1. Scope

This specification describes the metal-enclosed air insulated medium voltage switchgear
for indoor applications (i) incoming feeders, (ii) motor soft starters, (iii) motor feeders (iv)
capacitor feeders and (v) other distribution incoming/outgoing feeders as required for this
project as set out in the data sheets and single line diagrams.

3. Design Criteria

3.1 Rated Normal Currents


The rated normal currents of the soft starter unit are stated in the data sheet and shall be
valid for ambient temperature of 50° C.

3.2 Temperature limits and environment


For switchboards and equipment installed indoors in unpolluted and non corrosive
atmosphere, the ratings are guaranteed under the following ambient conditions:

Environmental conditions according to IEC Standards


Maximum temperature 50 °C
Minimum temperature -10 °C
Maximum relative humidity (non-condensed) 95 %

The switchboard shall be suitable for installation and service up to an elevation of 1000 m
above the sea level. For higher altitudes consult factory.

3.3 Internal arc fault test:


The arc proof panels shall Type Tested approved in compliance with IEC 62271-200 in
accordance with classification IAC-A-FLR minimum time duration of 1 sec.

5. Panel housing description

5.1 General
The switchboard shall be an indoor, air insulated and metal enclosed in accordance to IEC
62271-200 classification PM/PI with single busbar system. It shall be suitable for local
and remote control, and may communicate to the control system by field bus connection.

Switchboard shall be designed in order to:


- ensure service continuity to IEC 62271-200 classification LCS1A
- guarantee high degree of operator safety (Type Tested IAC-A-FLR 31.5kA 1Sec)

- ensure easy installation and reduced construction costs


- be easily adaptable to future arrangement and extensions on both sides of the
switchboard

Power cable connection preferably will be done by cable from bottom.


All operations shall be performed with arc fault contained door closed for maximum
operator safety. This safety regulation shall be observed even during loss of control
voltage.

5.2 Cubicle design and compartments


Enclosure and partitioning of the cubicles are of high quality zinc coated steel sheets
(frame and front door 2.5mm). Access to the cabinet front will be prevented by a locked,
pressure resistant door. Door can be opened up to 170°.
Each cubicle of the switchboard is divided in various compartments both for Medium
Voltage power equipment (busbars, circuit breaker, fused contactor, soft starter instrument
transformers) and for Low Voltage control and auxiliaries (instrument compartment,
wiring ducts for interconnections) which are segregated by metal partitions.

5.2.1 Enclosure painting


The doors and cover plates shall be cleaned and treated against corrosion before painting
with a high quality electrostatic powder coating. Standard colour Light Grey RAL 7035.

5.2.2 Degree of Protection


The protection degree to be Type Tested and in compliance with IEC 60529
- IP54 on the external housing

5.3 Feeder compartment (Incoming or Outgoing)


Feeder compartment should be accessible from cubicle front by opening the door. This
compartment should include:
- Busbar system for connecting the power cables.
- Circuit breaker, disconnector, contactor, earthing Switch, Voltage Transformers,
current Transformers.
- 4mm Insulated plate (GPO) and support shall be provided for power cables entry.

5.4 Main busbar


The main busbar system is supported and connected to the feeder circuit breaker,
disconector or contactor. The main busbars (flat electrolytic copper bars) are suitable to
withstand thermal and electro dynamic stress of the rated short circuit current.

5.5 Soft Starter compartment


This compartment is to accommodate the Medium Voltage Soft Starter and By Pass
contactor.
The following components are mounted in this compartment:
- the Medium Voltage Soft Starter Chassis
- the By Pass contactor
- outgoing cable busbars connection

5.6 Low voltage compartment


The metallic low voltage compartment is segregated from the medium voltage section.

The Low voltage compartment should house the following equipment:-


- Soft Starter control module
- Auxiliary equipment of circuit breaker or fused contactor, and cubicle (fuses, low
voltage MCBs, measuring instruments, protection relays, control and signaling
devices, etc.).

5.7 Customer access Low voltage compartment


The metallic customer low voltage compartment should be a separate and house the
following equipment:-
- Customer Terminals for control and signaling device connections.

