Policy Debate Outline


Government
Prime Minister
I. Context
A. What is the status quo?
B. What is the problem with the status quo?
C. Why are the previous solutions not enough to solve the problem, if any?
II. Burden
A. What is the burden of the government? (The goal of the debate)
B. What should be the burden of the opposition? (They should provide better
solution.)
III. Concession/s (We concede to the fact that… but…)
IV. Possible objections/ counter-argument of the opposition
V. Policy
A. Mechanism (How? Who?)
B. Expected outcome
VI. Arguments (may present the necessity, beneficiality, and practicability of the
policy) – Explain each argument, give examples, tie back to motion
A. Present cases/ examples that prove that the policy will solve the problem
B. Prove that even though there are efforts to solve the problem, this is the
better, if not the best, solution
C. Consider the things that may be affected by your policy (the harms)
VII. Tie back to the motion (May present again the expected outcome of the policy
in relation to the problem presented in the motion)

IV. Arguments (may present the necessity, beneficiality and practicability of the
policy; make sure your arguments are distinct from the PM’s) - Explain each
argument, give examples, tie back to motion

D. If you maintain status quo, prove why the current solution is fine or there
is no problem in the status quo. So there is no need to change anything.

Value Judgment Debate Outline

and only if they prove that their value is more worthy than the
government’s)

IV. Possible objections/ counter-argument of the opposition (The opposition
might say…)
V. Arguments - Explain each argument, give examples, tie back to motion
A. Prove why your value prevails over other values
B. Set criteria in which you can use to assess your value (If your value meets
these criteria, your value is considered better than the other values)
