DOLE Secretary Silvestre H. Bello, DOTr Secretary Arthur P. Tugade
together with Honorable Governor Carlos M. Padilla awarded livelihood kits to
qualified beneficiaries on 22 January 2021 at the Main Building, Capitol
Compound, Bayombong, Nueva Vizcaya.
Ms. Maricris B. Romero, the resource person of the said activity emphasized
that “Innovation is the specific instrument of Entrepreneurship, the act that
endows resources with a new capacity to create wealth”.

Amidst pandemic and towards responsiveness, the Provincial Government of
Nueva Vizcaya through its Provincial Cooperative and Enterprise
Development (PROCEDE) Office conducted a 1-day Business Proposal
Preparation Workshop to officers of the Nueva Vizcaya Provincial Federation
of Irrigators Association (NVPFIA) last March 8, 2021 at National Irrigation
Administration (NIA), Capitol Compound, Bayombong, Nueva Vizcaya.
The aim of the workshop is to capture the overall concept of the proposed
business of the federation to be able to accomplish a business proposal that
is best suited to their objectives.
Based on the session, the major constraints identified in the Rice Value
Chain in the Province of Nueva Vizcaya, according to them, includes high
costs of rice within the market, low cost of palay from buyers/traders and
presence of middlemen along the palay value chain. The identified risks of
the projects are low-cost milling services within the area and importation of
commercial rice from neighboring countries.
Thus, in its truest sense, this project can serve as consolidator for the locally
produced palay within the province and it can also create employment for the
community.

The Provincial Government of Nueva Vizcaya through its Provincial
Cooperative and Entrepreneurship Development (PROCEDE) Office
conducted an 8-day training entitled “Training on Food Safety Procedures for
Essential Foods” on March 22-29,2021 at Nueva Vizcaya Livelihood and
Pasalubong Center, Magsaysay, Bayombong, Nueva Vizcaya.
This Learning Session is customized for the MSME food processors of the
Province of Nueva Vizcaya. It introduces to the participants an Awareness
Course on the International Standard on Food Safety Management Systems
(FS 22000:2018) as a link to other different aspects and standards on food
safety and quality. Its objective is to reinforce the foundation for the
processors’ knowledge and skills in the development of their businesses to
be more competitive in the market.
At the end of the seminar, as their output, each processor was able to draft
their own Food Safety Policy; Initial framework of their Food Quality
Management System and Food Safety Culture; and, outline their own Good
Manufacturing Practices Quality Manual.
The series of courses designed for the MSME food processors will lead to
their eventual registration with the Food and Drug Administration, both for the
License to Operate (FDA-LTO) and Certificate of Product Registration (CPR).

a. PROCEDE Monitors Livelihood Beneficiaries amidst COVID-19

The purpose of the visit to the beneficiaries is to monitor and evaluate the level
of growth of the beneficiaries on their livelihood projects that they have
requested to the Provincial Government.
The participants of during the conduct of Training on Food Safety Procedures for Essential
Foods on March 22-29, 2021 at Nueva Vizcaya Livelihood and Pasalubong Center,
Magsaysay, Bayombong, Nueva Vizcaya.
The purpose of the said activity is to assist the Processed Food Sector in the
province in their registration with the Food and Drug Administration, both for
the License to Operate (FDA-LTO) and Certificate of Product Registration
(CPR). The training conducted was done through a series of courses to

prepare the participants in the FDA eligibility and eventual licensing and
certification.
The said activity is aligned with the objectives of the NVMDCC, that is to
facilitate 60 FDA compliant/registered food processors in the province within 3
years.
The Honorable Governor Carlos M. Padilla together with the Livelihood Beneficiaries, Ms.
Lolobeth G Mendez, Cooperative Development Specialist II and Ms. Sylvia P. Flores,
Administrative Aide IV of the Provincial Cooperative and Enterprise Development
(PROCEDE) during the awarding of Financial Assistance on February 24, 2021 at the
Main Building, Capitol Compound, Bayombong, Nueva Vizcaya.
The Livelihood Assistance Program of the Office of the Governor aims to aid
the small business in the province by providing them additional capital for

attended by the Honorable Governor Carlos M. Padilla.

Ambagiuo OFW Kabayani Association and Overseas Workers Welfare
Administration (OWWA).
The proposal was already submitted and awaiting for the approval by the
Overseas Workers Welfare Administration (OWWA) Region 02.
The PROCEDE Office already furnished a copy of the business proposal titled
“A Pre-Feasibility Study on the Establishment on Commercial Rice Hub”
to the said federation. The proposed project has a total cost amounting to PhP
40,179,500.00. Its funding will be done through a counterparting basis by the
Federation and other Agencies.

G. Meeting facilitated/conducted
c. Amendment on the Provincial Branding Ordinance, SP Special
Committee Meeting
Ms. Juditte L. Asuncion, the Provincial Cooperative Affairs Officer of the Provincil
Cooperative and Enterprise Development (PROCEDE) together with the representative
from the Provincial Agriculture Office during the Committee Meeting on the Amendment
of the attended the SP Special Committee Meeting on the Amendment on the Provincial
Branding Ordinance on January 19, 2021 at the SP Session Hall, Capitol Compound,
Bayombong, Nueva Vizcaya.

As a result of the meeting, the Sanguniang Panlalawigan adopted the
recommendation of the Provincial Development Council – Economic
Development (ECODEV) Committee that the PROCEDE Office as the most
logical office to implement the said ordinance instead of the Provincial
Agriculture Office. Thus, the Sanguniang Panlalawigan amended the
ordinance through a resolution adopting the cited amendments.
The NVAT Fruit and Vegetable Processing Center – TWG Meeting convened
on January 22,2021 at the Office of the Honorable Governor Carlos M.
Padilla.
The Honorable Governor shared to the body that Regional Director Narciso A.
Edillo sent him a letter informing that the project has been approved and
funded under the Bayanihan to Recover as One Act (Bayanihan 2) of the
Department of Agriculture. In his letter, the Department of Agriculture is giving
NVAT Fruit and Vegetable Processing Center – TWG gave a go signal in the
procurement activities of the project.
The main agenda of the meeting, is to conform to the timeline set the
Department of Budget and Management (DBM). The project fund will be
released in three (3) tranches and validity of disbursement is until June 30,
2021 only and unused funds will be reverted. He further distributed task to be
taken by the concerned offices.

The Honorable Governor is anticipating for an initial progress of the
Establishment of the NVAT Fruit and Vegetable Processing Center within six
(6) months period.

accompanied by Ms. Ellerie B. Ramel (picture on the left), the Divison Chief of DTI Nueva
Vizcaya Business Development Division during the meeting. The meeting was also joined
by Mr. Roel P. Dolaypan, Jr. (2nd person from the left) the Division Chief of
Entrepreneurship Division of the Provincial Cooperative and Enterprise Development
Division.
During the meeting, the DTI Nueva Vizcaya and PROCEDE Office discussed
the full operationalization of the Nueva Vizcaya OTOP Philippines Hub located
at the Nueva Vizcaya Livelihood and Pasalubong Center, Magsaysay,
Bayombong, Nueva Vizcaya. The Provincial Director Henry O. Conel, Jr. also
discussed about the two (2) Shared Service Facilities (SSF) Projects namely
(1) Nueva Vizcaya Fruit Toll Packaging Center, (2) NV Packaging and

Labelling Services to be put up in Nueva Vizcaya and the Provincial
Government as being the cooperator of the said project.
As a result of the discussion, both parties agreed to hold the signing of the
Memorandum of Agreement between the Provincial Government and the DTI
Region 02 within the first quarter of the year. Both parties also discussed the
list of activities and programs to support the operations of the said projects and
to assist on MSME Development.

Amidst lingering global and local uncertainties, the Nueva Vizcaya Investment
Development Council – Technical Working Group (NVIDC-TWG) convened a
meeting on February 9, 2021 at the PPDO’s Function Room, Capitol
Compound, Bayombong, Nueva Vizcaya wherein the Provincial Cooperative
and Enterprise (PROCEDE) Office is the Secretariat.
These two ranking are the bases of investors, whether to invest or not in a
certain province because it can show that a certain location knows its
resources and how it uses these to improve its standard of living.
During the meeting, they also tackled about including the PHILFIDA Abaca
Industry Project in the Provincial Investment Commodity Plan (PICP) of the
province. The PHILFIDA will be providing equipment for the community
beneficiaries to process the Abaca and their target is to export it. It is also
mentioned that PHILFIDA will be incorporating cocoon silk culture.
Aside from the agenda of the meeting, they discussed about crafting of
Investment Priority Plan to make our province ready for the opening of our
countries economy by year 2022 after the pandemic.

Toll Food Processing and Packaging Center” for the food processors within
the province.
The objective of the study is (1) to prepare a technical and economic pre-
feasibility study to determine the optimum advantage and benefit to be derived
from the proposed facility; (2) to establish initial database and profile of Nueva
Vizcaya MSMEs engaged in the food processing value chain; and, (3) to
consolidate the different food processing procedures and their unique
characteristics.

Council (NVLPCC) held on March 5, 2021 at Nueva Vizcaya Livelihood and Pasalubong Center,
Bayombong, Nueva Vizcaya.
“No Price Ceiling on Agricultural Commodities!”
Some of the stated disadvantages are: when the government set a price
ceiling, the legal traders will ease to comply but black market will boost to
penetrate the market which is very unfair for our legal traders, it may also
result in supply shortage and the set price ceiling of NCR on vegetables is very
low which cannot be imposed in the province because the farmers may suffer.
Based on the preceding, the council came up into a resolution on not setting a
Price Ceiling on Agricultural Commodities in the Province.

i. Food Safety Pathway for the Province of Nueva Vizcaya, A Meeting
between the Honorable Governor and Atty. Bañares
The Honorable Carlos M. Padilla together with Atty. Ma. Esperanza Consigno-
Bańares, the Resource Person and former DTI Region 02 Regional Director and Ms.
Juditte L. Asuncion, the Provincial Cooperative Affairs Officer of the Provincial
Cooperative and Enterprise Development (PROCEDE) Office accompanied y her
staff during the introductory cum courtesy meeting on March 22, 2021 at the Main
Building, Capitol Compound, Bayombong, Nueva Vizcaya.
Services resumes as usual after the 5-day lockdown of the Capitol Compound-
Provincial Government of Nueva Vizcaya. The Provincial Cooperative and
Enterprise Development (PROCEDE) Office, pursued an 8-day training
entitled “Training on Food Safety Procedures for Essential Foods” conducted
on March 22 – 29, 2021, intended for the food processors within the province.
The Honorable Governor, expressed his gratitude towards the passion and
professionalism of Atty. Bańares despite the high risks of health condition due
to the increasing cases of COVID-19 in the entire region.

Ms. Sylvia P. Flores, Administrative Aide IV of the Provincial Cooperative and
Enterprise Development (PROCEDE) Office together with Ms. Julie Alonzo and the
members of the Farmers to Consumers (F2C) during the exhibitors meeting on March
31, 2021 at Santa Fe, Nueva Vizcaya.
The agenda of the meeting is to plan for the market event of the Farmers to
Consumers (F2C) which is scheduled on the April of 2021 to be held at
Walter Mart, Gapan, Nueva Ecija and to designate a consolidator that will
gather all commodities in the province intended to the said market event.
The PROCEDE Office will continually support this initiative for the welfare of
our producers and processors within the province.
H. Investors Assisted

Noteworthy to mention that these project proposals were already submitted
to the agencies concerned by the proponent groups. The proponent group is
currently waiting for the approval of their requests.
The PROCEDE Office was able to identify thirty-two (32) individuals from
different municipalities in the province and was successfully included in the
final listing (i.e., 100 slots) of the said Kabuhayan Project. Hence, he
selection of these qualified beneficiaries went through proper assessment
and validation.
Noteworthy to mention that this DOLE Kabuhayan: Nego Kart and Starter Kit
Project was already received by the thirty-two (32) selected beneficiaries on
January 22,2021.
Aside from the assistance given by the PROCEDE Office to the DOLE
Livelihood Program, the PROCEDE Office also endorsed Financial
Livelihood requests to concerned national agencies that can appropriately
accommodate their requests.
Out of one hundred seventeen (117) Financial Assistance Requests, fifty (50)
will be accommodated by the PROCEDE Office for assessment and
validation while other Financial Livelihood Request was endorsed to the
different national agencies as follows:

J. Special Projects
a. LOOM WEAVING IN DUPAX DEL SUR
The Provincial Cooperative and Enterprise Development (PROCEDE) Office
assisted the Loom Weaving Project of the Isinay Advocates Inc. on March 1
and 2, 2021, particularly in coordinating with DTI to transfer loom equipment
from Kasibu to Dupax del Sur.
The said project was in collaboration with the Department of Trade and
Industry Nueva Vizcaya Provincial Office.

Today, the loom weaving project of the Isinay Advocates Inc. produces a wide
array of loom woven products with unique designs. Noteworthy to mention that
these loom woven products have a captured market with the help of the Aruga
Handwoven.

b. PROCEDE conducts survey on the Possible Establishment of a Toll
Packaging Center
The Food Processors, facilitators and the Consultants from the Dayanan International Business
Consultancy Services, Inc. during the conduct of survey cum key informant interview at Bayombong,
Bambang and Santa Fe on February 22-24, 2021.
The Provincial Cooperative and Enterprise Development Office conducted a
study on the feasibility of establishing a Toll Packaging Center within the
province through the help of the Dayanan International Business Consultancy
Services, Inc., as business consultant.

As an initial phase of the study, the PROCEDE Office together with Dayanan
International Business Consultancy Services, Inc. (DBCSI) conducted a three
(3) days survey cum key informant interview to the food processorsin the
province last February 22-24, 2021.
The conduct of the study will be expected to finish within the second quarter of
the year.

a. PROCEDE’s Annual Accomplishment Report
Amidst social and economic maladies, the Provincial Cooperative and Enterprise
Development (PROCEDE) Office find ways to be able continue its programs,
projects and activities in conformity with the minimum health protocols imposed
by the Inter-Agency Task Force (IATF).
The PROCEDE Office is humbled to presents its accomplishment for the year
2020, highlighting the collaboration and dedication in working with pride of the
team.
This 2020 Annual Accomplishment Report aims to provide timely and useful
information on the programs, activities and projects of the Provincial Cooperative
and Enterprise Development (PROCEDE) Office. It is a result of the
collaboration, hard work, and commitment to serve by the PROCEDE Team that
will be useful to the Provincial Government of Nueva Vizcaya and various
stakeholders.

the following reporting chapters: (1) 2020 Physical Accomplishments vis-à-vis
2020 Targets (PGS); (2) Highlight of Accomplishments; (3) 2021 Physical Target.
It also includes the immediate outputs that are being realized in terms of
performance indicators.
Despite the current pandemic that the whole world is facing, we remain resilient,
optimistic and forward looking and, thus, we are grateful to our partners from the
national government agencies, Local Government Units (LGUS) and the
academe. We also would like to acknowledge the Cooperatives, Associations
and Entrepreneurs (CAEs) for believing and trusting us by availing of the
technical advisory services for business growth and development; and for
advocating cooperativism that fosters the well-being of the community and the
provincial economy contributing towards Rural development under the
PRAYERS N FAITH agenda of the present administration.

The Provincial Cooperative and Enterprise Development (PROCEDE)
Office now leads the implementation of the “Nueva Vizcaya Product
Accreditation and Branding System Ordinance” through the SP
Ordinance No. 2021-204 issued by the Sangunian Panlalawigan on
February 9, 2021.

The Provincial Cooperative and Enterprise Development (PROCEDE) Office
proposed a project proposal entitled “Nueva Vizcaya Brand Resiliency and
Neo-Development (NVBRAND) Initiative”.
This project proposal was an offshoot result of the recent amendments in the
SP Ordinance No. Ordinance No. 2014-093 otherwise known as the Nueva
Vizcaya Product Accreditation and Branding System Ordinance,
designating the PROCEDE Office as the Lead Implementing Office.
This program introduces the “Proudly Vizcayano” brand among local and
international markets which will project the image of products coming from the
Province of Nueva Vizcaya as products of excellent and world class quality.
