NATIONAL REGISTRATION SECRETARIAT

CITIZENS’ SERVICE DELIVERY CHARTER

The National Registration Secretariat (NRS) serves as a strategic


coordination body that oversees the harmonisation and standardisation of the registration
policies and programmes
of all those institutions in Sierra Leone that have responsibility for Vital Statistics.

MANDATE
To establish a National Identity Register through the compulsory registration of all citizens and non-
citizens resident in Sierra Leone.

To issue National Identity Cards to all registered persons.

VISION
To function as the key state institution that ensures the effective management of a modern, up-to-date,
comprehensive and secure national database derived from registration processes.

OUR CUSTOMERS
All Sierra Leoneans and nationals of other countries resident in Sierra Leone.

OUR OBLIGATION
To render professional services in the registration of all citizens and other nationals resident in Sierra
Leone. We are committed to the provision of high quality services in a polite, accessible and customer
friendly manner.

CUSTOMERS’ OBLIGATION
Our customers are strongly advised to:
• Obtain only one ID card at a time.
• Do not engage in identity fraud. It is an offence to give false information to the NRS.
• Respect and abide by the requirements of this service charter.
• Resist, reject and report corruption.
• To be law abiding at all times to ensure a smooth registration process.

GRIEVANCE REDRESS MECHANISM


The Customer Care Desk/Front Desk Officer/Public Relations Unit acts as Complaints Desk Officers in
addition to directing customers and visitors to the various service points in the Secretariat.

The Customer Care Desk/Front Desk Officer/Public Relations Unit will enlighten aggrieved customers on
the grievance redress mechanism in the Secretariat.

Suggestions/Complaints Boxes are installed at strategic points within the NRS to enable customers put
their suggestions or complaints to the Chief Registrar.

The National Registration Secretariat and the Anti-Corruption Commission call on every Sierra Leonean
and all other nationals who visit or are resident in this country to report instances of unsatisfactory
service delivery or suspected corruption at the NRS to the following contacts:
