HIGHLIGHT OF ACCOMPLISHMENTS

A. Trainings Conducted
a. PROCEDE Capacitates DOLE Livelihood Beneficiaries

The Nego-Kart beneficiaries together with Department of Labor and Employment (DOLE)
Secretary Silvestre Bello III and Department of Transportation (DOTr) Secretary Arthur
Tugade joined by the Honorable Governor Carlos M. Padilla (Top Picture) during the

lower left) during the conduct of Business Orientation to the beneficiaries.

The Department of Labor and Employment (DOLE) awarded livelihood funds


to the Provincial Government of Nueva Vizcaya amounting to PhP4.9M with
PhP1.9M intended for the TUPAD program and PhP3M for the DKSK catering
to 100 skilled beneficiaries in the province.

Further, fifty (50) skilled beneficiaries also received their certificates of


award for a package of one cart (trike) worth P19,000.00 and a seed capital
of P9,000.00 under the DILP Nego-Kart livelihood fund assistance intended to
enhance their present livelihood undertaking.

DOLE Secretary Silvestre H. Bello, DOTr Secretary Arthur P. Tugade
together with Honorable Governor Carlos M. Padilla awarded livelihood kits to
qualified beneficiaries on 22 January 2021 at the Main Building, Capitol
Compound, Bayombong, Nueva Vizcaya.

Moreover, the Provincial Cooperative and Enterprise Development Office


(PROCEDE) office in collaboration with Provincial Employment Service
Division (PESD) conducted a business orientation to fifty (50) beneficiaries of
the Nego Kart Project of the Department of Labor and Employment (DOLE).
The aim of said activity is to capacitate beneficiaries on how to start business,
particularly Nego Kart Business.

PROCEDE remains committed in supporting livelihood project key partner


agencies towards creating a more sustainable and resilient business
paradigm in the province.

b. PROCEDE Inspires would-be-preneurs in the Province of Nueva Vizcaya

Ms. Maricris B. Romero, Administrative Aide III of the Provincial Cooperative an


Enterprise Development (PROCEDE) Office, together with the livelihood beneficiaries
during the conduct of Entrepreneurial Mindsetting Seminar cum Basic Financial
Management on February 24, 2021 at Senior Citizens Hall, Capitol Compound,
Bayombong, Nueva Vizcaya.

The Provincial Government of Nueva Vizcaya through its Provincial


Cooperative and Enterprise Development (PROCEDE) Office conducted an
Entrepreneurial Mind-setting cum Basic Financial Management to the
recipients of the PLGU Livelihood Program on February 24, 2021 at Senior

Citizen’s Hall, Capitol Compound, Bayombong, Nueva Vizcaya. A total of
fourteen (14) recipients of the Livelihood Assistance Program with total value
of one hundred fifteen thousand pesos (Php115,000.00) participated in the
said activity.

The aim of this orientation is to educate the beneficiaries on how to do or


start a business, manage and value their finances and to inspire them
through sharing of Success Stories of other entrepreneurs which will
encourage their burning desire for success.

Ms. Maricris B. Romero, the resource person of the said activity emphasized
that “Innovation is the specific instrument of Entrepreneurship, the act that
endows resources with a new capacity to create wealth”.

c. PROCEDE Trains NV Irrigators Fed in Business Plan Preparation

Amidst pandemic and towards responsiveness, the Provincial Government of
Nueva Vizcaya through its Provincial Cooperative and Enterprise
Development (PROCEDE) Office conducted a 1-day Business Proposal
Preparation Workshop to officers of the Nueva Vizcaya Provincial Federation
of Irrigators Association (NVPFIA) last March 8, 2021 at National Irrigation
Administration (NIA), Capitol Compound, Bayombong, Nueva Vizcaya.

The aim of the workshop is to capture the overall concept of the proposed
business of the federation to be able to accomplish a business proposal that
is best suited to their objectives.

Based on the session, the major constraints identified in the Rice Value
Chain in the Province of Nueva Vizcaya, according to them, includes high
costs of rice within the market, low cost of palay from buyers/traders and
presence of middlemen along the palay value chain. The identified risks of
the projects are low-cost milling services within the area and importation of
commercial rice from neighboring countries.

Thus, in its truest sense, this project can serve as consolidator for the locally
produced palay within the province and it can also create employment for the
community.

d. PROCEDE Orients Food Processors in Food Safety Management &


Registration

the conduct of Training on Food Safety Procedures for Essential Foods on March 22-29,
2021 at the Nueva Vizcaya Livelihood and Pasalubong Center, Magsaysay, Bayombong,
Nueva Vizcaya.

The Provincial Government of Nueva Vizcaya through its Provincial
Cooperative and Entrepreneurship Development (PROCEDE) Office
conducted an 8-day training entitled “Training on Food Safety Procedures for
Essential Foods” on March 22-29,2021 at Nueva Vizcaya Livelihood and
Pasalubong Center, Magsaysay, Bayombong, Nueva Vizcaya.

During the training, different phases of quality and safe processing were


discussed to pave the way for the MSME Processors’ FDA eligibility
and eventual licensing and certification.

This Learning Session is customized for the MSME food processors of the
Province of Nueva Vizcaya. It introduces to the participants an Awareness
Course on the International Standard on Food Safety Management Systems
(FS 22000:2018) as a link to other different aspects and standards on food
safety and quality. Its objective is to reinforce the foundation for the
processors’ knowledge and skills in the development of their businesses to
be more competitive in the market.

Current Good Manufacturing Practices is the fundamental Course on Food


Safety and Quality. It comprises the practices required in order to conform to
the guidelines prescribed by the concerned regulatory agencies.

At the end of the seminar, as their output, each processor was able to draft
their own Food Safety Policy; Initial framework of their Food Quality
Management System and Food Safety Culture; and, outline their own Good
Manufacturing Practices Quality Manual.

This activity tapped the expertise of Atty. Maria Esperanza Consigna-


Bańares, former DTI Regional Director and Business Consultant.

The series of courses designed for the MSME food processors will lead to
their eventual registration with the Food and Drug Administration, both for the
License to Operate (FDA-LTO) and Certificate of Product Registration (CPR).

B. Market Events conducted

a. F2C Intensifies its Market

The members of the Farmers to Consumers (F2C) during the conduct of the market event
at the Capitol Grounds and in WalterMart, Gapan, Nueva Vizcaya.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


successfully conducted a total of twenty-four Farmers to Consumers (F2C)
events during the first quarter of 2021, amidst the COVID-19 pandemic.

The Farmers to Consumers is an annual activity of the Province of Nueva


Vizcaya to bring the agricultural produce including processed products of the
province closer to its consumers. For the first quarter of 2021, the market
event had generated a total sales revenue of PhP672,120.00. The event was
conducted in three different areas, namely, (1) Cainta, Rizal, (2) The
Provincial Capitol Grounds, (3) WalterMart, Gapan, Nueva Ecija.

The PROCEDE Office will continue to support the Farmers to Consumers


Program to help assist the local MSMEs in the province to achieve greater
markets.

C. Projects assessed
a. PROCEDE Monitors Livelihood Beneficiaries amidst COVID-19

Ms. Lolobeth G. Mendez, Cooperative Development Specialist II and Ms.


Sylvia P. Flores, Administrative Aide IV of the PROCEDE office during the
conduct of Monitoring and Evaluation to the livelihood beneficiaries within
the province.

The Provincial Cooperative and Enterprise Development Office (PROCEDE)


Office conducted monitoring and evaluation to the ten (10) livelihood
beneficiaries, recipients during the administration of then Governor Ruth R.
Padilla, for the period covering January to March of 2021.

The Entrepreneurship Division conducted monitoring and evaluation to


previous Livelihood Beneficiaries, to wit:

3. Anayo Multi-Purpose Cooperative

The purpose of the visit to the beneficiaries is to monitor and evaluate the level
of growth of the beneficiaries on their livelihood projects that they have
requested to the Provincial Government.

The monitoring and evaluation to beneficiaries is regularly done by the


Provincial Cooperative and Enterprise Development Office (PROCEDE) office
in a quarterly basis to ensure that public fund is dispersed as intended.

D. NGAs programs complimented/ Facilitated to MLGUs and beneficiaries

a. PROCEDE Supports NV MSMEs Development Convergence Agenda

The participants of during the conduct of Training on Food Safety Procedures for Essential
Foods on March 22-29, 2021 at Nueva Vizcaya Livelihood and Pasalubong Center,
Magsaysay, Bayombong, Nueva Vizcaya.

The Provincial Government of Nueva Vizcaya through its Provincial


Cooperative and Enterprise Development (PROCEDE) Office conducted an
eight (8) days training entitled “Training of Food Safety Procedures for
Essential Foods” to eleven (11) participants on March 22-29, 2021 at Nueva
Vizcaya Livelihood and Pasalubong Center, Magsaysay, Bayombong, Nueva
Vizcaya as a support to the NV MSMEs Development Convergence Agenda.

The purpose of the said activity is to assist the Processed Food Sector in the
province in their registration with the Food and Drug Administration, both for
the License to Operate (FDA-LTO) and Certificate of Product Registration
(CPR). The training conducted was done through a series of courses to

prepare the participants in the FDA eligibility and eventual licensing and
certification.

The said activity is aligned with the objectives of the NVMDCC, that is to
facilitate 60 FDA compliant/registered food processors in the province within 3
years.

E. Livelihood Assistance acted upon

a. PROCEDE Facilitates the Awarding of Livelihood Requests

The Honorable Governor Carlos M. Padilla together with the Livelihood Beneficiaries, Ms.
Lolobeth G Mendez, Cooperative Development Specialist II and Ms. Sylvia P. Flores,
Administrative Aide IV of the Provincial Cooperative and Enterprise Development
(PROCEDE) during the awarding of Financial Assistance on February 24, 2021 at the
Main Building, Capitol Compound, Bayombong, Nueva Vizcaya.

The Provincial Government of Nueva Vizcaya through its Provincial


Cooperative and Enterprise Development (PROCEDE) Office facilitated the
awarding of Livelihood Assistance to the fourteen (14) recipients of the
Livelihood Assistance Program of the Office of the Governor receiving a total
value of one hundred fifteen thousand pesos (Php115,000.00) on February
24, 2021 at the Main Building, Capitol Compound, Bayombong, Nueva
Vizcaya.

The Livelihood Assistance Program of the Office of the Governor aims to aid
the small business in the province by providing them additional capital for

their operations. The awarding of the Financial Assistance was personally
attended by the Honorable Governor Carlos M. Padilla.

As a continuous support to the Livelihood Program of the Office of the


Honorable Governor, the PROCEDE Office submitted an additional financial
assistance with total value of three hundred thirty thousand (PhP330,000.00).
Noteworthy to mention that this was already approved by the Office of the
Governor.

F. Proposals prepared for special projects

a. Ambaguio OFW Agri-Business Trading

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


assisted the Ambagiuo OFW Kabayani Association of Tiblac, Ambaguio,
Nueva Vizcaya in coming up with a business plan for their proposed Agri-Input
Trading, as a requirement to their request of Financial Assistance to the
Tulong Pangkabuhayan sa Pagunlad ng Samahang OFWs (TULONG PUSO)
Program of the Overseas Workers Welfare Administration (OWWA).

The PROCEDE Office accoutered the finished business proposal entitled


“Ambaguio OFW Agri Business Trading” to the said association. The
proposed project has a total cost amounting to Php1,199,500.00. The funding
will be shared through a counterparting scheme from the members of the

Ambagiuo OFW Kabayani Association and Overseas Workers Welfare
Administration (OWWA).

The proposal was already submitted and awaiting for the approval by the
Overseas Workers Welfare Administration (OWWA) Region 02.

b. A Pre-Feasibility Study on the Establishment on Commercial Rice Hub

Ms. Juditte L. Asuncion, the Provincial Cooperative Affairs Officer of the


Provincial Cooperative and Enterprise Development (PROCEDE) Office together
with the representative from the Nueva Vizcaya Provincial Federation of
Irrigators Association during the giving of Business Proposal on March 31, 2021.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


assisted the Nueva Vizcaya Provincial Federation of Irrigators Association
(NVPFIA) in crafting a business plan for their proposed Commercial Rice Hub
Project, as a requirement to their request for funding to the different
government agencies.

The PROCEDE Office already furnished a copy of the business proposal titled
“A Pre-Feasibility Study on the Establishment on Commercial Rice Hub”
to the said federation. The proposed project has a total cost amounting to PhP
40,179,500.00. Its funding will be done through a counterparting basis by the
Federation and other Agencies.

G. Meeting facilitated/conducted
c. Amendment on the Provincial Branding Ordinance, SP Special
Committee Meeting

Ms. Juditte L. Asuncion, the Provincial Cooperative Affairs Officer of the Provincil
Cooperative and Enterprise Development (PROCEDE) together with the representative
from the Provincial Agriculture Office during the Committee Meeting on the Amendment
of the attended the SP Special Committee Meeting on the Amendment on the Provincial
Branding Ordinance on January 19, 2021 at the SP Session Hall, Capitol Compound,
Bayombong, Nueva Vizcaya.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


attended the SP Special Committee Meeting on the Amendment on the
Provincial Branding Ordinance on January 19, 2021 at the SP Session Hall,
Capitol Compound, Bayombong, Nueva Vizcaya.

The Sanguniang Panlalawigan assessed the implementation of


aforementioned ordinance of the province and during a meeting held on the
19th day of January 2021, the Provincial Cooperative and Enterprise
Development (PROCEDE) Office together with the Provincial Agriculture
Office (PAO), being the lead implementing office, for the Branding Ordinance
and other offices related to this ordinance was invited to attend this meeting.

PROCEDE being the office mandated for Enterprise Development was


proposed by the Provincial Development Council – Economic Development
(ECODEV) Committee as the New Lead Implementing Office for the Branding
Ordinance instead of PAO.

As a result of the meeting, the Sanguniang Panlalawigan adopted the
recommendation of the Provincial Development Council – Economic
Development (ECODEV) Committee that the PROCEDE Office as the most
logical office to implement the said ordinance instead of the Provincial
Agriculture Office. Thus, the Sanguniang Panlalawigan amended the
ordinance through a resolution adopting the cited amendments.

d. NVAT Fruit and Vegetable Processing Center – TWG Meeting

The NVAT Fruit and Vegetable Processing Center – TWG Meeting convened
on January 22,2021 at the Office of the Honorable Governor Carlos M.
Padilla.

The meeting was attended by Manager Cumila of NVAT, Representative/s


from the offices of DA, PLO, PEO, PAO, PGSO, PROCEDE, and GO
personally represented by the Honorable Governor Carlos M. Padilla.

The Honorable Governor shared to the body that Regional Director Narciso A.
Edillo sent him a letter informing that the project has been approved and
funded under the Bayanihan to Recover as One Act (Bayanihan 2) of the
Department of Agriculture. In his letter, the Department of Agriculture is giving
NVAT Fruit and Vegetable Processing Center – TWG gave a go signal in the
procurement activities of the project.

The main agenda of the meeting, is to conform to the timeline set the
Department of Budget and Management (DBM). The project fund will be
released in three (3) tranches and validity of disbursement is until June 30,
2021 only and unused funds will be reverted. He further distributed task to be
taken by the concerned offices.

The Honorable Governor is anticipating for an initial progress of the
Establishment of the NVAT Fruit and Vegetable Processing Center within six
(6) months period.

e. PROCEDE – DTI Project Collaboration Meeting

Cooperative and Enterprise Development (PROCEDE) Office (picture on the right)
together with Provincial Director Henry O. Conel, Jr. (picture on the center), the Provincial
Director of the Department of Trade and Industry (DTI) Nueva Vizcaya Provincial Office
accompanied by Ms. Ellerie B. Ramel (picture on the left), the Divison Chief of DTI Nueva
Vizcaya Business Development Division during the meeting. The meeting was also joined
by Mr. Roel P. Dolaypan, Jr. (2nd person from the left) the Division Chief of
Entrepreneurship Division of the Provincial Cooperative and Enterprise Development
Division.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


conducted a meeting with the Department of Trade and Industry (DTI) Nueva
Vizcaya Provincial Office to discuss the different projects to the Provincial
Government for 2021 on January 28, 2021 at the PROCEDE Office, 2 nd Flr.
Agriculture Bldg., Capitol Compound, Bayombong, Nueva Vizcaya.