5.8 Installation facility


The panels are to be delivered to site as factory assembled, tested units.
The switchboard must be ready for operation after cubicles (or cubicles assemblies) have
been positioned side by side in a single row, bolted together, anchored to room
foundation, power and control cable connected.

6. Switching devices

6.1 Circuit breakers


If required the switchboard shall be equipped with fully type tested Three Pole circuit
breakers that comply with IEC 62271-100.

6.2 Contactors
If required the switchboard shall be equipped with fully type tested Three Pole vacuum
contactors that comply with IEC 60470.

6.3 Switch disconnectors


If required the switchboard shall be equipped with fully type tested Three Pole switch
disconnectors that comply with IEC60265-1.

6.2 Fused Contactors


If required the switchboard shall be equipped with fully type tested Three Pole
withdrawable/fixed vacuum contactors that comply with IEC 60470.
The contactors should be protected by primary H.R.C. fuses that comply with the IEC
60282-1.
Fuse blow indication shall be incorporated in contactor’s mechanism.

7. Other main features

7.1 Earthing switches


If required the switchboard shall be equipped with fully type tested Three Pole earthing
switch that comply with IEC60265-1.
It shall be possible to observe earth switch blades via viewing window on the panel front
for operator safety.
Earthing switch operations can be prevented by means of padlocks.

The functions of protection and control of the Soft Starter shall be performed by a
dedicated digital microprocessor control module. The control module shall include fiber
optic control and communication

7.3 MV Voltage, Current and Temperature measurement


The measurements are to be done by a fully isolated (optical) Electronic Device.
Three Network Voltage, three phase Current and Three temperature sensor inputs,
one for each phase. All these signals are converted to digital form, multiplexed and
transmitted to the low voltage contyroller via a single fiber Optic link.
Providing absolute isolation between the MV Power section and the Low Voltage
compartment.

7.4 Power Cable terminations


The cable compartment should be comfortably accessible from the front thus making
switchboard a wall-standing installation.

8. Medium Voltage Soft Starter control

8.1 Start-Stop Parameters (extended range):


- Starter Full Load Current (FLC) up to 1800A
- Motor Full Load Ampere (FLA) 33-100% of starter FLC
- Pump Control Curves 8 field selectable curves
- Pulse Start Level and Duration 70-440% of FLC for up to 10 Sec.
- Initial Voltage 10-80% of Nominal Network Voltage
- Initial Current 100-440% of FLA
- Current Limit 100-700% of Motor FLA
- Acceleration Time 1-90 Sec
- Deceleration Time 0-90 Sec
- Quadruple Motor Settings FLA Initial voltage, current limit, Start & Stop

8.2 Integrated Motor Protection:


- Integrated event recorder logs 99 events and includes date & time with real-time clock
- Too many starts Maximum number of starts range - Off or 1-10, during a time period
1-60 min.
- Starts inhibit Time period 1-60 min, where starting is prevented, after too many starts
fault.
- Long start time (Stall protection) Maximum allowable starting time 1-250 sec.
- Over current (Shear-pin) two operation functions: during starting trips the starter at
850% and during running at 100-850% In, both within 1 Cycle.
- Electronic overload according to IEC class 5, 10, 15, 20, 25 or 30 OR according
to NEMA class 5, 10, 15, 20, 25 or 30.
- Under current Trips when current drops below 20-90% In with time delay of 1-
40 sec.
- Under voltage Trips when main voltage drops below 50-90% of Un. Time
delay 1-10 Sec

- Over voltage Trips when main voltage increases above 110-125% of Un.
Time delay of 1-10 sec.
- Phase loss Trips when one or two phases are missing.
- Phase sequence Trips when phase sequence is incorrect.
- Wrong connection Prevents starting, if motor is not connected or incorrectly
connected to or shorted SCR the starter or in case one or more SCRs have been
shorted.
- Heat-sink over temp. Trips when heat-sink temperature rises above 85˚C.
- External fault 1 Trips when an external contact closes for 2 sec.
- External fault 2 Trips when an external contact closes for 2 sec.
- Unbalance Current. Trips when Current Unbalance exceeds preset value for more
than Unbalance delay
- Ground Fault Current. Trips when Ground Fault Current exceeds preset level for more
than Gnd Fault Delay
- Power ON & No Start Trips when three phases voltage is connected to the soft-starter
input and start signal was not issued for more than 30 seconds.
- By-Pass Open Trips if the Bypass Contactor and one or two if its phases did
not close.

