic Development (ECODEV) Committee in its Resolution

No. 17, series of 2020 proposing to designate the PROCEDE Office as the Lead
Implementing Office instead of the Provincial Agriculture Office.
This motion of the Sangguniang Panlalawigan is an initial step towards revival of the
implementation of said ordinance. Henceforward, the PROCEDE Office, as the new
lead implementing office will give emphasize in promoting the Nueva Vizcaya Brand.