During the meeting, the DTI Nueva Vizcaya and PROCEDE Office discussed
the full operationalization of the Nueva Vizcaya OTOP Philippines Hub located
at the Nueva Vizcaya Livelihood and Pasalubong Center, Magsaysay,
Bayombong, Nueva Vizcaya. The Provincial Director Henry O. Conel, Jr. also
discussed about the two (2) Shared Service Facilities (SSF) Projects namely
(1) Nueva Vizcaya Fruit Toll Packaging Center, (2) NV Packaging and

Labelling Services to be put up in Nueva Vizcaya and the Provincial
Government as being the cooperator of the said project.

As a result of the discussion, both parties agreed to hold the signing of the
Memorandum of Agreement between the Provincial Government and the DTI
Region 02 within the first quarter of the year. Both parties also discussed the
list of activities and programs to support the operations of the said projects and
to assist on MSME Development.

f. Amendment on the Nueva Vizcaya Investment and Incentives Code,


NVIDC – TWG Meeting

Engr. Edgardo D. Sabado (wearing navy blue coat in the center table), the chairperson
of the of the Nueva Vizcaya Investment Development Council – Technical Working
Group (NVIDC-TWG) together with the members and the Secretariat during the
NVIDC-TWG meeting held on February 9, 2021 at PPDO’s Function Room, Capitol
Compound, Bayombong, Nueva Vizcaya.

Amidst lingering global and local uncertainties, the Nueva Vizcaya Investment
Development Council – Technical Working Group (NVIDC-TWG) convened a
meeting on February 9, 2021 at the PPDO’s Function Room, Capitol
Compound, Bayombong, Nueva Vizcaya wherein the Provincial Cooperative
and Enterprise (PROCEDE) Office is the Secretariat.

In the meeting, they discussed their vision of creating an Information and


Communication Technology (ICT) Plan that aims to improve the connectivity of
PLGU with MLGUs within the province. This ICT Plan can contribute a positive
impact in the economy of the province, as this may help in the accurate
reporting of Cities, Municipalities Competitiveness Index (CMCI) of MLGUs. A
CMCI ranking is very crucial, an inaccurate and incomplete reporting of such
can set us in the bottom of the ranking which may also affects the ranking of
the province on the Ease of Doing Business.

These two ranking are the bases of investors, whether to invest or not in a
certain province because it can show that a certain location knows its
resources and how it uses these to improve its standard of living.

During the meeting, they also tackled about including the PHILFIDA Abaca
Industry Project in the Provincial Investment Commodity Plan (PICP) of the
province. The PHILFIDA will be providing equipment for the community
beneficiaries to process the Abaca and their target is to export it. It is also
mentioned that PHILFIDA will be incorporating cocoon silk culture.

Aside from the agenda of the meeting, they discussed about crafting of
Investment Priority Plan to make our province ready for the opening of our
countries economy by year 2022 after the pandemic.

g. Toll Packaging Study, A Meeting between the Honorable Governor and


Dayanan International Business Consultancy Services, Inc.

The Provincial Government of Nueva Vizcaya through its Provincial


Cooperative and Enterprise Development (PROCEDE) Office is currently
conducting the study entitled “Pre-Feasibility Study for the Nueva Vizcaya

Toll Food Processing and Packaging Center” for the food processors within
the province.

The objective of the study is (1) to prepare a technical and economic pre-
feasibility study to determine the optimum advantage and benefit to be derived
from the proposed facility; (2) to establish initial database and profile of Nueva
Vizcaya MSMEs engaged in the food processing value chain; and, (3) to
consolidate the different food processing procedures and their unique
characteristics.

On February 22-24, 2021, the Dayanan International Consultancy Services,


Inc., a firm that offers a wide array of services, is in the province to assist in
the PLGUs in this pre-feasibility study and an introductory cum courtesy
meeting between the Honorable Governor Carlos M. Padilla, the Dayanan
International Consultancy Services, Inc. and the PROCEDE Office was
conducted on February 22,2021.

Henceforward, the Dayanan International Consultancy Services, Inc.


conducted a survey on marketing and technical aspect of the study to the food
processors within our province. It is expected that the study would be finished
this April of 2021.

h. Nueva Vizcaya Price Coordinating Council Meeting

Hon. Carlos M. Padilla presides over a meeting of the Nueva Vizcaya Local Price Page 17 of 29
Coordinating
Council (NVLPCC) held on March 5, 2021 at Nueva Vizcaya Livelihood and Pasalubong Center,
Bayombong, Nueva Vizcaya.
“No Price Ceiling on Agricultural Commodities!”