8.21 Motor Insulation Monitoring & Protection:

The Softstarter will include dedicated motor Insulation Monitoring and Protection Relay.
 Monitors deterioration in motor insulation level
 Monitoring while motors are de-energized.
 Automatic operation.
 Programmable parameters.
 Measures the motors’ insulation resistance to ground and displays the actual and
average highs and lows along a predefined period of time.
 Measured range 0.1-60 MΩ., Insulation range 0-25 MΩ optional 0-60 MΩ
 Six programmable relays provide digital output signals
 RS-485 communication port provides real time information.
 Optional 4-20mA analogue output is available as well.
 Optional real time clock for insulation time stamp.
 Software for insulation level average monitoring up to 10 years
 Control voltage: 120V-230VDC/AC 50/60HZ +10% -15%
 Temperature Range 0°C to +50°C (default - all units), optional -10°C to +60°C

8.3 Communication Protocols:


MODBUS RTU RS 485 half duplex enabling parameter settings, Control (Start/Stop, etc.)
and Supervision included as standard
Other Protocols are available upon request via Anybus communication Interface

8.4 Data Logger:


• Multi-channel for remote monitoring, fault detection and analysis.
• Ability to record mixed analogue and digital signals simultaneously
• Programmable sample rate – up to 52μSec.
• Available data includes: 3 Network voltages, 3 Motor Currents & voltages, Network
frequency, I/O Status.

• The recorded waveforms are available for PC using standard USB cable.
• A dedicated specialised software will be supplied to view graphically and analysis of
data.

8.5 Logic Inputs


The soft starter incorporates 8 standard digital inputs which 5 are configurable.
Optional PCB with 5 more configurable digital inputs can be added.

8.6 Analogue output


Analogue Output (0–10VDC or 0/4–20mA), proportional to: motors current, each phase
current, line voltage, motor power, as specified.

Special Test Mode


Full functional test of all starter circuits shall be possible by using a standard low
voltage motor of about 5.5KW.

9. Tests
All tests shall be carried out according to relevant IEC standards.

9.1 Type tests


The switchgear is to be type tested at a recognised and well-reputed test laboratory. Type
test certificates shall be available for verification as evidence of successful completion of
type tests for a 12kV system. The following are the minimum tests results that should be
proven:
 Dielectric test 28kV/75kV
 Temperature rise test
 IP54 protection degree
 Short time withstand current (31.5kA for 3 seconds)
 Internal arc test (31.5kA for 1 second – IAC: AFLR)

9.2 Routine tests


Tests to be carried out according to IEC Standard requirements. The following tests are
mandatory:
 Wiring and function tests
 Equipment verification tests
 Low voltage circuit insulation test
 High voltage power frequency test
 Corona Test of Soft Starter Chassis according to EN50178

9.3 Factory inspection tests


Notification for factory tests along with list of proposed tests shall be submitted as
required.

9.4 Site tests


Tests to be carried out according to IEC Standard requirements.

9.5 Quality plan

Internal quality system shall be certified as per ISO 9001. A dedicated quality control plan
will be provided on request.

10. Documentation

10.1 Data and documentation to be submitted with the offer:


- information about the type of the switchboards and the equipment offered
- single line diagram with front view of the switchboards complete with overall
dimensions (preliminary)
- foundation drawing complete with fixing system and floor openings (preliminary)
- weight of the switchboards
- spare parts suggested for start up and 2 years of operation (on request)
- type test certificates (on request)

10.2 Data and documentation to be submitted in case of order


- single line diagram with front view of the switchboards complete with overall
dimensions (as built)
- circuit diagrams per typical units
- foundation drawings complete with fixing system and floor openings (as built)
- installation and maintenance manual of the switchboards and main equipment
- test certificates of the switchboard

11. Training
On request training can be offered to be held in the workshops of the manufacturer.
Conditions will be agreed depending on contract but as a general rule the course will
include:
- Copies of the instruction and on-site commissioning manual.