On March 5, 2021, the Provincial Cooperative and Enterprise Development


(PROCEDE) performed as the Secretariat during the meeting of Nueva
Vizcaya Price Coordinating Council (NVPCC) which is chaired by the
Honorable Gov. Carlos M. Padilla. The meeting was held at Nueva Vizcaya
Livelihood and Pasalubong Center.

The objective of the said meeting is to assessed the prices of Basic


Necessities and Prime Commodities in the province. During the discussion,
the Honorable Governor emphasized that if the price of the commodities is
right, it can attract more farmers to plant, otherwise, they will not. Then he said
that, the priority of the province should not only to protect the consumers but
also to consider the welfare of the farmers.

Moreover, through a consensus of the members, it was agreed not to set a


price ceiling on agricultural commodities in the province because as based on
the discussions, it was raised that there are many disadvantages in setting a
price ceiling.

Some of the stated disadvantages are: when the government set a price
ceiling, the legal traders will ease to comply but black market will boost to
penetrate the market which is very unfair for our legal traders, it may also
result in supply shortage and the set price ceiling of NCR on vegetables is very
low which cannot be imposed in the province because the farmers may suffer.

Based on the preceding, the council came up into a resolution on not setting a
Price Ceiling on Agricultural Commodities in the Province.

i. Food Safety Pathway for the Province of Nueva Vizcaya, A Meeting
between the Honorable Governor and Atty. Bañares

The Honorable Carlos M. Padilla together with Atty. Ma. Esperanza Consigno-
Bańares, the Resource Person and former DTI Region 02 Regional Director and Ms.
Juditte L. Asuncion, the Provincial Cooperative Affairs Officer of the Provincial
Cooperative and Enterprise Development (PROCEDE) Office accompanied y her
staff during the introductory cum courtesy meeting on March 22, 2021 at the Main
Building, Capitol Compound, Bayombong, Nueva Vizcaya.

Services resumes as usual after the 5-day lockdown of the Capitol Compound-
Provincial Government of Nueva Vizcaya. The Provincial Cooperative and
Enterprise Development (PROCEDE) Office, pursued an 8-day training
entitled “Training on Food Safety Procedures for Essential Foods” conducted
on March 22 – 29, 2021, intended for the food processors within the province.

An introductory cum courtesy meeting was conducted between the Honorable


Governor Carlos M. Padilla, Atty. Maria Esperanza Consigna-Bańares -
resource person for the said training, and the PROCEDE Office.

The Honorable Governor, expressed his gratitude towards the passion and
professionalism of Atty. Bańares despite the high risks of health condition due
to the increasing cases of COVID-19 in the entire region.

Ms. Sylvia P. Flores, Administrative Aide IV of the Provincial Cooperative and
Enterprise Development (PROCEDE) Office together with Ms. Julie Alonzo and the
members of the Farmers to Consumers (F2C) during the exhibitors meeting on March
31, 2021 at Santa Fe, Nueva Vizcaya.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office


attended the Farmers to Consumers (F2C) Meeting held on March 31,2021 at
Sta. Fe, Nueva Vizcaya.

The agenda of the meeting is to plan for the market event of the Farmers to
Consumers (F2C) which is scheduled on the April of 2021 to be held at
Walter Mart, Gapan, Nueva Ecija and to designate a consolidator that will
gather all commodities in the province intended to the said market event.

The PROCEDE Office will continually support this initiative for the welfare of
our producers and processors within the province.

H. Investors Assisted
a. PROCEDE Assists Potential Investors

The Provincial Cooperative and Enterprise Development (PROCEDE)


assisted two (2) potential investors of the province for the first quarter of
2021.

The Entrepreneurship Division assisted two (2) organizations within the


province by assisting them in the preparation of their business plan that will
be used for their request for funding to different government agencies. The
proponents of the project were (1) Ambaguio OFW Kabayani Association
with a total project cost of PhP1,199,500.00 and, (2) Nueva Vizcaya
Provincial Federation of Irrigators Association with a total project cost of
PhP40,179,500.00.

Noteworthy to mention that these project proposals were already submitted
to the agencies concerned by the proponent groups. The proponent group is
currently waiting for the approval of their requests.

I. Linkaging and Networking Initiative of the PROCEDE Office

The Provincial Government of Nueva Vizcaya through its Provincial


Cooperative and Enterprise Development (PROCEDE) Office was tapped by
the Department of Labor and Employment (DOLE) in selecting qualified
beneficiaries for their Livelihood Program entitled: DOLE Kabuhayan: Nego
Kart and Starter Kit Project.

The PROCEDE Office was able to identify thirty-two (32) individuals from
different municipalities in the province and was successfully included in the
final listing (i.e., 100 slots) of the said Kabuhayan Project. Hence, he
selection of these qualified beneficiaries went through proper assessment
and validation.

Noteworthy to mention that this DOLE Kabuhayan: Nego Kart and Starter Kit
Project was already received by the thirty-two (32) selected beneficiaries on
January 22,2021.

Aside from the assistance given by the PROCEDE Office to the DOLE
Livelihood Program, the PROCEDE Office also endorsed Financial
Livelihood requests to concerned national agencies that can appropriately
accommodate their requests.

Out of one hundred seventeen (117) Financial Assistance Requests, fifty (50)
will be accommodated by the PROCEDE Office for assessment and
validation while other Financial Livelihood Request was endorsed to the
different national agencies as follows:

The PROCEDE Office will be monitoring these endorsed Livelihood requests


to ensure that these requests are approved.

J. Special Projects
a. LOOM WEAVING IN DUPAX DEL SUR
The Provincial Cooperative and Enterprise Development (PROCEDE) Office
assisted the Loom Weaving Project of the Isinay Advocates Inc. on March 1
and 2, 2021, particularly in coordinating with DTI to transfer loom equipment
from Kasibu to Dupax del Sur.

The Loom Weaving Project of the Isinay Advocates Inc. is a livelihood


beneficiary of the Honorable Governor capacitating the said beneficiary by
providing them with a skills training on loom weaving. The main objective of
this project is to revive the long forgotten Isinay loom arts and culture.

The said project was in collaboration with the Department of Trade and
Industry Nueva Vizcaya Provincial Office.

Today, the loom weaving project of the Isinay Advocates Inc. produces a wide
array of loom woven products with unique designs. Noteworthy to mention that
these loom woven products have a captured market with the help of the Aruga
Handwoven.

b. PROCEDE conducts survey on the Possible Establishment of a Toll
Packaging Center

The Food Processors, facilitators and the Consultants from the Dayanan International Business
Consultancy Services, Inc. during the conduct of survey cum key informant interview at Bayombong,
Bambang and Santa Fe on February 22-24, 2021.
The Provincial Cooperative and Enterprise Development Office conducted a
study on the feasibility of establishing a Toll Packaging Center within the
province through the help of the Dayanan International Business Consultancy
Services, Inc., as business consultant.

As an initial phase of the study, the PROCEDE Office together with Dayanan
International Business Consultancy Services, Inc. (DBCSI) conducted a three
(3) days survey cum key informant interview to the food processorsin the
province last February 22-24, 2021.

The purpose of the conducted activity is to capture relevant information on the


packaging requirements of food processors. During the first batch, a total of
fifteen (15) food processors from Bayombong and Solano were invited as
respondents at the Nueva Vizcaya Livelihood and Pasalubong Center,
Magsaysay, Bayombong, Nueva Vizcaya on February 22, 2021. The second
batch of the survey cum key informant interview was attended by ten (10)
Food Processors coming from Bambang and Dupax del Norte and was held at
Bambang Intergrated Agritourism and Learning Site, San Antonio North,
Bambang, Nueva Vizcaya on February 23, 2021. The third batch was
conducted at People’s Hall of the Municipal Compound of the LGU Santa Fe,
Brgy. Pobacion, Santa Fe, Nueva Vizcaya with twelve (12) Food Processors
as the participants of the said activity.

As a part of the conduct of study on Toll Packaging, the consultants, also


visited the existing Shared Service Facility (SSF) Project on food processing at
the Nueva Vizcaya State University, Bayombong, Nueva Vizcaya to assess
and provide expert opinion in maximizing the said facility.

The conduct of the study will be expected to finish within the second quarter of
the year.

a. PROCEDE’s Annual Accomplishment Report

Amidst social and economic maladies, the Provincial Cooperative and Enterprise
Development (PROCEDE) Office find ways to be able continue its programs,
projects and activities in conformity with the minimum health protocols imposed
by the Inter-Agency Task Force (IATF).

The PROCEDE Office is humbled to presents its accomplishment for the year
2020, highlighting the collaboration and dedication in working with pride of the
team.

This 2020 Annual Accomplishment Report aims to provide timely and useful
information on the programs, activities and projects of the Provincial Cooperative
and Enterprise Development (PROCEDE) Office. It is a result of the
collaboration, hard work, and commitment to serve by the PROCEDE Team that
will be useful to the Provincial Government of Nueva Vizcaya and various
stakeholders.

The goal of this annual performance report is to recommend further steps in


sustainable development and improve existing programs and services of the
office to be true to its mission to facilitate the effective and efficient delivery of
services geared towards the development of its self-reliant, progressive and
values-oriented clientele. It contains PROCEDE’s 2020 overview and comprises

the following reporting chapters: (1) 2020 Physical Accomplishments vis-à-vis
2020 Targets (PGS); (2) Highlight of Accomplishments; (3) 2021 Physical Target.
It also includes the immediate outputs that are being realized in terms of
performance indicators.

Despite the current pandemic that the whole world is facing, we remain resilient,
optimistic and forward looking and, thus, we are grateful to our partners from the
national government agencies, Local Government Units (LGUS) and the
academe. We also would like to acknowledge the Cooperatives, Associations
and Entrepreneurs (CAEs) for believing and trusting us by availing of the
technical advisory services for business growth and development; and for
advocating cooperativism that fosters the well-being of the community and the
provincial economy contributing towards Rural development under the
PRAYERS N FAITH agenda of the present administration.

b. Approval of Branding Ordinance from PAO to PROCEDE

The Provincial Cooperative and Enterprise Development (PROCEDE)
Office now leads the implementation of the “Nueva Vizcaya Product
Accreditation and Branding System Ordinance” through the SP
Ordinance No. 2021-204 issued by the Sangunian Panlalawigan on
February 9, 2021.

The Sanggunian Panlalawigan issued the Ordinance No. 2021-204


entitled “An Ordinance Amending Section 9 and Section 11 of the
Ordinance No. 2014-093 otherwise known as the Nueva Vizcaya
Product Accreditation and Branding System Ordinance”. This
amendment was to designate the Provincial Cooperative and Enterprise
Development (PROCEDE) Office as the new Lead Implementing Office for
the Branding Ordinance that was adopted by the recommendation of the
Provincial Development Council – Economic Development (ECODEV)
Committee in its Resolution No. 17, series of 2020 proposing to designate
the PROCEDE Office as the Lead Implementing Office instead of the
Provincial Agriculture Office.

This motion of the Sangguniang Panlalawigan is an initial step towards


revival of the implementation of said ordinance. Hence, the PROCEDE
Office, as the new lead implementing office, will be promoting the Nueva
Vizcaya Brand.

c. Branding Proposal (NVBRAND)

The Provincial Cooperative and Enterprise Development (PROCEDE) Office
proposed a project proposal entitled “Nueva Vizcaya Brand Resiliency and
Neo-Development (NVBRAND) Initiative”.

This project proposal was an offshoot result of the recent amendments in the
SP Ordinance No. Ordinance No. 2014-093 otherwise known as the Nueva
Vizcaya Product Accreditation and Branding System Ordinance,
designating the PROCEDE Office as the Lead Implementing Office.

This program introduces the “Proudly Vizcayano” brand among local and
international markets which will project the image of products coming from the
Province of Nueva Vizcaya as products of excellent and world class quality.

It facilitates the identification of locally made goods in the market, encourages


local consumers to support local business and workers by patronizing goods
and services offered by businesses that use locally available resources in the
province.

In addition, a strong recognition and identification of high quality and standard


of locally made and produced products, in retort, will instill a distinct sense of
pride to the people while giving high valued credit to their productivity,
creativity, craftsmanship and skill in producing premium products.
